According to Philippines News Agency, Senator Panfilo Lacson has submitted a bill aimed at institutionalizing the involvement of civil society organizations in the formulation of the national budget. Currently, both the Senate and House of Representatives permit public observation of budget proposal proceedings, but discussions during the bicameral conference committee remain inaccessible to the public.
Lacson stated, "Without underestimating and undermining the capacities of elected representatives in crafting a budget that is needed by a particular locality, this bill gives full play to the people's right to participate in all levels of social, political, and economic decision-making." This legislative initiative follows a statement from Senate Secretary Renato Bantug, who on Monday expressed the Senate's openness to transparency calls in the bicameral committee.
Bantug remarked, "Calls to increase transparency in the bicam are always welcome. The Senate is open to serious proposals that will enhance public access and understanding of the crafting of the national budget." Senate President Pro Tempore Jinggoy Estrada and Senator Imee Marcos have also expressed support for the measure, highlighting the requirement for transparency and the importance of fostering strong public trust in governmental institutions.
