Quezon city: The Quezon City government has officially adopted a blended learning program in all public schools to ensure continuous learning amid pressing challenges such as overcrowded classrooms and climate-related disruptions.
According to Philippines News Agency, Mayor Joy Belmonte signed Ordinance SP-3405, S-2025, which aims to establish blended learning in public elementary and high schools, promoting accessible, flexible, and quality learning opportunities for students. Belmonte emphasized that by institutionalizing the Department of Education's flexible learning policy through this ordinance, Quezon City is transforming national guidance into actionable steps.
Belmonte noted that while face-to-face learning remains the foundation of the public school system, the ordinance offers a structured alternative for when students cannot be physically present. The ordinance provides clear guidelines for schools to shift to blended or flexible learning during disruptions caused by emergencies such as heavy rains, bad weather, overcrowding, and classroom shortages.
Furthermore, the ordinance provides strong local government support to the DepEd's directive on flexible learning, ensuring consistent funding, planning, and support at the city level. To facilitate the implementation, Quezon City is investing in improved school connectivity, teacher training, and community awareness for students and parents.
Additionally, the city is exploring the transformation of underutilized community spaces into neighborhood learning hubs equipped with Wi-Fi and study tools. This initiative aims to provide students with safe and accessible locations to continue their lessons close to home, ensuring that learning remains uninterrupted by natural disasters, heat waves, or classroom shortages.
