Manila: Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling has instructed the agency's regional offices to adopt a more proactive and anticipatory approach in leading shelter-related disaster response efforts. The directive aligns with guidance from President Ferdinand R. Marcos Jr. during a recent emergency situational briefing with the National Disaster Risk Reduction and Management Council.
According to Philippines News Agency, Aliling emphasized in a news release that regional offices, as Regional Shelter Cluster Leads, bear the primary responsibility for coordinating, guiding, and facilitating shelter-related activities within their areas of responsibility. He highlighted the necessity for swift, coordinated, and strategic action among the regional offices.
Aliling urged regional offices to engage with local government units, key shelter agencies, partners, and stakeholders to foster a unified and effective response. This involves monitoring progress, identifying gaps, and ensuring that needs are met efficiently and equitably. He also stressed the importance of timely communication regarding the Department's shelter assistance programs, particularly the Integrated Disaster Shelter Assistance Program.
All regional units are mandated to submit daily situational reports to support DHSUD's central disaster operations. Aliling encouraged continued proactivity and collaboration, acknowledging the significance of dedication and hard work in ensuring safe shelter for those in need.
The DHSUD released a memorandum on Thursday instructing regional units to ensure their disaster response strategies align with national objectives, particularly during the ongoing typhoon season. The memorandum emphasized strengthened coordination with local government units, shelter agencies, humanitarian organizations, and other partners to ensure an effective and unified response.
