CSC Encourages New Eligibility Passers to Join Public Service

Manila – The Civil Service Commission (CSC) Chairperson Karlo Nograles congratulated the successful examinees of the recent Career Service Examination-Pen and Paper Test (CSE-PPT) on Thursday, urging them to apply their skills in public service. Nograles emphasized the importance of their role in enhancing the lives of Filipinos through dedicated civil service.

According to Philippines News Agency, 64,635 individuals passed the CSE-PPT conducted on August 20 across 95 testing centers nationwide, resulting in an 18.72-percent pass rate from 345,194 participants. The passers, comprising 56,942 at the Professional Level and 7,693 at the Subprofessional Level, will be conferred respective eligibilities. The National Capital Region reported the highest pass rate at 26.03 percent, followed by Region 3 (Central Luzon) with 22.50 percent, and the Cordillera Administrative Region with 21.28 percent. Professional Eligibility, awarded to those who passed the Professional Level, qualifies individuals for permanent appointment in first level (clerical) and second level (technical) positions that do not require professional practice. Subprofessional Eligibility, on the other hand, applies only to first level positions. Nograles highlighted that eligibility is one of several criteria for government service appointment, with education, experience, training, and other competencies also being vital.

The CSC informed that both successful and unsuccessful examinees could access their individual test results using the Online Civil Service Examination Result Generation System (OCSERGS) by November 18, 2023. Additionally, passers can request their Certification of Eligibility (CoE) on CSC official letterhead or on security paper by December 4, 2023. The CoE on official letterhead is free and can be claimed at the CSC Regional Office (RO) or Field Office (FO) upon presenting required documents. For those in different regions, a written request can be made to forward the CoE to a preferred CSC RO or FO. The CoE on security paper is available for a fee from any CSC RO nationwide.

Passers are advised to confirm the availability of the CoE before collection and to refer to CSC Memorandum Circular No. 03, s. 2023 for the accepted formats of proof of eligibility for appointment. Starting December 4, 2023, examinees can verify their inclusion in the database of eligibles through the Civil Service Eligibility Verification System (CSEVS). CSC Exam Advisory No. 9, s. 2023, available on the CSC website, provides further guidance for examinees and passers.
