MANILA — Surigao del Norte 2nd District Rep. Robert Ace Barbers, chair of the Quad Committee, sternly cautioned former Philippine Charity Sweepstakes Office (PCSO) General Manager Royina Garma to comply with a subpoena for the September 3 hearing, or risk facing contempt and possible arrest.

According to Philippines News Agency, Garma is required to appear before a joint panel investigating alleged extrajudicial killings, illegal drug proliferation, and other related crimes during her tenure at the Criminal Investigation and Detection Group (CIDG) in Davao. The investigation has unearthed significant evidence suggesting her involvement in orchestrating unlawful operations. Garma, who has held prominent roles within the CIDG, including deputy chief of maintenance of the technical support division and head of the Women and Children Protection Desk in Davao City, was the first female director of CIDG-Central Visayas and Cebu City police chief.

Testimonies have implicated her in the targeted killings of three Chinese nationals—Chu Kin Tung, Jackson Li, and Wong—at the Davao Prison and Penal Farm, all of whom were serving sentences for drug-related offenses. Witnesses claimed Garma played a key role in planning and overseeing these operations. "These are not isolated incidents but part of a broader pattern of abuse that we believe Garma had a direct hand in," Barbers stated, emphasizing the critical nature of her testimony to fully understand the scope of these operations and to hold accountable those involved.

Barbers underscored the gravity of the situation, declaring, "This is a matter of national importance and we will not tolerate any obstruction to this investigation." He warned that failure to attend the hearing would compel the quadcom to issue an arrest warrant for Garma.
