Napolcom Sets 60-Day Target for Resolving Police Administrative Cases

Manila: The National Police Commission (Napolcom) has announced a new initiative to expedite the resolution of administrative cases involving police officers. This move involves streamlining summary dismissal proceedings with a target to resolve cases within 60 working days from the filing of a complaint.

According to Philippines News Agency, the new process aligns with the commission's Office Order No. 2025-012, issued on June 2, 2025. This order outlines a detailed timeline for each stage of the dismissal process, including the initial evaluation of complaints, issuance of formal charges, hearings, and final resolutions. The initiative aims to uphold the mandate of Republic Act No. 6975, amended by RA 8551, which focuses on delivering swift justice and maintaining professional standards within the Philippine National Police (PNP).

Napolcom Vice Chairperson and Executive Officer Rafael Calinisan emphasized the importance of timely justice, stating that setting clear timelines ensures prompt resolution of complaints against police officers. The reforms include completing the initial evaluation of complaints within one working day and starting the pre-charge investigation within two working days. Respondents must file counter-affidavits within five working days, with the investigation concluding within three working days.

If a formal charge is warranted, it must be issued within one working day after probable cause is determined, and a hearing officer assigned within the same timeframe. Further procedures include serving summons within two working days, respondents filing answers within seven working days, and conducting a pre-hearing conference within three working days. Position papers are to be filed within seven working days, and any necessary clarificatory hearings held within two working days. The hearing officer is then required to submit a report within seven working days, with the Napolcom En Banc rendering a decision within 14 working days.

Calinisan noted that these reforms not only expedite the disciplinary process but also aim to restore public trust and improve police morale by ensuring fair and swift resolutions. The order is effective immediately and will remain in force until Napolcom Memorandum Circular No. 2016-002, which governs administrative disciplinary rules, is revised.
