Ordinance revision to permit larger-scale car wrap advertising


The government will revise an ordinance to permit greater use of vehicles, trains and the exteriors of university buildings for commercial advertising, officials said Thursday.

A revised enforcement ordinance on the management of outdoor advertising, reflecting these changes, will go into force on May 21 following the Cabinet’s expected approval next week, the interior ministry said.

Under the upcoming revision, car wrap advertising will be permitted on all sections of commercial or privately owned vehicles except for the window panes.

Currently, such advertising is permitted only on the sides and the back of vehicles, not on the front or other parts.

The current rule limiting such advertising to cover no more than one second of subway trains’ exterior surface will also be removed to allow full-range advertising, except on the window panes, the officials said.

The revision will also newly permit the installation of advertising boards on the rooftop or walls of university buildings, a decision intended to
support the financial health of universities impacted by declining student populations due to low birth rates.

Currently, advertising is prohibited for buildings of public institutions, schools, libraries, museums, large-scale health centers and churches.

“The system revision has been pursued to help expand advertising opportunities for the self-employed and prevent safety accidents caused by outdoor advertising materials,” Kim Min-jae, a senior interior ministry official, said.
