According to Yonhap News Agency, significant milestones include the 1996 sentencing of former Presidents Chun Doo-hwan and Roh Tae-woo for charges including rebellion, with their sentences later commuted and eventually leading to a special pardon in December 1997. In 1997, the U.S. State Department granted political asylum to Chang Sung-kil, a North Korean ambassador to Egypt, marking a notable diplomatic event. Economic challenges were highlighted in 1999 when creditors initiated a debt-restructuring program for 12 affiliates of the Daewoo Group, reflecting the ongoing corporate governance and financial instability issues in the country.
