Manila: The Commission on Elections (Comelec) has issued guidelines related to the conduct of poll debates on television and radio to ensure fairness and neutrality. Resolution No. 11115 outlines the standards for conducting debates on television and radio, emphasizing that such events serve as essential tools for an informed electorate.

According to Philippines News Agency, organized political debates are considered necessary tools in fostering the emergence of a fully-informed electorate, which serves the public interest whenever political debates are effectuated, as stated by Comelec in a recent statement. The poll body aims to ensure that these debates adhere to the principles of fairness, neutrality, and impartiality.

The guidelines require debate organizers to invite all candidates and ensure they are accommodated, well-represented, treated equally, fairly, and impartially. Supporters and family members must also be accommodated in equal numbers to maintain balance. Venue arrangements and moderator attire should avoid any political bias or favoritism.

Furthermore, the debate, forum, or interview series must take place in a safe and controlled environment to demonstrate professionalism and proper decorum for both participants and the audience. The topics and questions addressed in the debates should be substantive rather than trivial.

Comelec also clarified that candidates’ appearances in debates, forums, or interview series will not count against their allowable airtime. Organizers are required to inform the relevant Comelec office in writing at least one week before the event.

The Commission stated that its role, if invited, is limited to that of an observer or guest, meaning it will not be held responsible for any damages, injuries, or losses during the event. Additionally, the conduct of the debate, forum, or interview series should incur no cost to the poll body.
