Bear more children – they’re like consumer durables, Chinese economist urges

Have more children – it’s your patriotic duty. They are like durable consumer goods that you pay off over the long haul, but bring far more benefits.

That was the message from a prominent Chinese economist at a government-backed think tank, and the most recent effort by the Communist Party’s campaign to boost the country’s flagging birth rate that includes a slew of economic perks for couples – long limited to just one child – to have more children.

“Durable consumer goods pay off in the long run, so it’s wrong for young people not to have children – their value exceeds that of the other goods you buy,” said Chen Wenling, chief economist at the China Center for International Economic Exchanges.

Chen’s comments sparked an online outcry. Some said that people in China are all regarded as “consumables,” rather than human beings. Others said those who decide not to have children are smart.

“Today’s society has driven young people to the point of desperation,” commented one social media user. “I want a place to live, but I can’t afford one. I don’t have time for fun, and I can’t afford to raise a child – this comment from this expert is so arrogant!”

Others were more cynical.

“People may be consumer goods in other countries, but here, we’re either inferior, hostages or ***holes,” commented @psychotic_relapse from Shandong on Weibo.

“It’s poor thinking to treat children as private property,” wrote @Gusu_Bridge from Jiangsu, while @Guangzhou_old_dog said those in power should quit making “tedious and arrogant” comments. “They should come up with some policies and test them out to see if they work in practice,” the user wrote.

“Back in the 1950s, they wanted people to have more kids, then it was family planning in the 1980s, and now we’re back to encouraging people to have more kids again,” wrote @My_heart_is_still_4325 from Shandong. 

“But the reality is that it’s not easy to secure housing, medical care, employment or education,” the user wrote, while @plants_vs_zombies_fan wrote: “Having a child in China is the worst investment.”

Can’t find jobs

Chen’s comments come at a time when youth unemployment is running at around 20% in China, with around 10 million graduates about to enter the labor market to compete with those who are already unemployed.

A current affairs commentator who gave only the surname Chen agreed.

“Most people don’t have the money to find a partner right now, because all of that requires money for food, transportation and going out,” Chen said. “Most young people are demotivated by that.”

“It’s not that they don’t want a partner; the economic pressures are just too huge, and far worse than before,” he said. 

Li Jiabao, who moved from mainland China to live in democratic Taiwan, said there is a huge amount of disillusionment with government policy from the same age group that Beijing is counting on to raise more children.

“After three years of violent enforcement of the zero-COVID policy in China, young people see this government as extremely bureaucratic and careless of human life,” Li said. “I think this is the main reason why young people are so disgusted with this expert.”

One-child policy

In 2016, China abandoned its 35-year “one-child policy,” which penalized parents with more than one child, amid concerns about its birth rate, raising the limit to two. In 2021, that was further loosened to three – and now there are no limits on the number of children a couple can have.

Authorities have recognized they need to offer incentives to couples to have more children amid the economic pressures of modern China.

A plan announced in August 2022 offers “support policies in finance, tax, housing, employment, education and other fields to create a fertility-friendly society and encourage families to have more children,” promising community nursery services, better infant and child care services at local level, flexible working and family-friendly workplaces, and safeguarding the labor and employment rights of parents.

But rights activists said discrimination in the workplace still presents major obstacles to equality for Chinese women, despite protections enshrined in the country’s law.

Chinese women still face major barriers to finding work in the graduate labor market and fear getting pregnant if they have a job, out of concern their employer will fire them.

And young people in China are increasingly ruling marriage out of their plans for the future, with marriage registrations falling for several years in a row.

Sok Lim Heng Crowned Cambodian Chess Champion 2023

Mr. Sok Lim Heng from Phnom Penh capital won the title of “Sdech Ok” (King of Chess) after beating Mr. Chheav Bora from Kampong Cham province in the final round of the Cambodia Chess Competition 2023, held this morning in front of Angkor Wat Temple in Siem Reap province.

The event, televised live by Bayon TV, was presided over by H.E. Thong Khon, Minister of Tourism and President of National Olympic Committee of Cambodia (NOCC) and H.E. Hun Many, President of Union of Youth Federations of Cambodia (UYFC).

Mr. Sok Lim Heng, the Chess Champion in 2018, won a cash prize of 10 million Riel (some 4,050 Riel equal to US$1), while the two runners up, Mr. Chheav Bora, who was “Sdech Ok” for two consecutive years (2014-2015), and Mr. Heng Saody got 6 million Riel and 4 million Riel, respectively. Mr. Lim Phalla, who came in the 4th place, obtained 800,000 Riel.

In addition, Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and First Lady awarded the champion with 20 million Riel, the 2nd winner with 12 million Riel, the 3rd winner with 8 million Riel, and the 4th winner with 4 million Riel.

The Cambodia Chess Competition 2023 was jointly organised by NOCC and UYFC as part of the Angkor Sankranta 2023 held from April 14 to 16 in Siem Reap province to celebrate the Khmer Traditional New Year.

Traffic Accidents Drop by Five Cases on Second Day of Khmer New Year

Number of road accidents decreased by 5 cases on April 15, the second day of Khmer Traditional New Year, compared to the same period in 2022, said a report of the General Commissariat of National Police released on Saturday.

There were in total 20 road accident cases, killing 7 people and injuring 48 others, the same source added.

On the first day of Khmer New Year holiday, six road accidents were recorded across the country, a year-on-year decline of 3 cases, resulting in two deaths and 12 injuries.

Excessive speeding, disrespect of the priority rights, drink driving, not wearing helmet, overtaking and turning in dangerous situation are among the major causes of road accidents in Cambodia.

Competent authorities once again urged for the public’s attention to the respect of traffic laws.

Standhardinger named BPC; Hollis-Jefferson wins Best Import

Ginebra’s Christian Standhardinger took home the PBA Governors’ Cup Best Player of the Conference (BPC) award while TNT’s Rondae Hollis-Jefferson won the Best Import plum for the season-ending conference, given out prior to the start of Game 4 of the finals at Smart Araneta Coliseum in Quezon City on Sunday. The two-time defending champion Ginebra leads TNT, 2-1, in the best-of-seven series as of posting time. Standhardinger, the statistical points leader up to the semifinals, also won in the media and players’ votes. He garnered 36 of 37 first-place media votes for 506 points, topped the players votes with 70 points and secured 534 statistical points (SPs) to finish with 1,110 points. TNT’s RR Pogoy finished second with 672 points and San Miguel Beer’s CJ Perez came in third with 561 points. Hollis-Jefferson ruled the stats race and media votes to beat Ginebra’s Justin Brownlee. He tallied 619 SPs, 457 media vote points and 71 player vote points for 1,147 points. Brownlee finished with 966 points behind 570 SPs, 320 media points, and 76 player vote points. San Miguel’s Cameron Clark finished third with 610 points, while Meralco’s KJ McDaniels came in fourth with 573.

Azurin challenged to tell all about P6.7-B shabu ‘cover-up’

Senator Ronald Dela Rosa on Sunday urged Philippine National Police (PNP) chief Gen. Rodolfo Azurin Jr. to disclose everything he knows regarding the involvement of police officers, including two generals, in the alleged coverup of the PHP6.7 billion shabu bust in Tondo, Manila last year. ‘Sana sabihin niya (Gen. Azurin) ang lahat ng nalalaman niya tungkol sa halos isang toneladang shabu (I hope he would tell all what he knows about the almost one ton of shabu),’ Dela Rosa said in a radio interview over DZBB. ‘Ang advice ko sa kanya is humarap sa media, ilahad niya ang lahat ng kanyang nalalaman and that will put everything to rest. At ‘yung mga haka-haka, speculation about cover-up, mahihinto ‘yan pag siya nagsalita. Because he is the final say sa organization na ‘yan, siya ang head ng ahensiya, so dapat na siyang magsalita para malaman ng lahat, para matapos na ang lahat ng ispekulasyon (My advice to him is to face the media, reveal everything he knows and that will put everything to rest. And the speculations about the cover-up, that will stop once he speaks. Because he is the final say in that organization, he is the head of the agency, so he should speak so that everyone will know. It will end all speculations),’ he added. Dela Rosa, Azurin’s upperclassman at the Philippine Military Academy and the first PNP chief of the Duterte administration said they would meet when he visits Camp Crame Monday morning. The senator will be the PNP’s guest during the flag-raising ceremony. Azurin promised to break his silence on the alleged attempt of PNP top officials to cover up the arrest of dismissed Master Sgt. Rodolfo Mayo Jr., tagged in the shabu haul in October 2022. Col. Redrico Maranan, PNP spokesperson, said Azurin would give a public statement once all reports surrounding Mayo’s arrest come in. Department of the Interior and Local Government Secretary Benhur Abalos has named 11 officials, including two-star generals, allegedly covering up the arrest of Mayo. Dela Rosa likewise advised the officials in the controversy to seek comfort from their wives. ‘Ang advice ko sa kanila, puntahan nyo ang asawa nyo. Doon ninyo iiyak ang lahat ng sama ng loob Ninyo, sa asawa nyo. Ako, noon, ganon din ang sitwasyon ko. Wala akong ibang iniiyakan tuwing gabi kundi ang asawa ko. Kung wala kayong kasalanan, wala kayong dapat katakutan (My advice to them is, go see your wives. Cry all your troubles to your wives. This is what I did when I was in that same situation. I cry to no one else every night but my wife. If you did nothing wrong, then you have nothing to fear),’ he said. The senator lauded Abalos for policing the PNP and advised him to file charges against erring members of the agency. Dela Rosa said the Committee on Public Order and Dangerous Drugs that he heads would immediately conduct the investigation once Resolution No. 564 filed by Senator Ramon Revilla Jr. is referred to the body. Revilla sought a probe to uncover the truth behind Mayo’s arrest and release, allegedly with the approval of top PNP officials. The PNP welcomed the move of Revilla as it would give them an opportunity to explain. Swift and thorough House Speaker Martin Romualdez said the investigation into the shabu haul must be swift and thorough. ‘Let the ax fall where it must because police involvement in this alleged cover-up, especially anti-drug operatives, cannot and should not be tolerated,’ Romualdez said in a statement on Sunday. He expressed dismay that those accused of alleged involvement are ‘the very same people tasked to go after peddlers of illegal drugs.’ ‘But while an in-depth investigation to ascertain the truth is being undertaken, measures to reorganize the police force’s drug unit should be implemented,’ he said. Demoralization rocks PNP ranks At a press briefing in Camp Crame also on Sunday, a high-ranking official admitted the PNP is suffering from demoralization. ‘Very obvious (the demoralization among PNP personnel). Sa tagal naming iniingatan ang aming uniporme, inaasahan namin na may mga ganitong pangyayari (For as long as we have been keeping our uniforms, we expect such incidents to happen) but it’s a matter of perception,’ PNP Directorate for Investigation and Detective Management Director, Maj. Gen. Eliseo Cruz, told reporters. On Saturday, 49 policemen, including Brig. Gen. Narciso Domingo, have been recommended to face criminal and administrative cases in connection with the 990-kilogram shabu haul. Cruz said Domingo, who was relieved from his post as PNP-Drug Enforcement Group (PDEG) chief, has been assigned to the Office of the Chief PNP. He said it puzzles him why top officers get into such a controversy, and what daunts them is when they file complaints against their colleagues. ‘Hindi talaga biro pero ito nga ‘yung aming pinili naming trabaho at eto lang ‘yung alam naming trabaho pero (It’s not a joke but this is the job we have chosen and this is the only job we know but) for every offense committed by our own personnel, we are the complainants. Kami ang dapat magrereklamo. Hindi pupuwedeng wala kaming pakialam kasi kami ito eh. Kami ang bumubuo ng PNP at kami ngayon ang matagal na sa PNP although ito lang ang alam naming trabaho (We are the ones who should complain. We can’t be indifferent because this is us. We are the ones who form the PNP and we have been in the PNP for a long time, although this is the only job we know). It really affects the morale of our organization so we, as senior officers, we encourage our men to continue with our daily jobs,’ he added. Cruz said the Special Investigation Task Group (SITG) 990 conducted 21 case conferences that ended March 31. Copies of the report have been sent to Azurin and the National Police Commission. The SITG also recommended continued case build-ups by the Criminal Investigation and Detection Group (CIDG) to further strengthen the criminal charges that will be filed; that CIDG and the intelligence group locate other dangerous drugs taken away by the Special Operations Unit 4A and Intel and Foreign Liaison Division; the immediate relief of other PDEG personnel involved and to relegate them to purely administrative functions like sentinel/honor guard duties; that all PDEG personnel undergo Squad Weekly Interactive Meeting once a week to maintain strong relationship with fellow personnel and to provide continuous guidance; strengthening the vetting process of personnel to be assigned to PDEG; and financial investigation and lifestyle checks on PDEG personnel every six months.

Romualdez bats for PH-US-India digital partnership

Speaker Martin Romualdez has pushed for a digital public infrastructure partnership composed of the Philippines, the United States and India. Romualdez made the proposal after attending the Digital Public Infrastructure lecture on Saturday (PH time) at the International Monetary Fund headquarters in Washington, D.C. He also had a brief chat with Nandan Nilekani, one of the founders of the Indian multinational information technology company Infosys. ‘I think it is very important for the Philippines, India, and the US to lead in this digital public infrastructure initiative because nations have much to gain from this,’ he said. He said building public digital infrastructure is the main reason why the House of Representatives passed House Bill 7327 or the E-Governance/E-Government Bill on March 6. The measure seeks to shift the entire bureaucracy to the digital space for faster and transparent delivery of services, and for better engagement with the public. ‘Building public digital platforms is very much aligned with the campaign promise of President Ferdinand R. Marcos Jr. to speed up the country’s digital transformation,’ he said. “Digitalization will definitely prove to be the panacea to the economic problems left behind by Covid-19,” he added. Digital public infrastructure allows engagement in public and civic life in digital space.
