MANILA - The Philippine government has made a decisive move to bolster renewable energy by ensuring the operation of the country's first offshore wind project by June 2028.
According to Philippines News Agency, the Department of Energy (DOE) and the Department of Environment and Natural Resources (DENR) signed a memorandum of agreement (MOA) at the Securities and Exchange Commission headquarters in Makati City. The agreement, finalized on Friday, will expedite the development of offshore wind energy projects by allowing developers with service contracts to access necessary offshore and auxiliary areas during the pre-development phase.
Currently, renewable energy projects need to secure several compliance certificates from DENR, including foreshore lease agreements and forest land use agreements, which can delay exploration and development. The new MOA is designed to streamline these processes while continuing to uphold environmental safeguards.
DOE Secretary Raphael Lotilla emphasized the importance of this agreement in achieving the administration’s goals. "This MOA is a crucial step in realizing the goal of the administration of President Ferdinand Marcos Jr. to deliver the first kilowatt-hours from offshore wind projects by 2028," Lotilla stated. He further highlighted plans for more efficient permit processing to reduce delays commonly associated with renewable energy projects compared to conventional energy setups.
During a Renewable Energy Forum, Lotilla also revealed discussions with President Ferdinand R. Marcos Jr. about enhancing the permitting process by adopting parallel processing. This approach will allow multiple agencies to advance their permitting processes simultaneously, significantly speeding up the development timeline for renewable energy facilities.
