Myanmar junta kills 12 after firing into crowded market

Junta shelling of a crowded market killed 12 people and critically injured 18 more on Thursday morning, rescue workers told Radio Free Asia.

A junta battalion on a nearby road fired indiscriminately into a marketplace in Rakhine state’s capital of Sittwe during the busiest time of day, locals said.

Sittwe has become a disputed territory since a rebel group, the Arakan Army, captured surrounding junta camps and seized six townships across Rakhine state. In early February, the Arakan Army demanded junta troops in Sittwe surrender before their arrival in the capital. 

The junta army’s grasp on the area has been tenuous after losing territories, but troops have attempted control by placing restrictions on the capital and making large-scale arrests. On Feb. 19, regime forces detained 500 people who landed in Sittwe off a flight arriving from Yangon.

A rescue volunteer who wished to remain anonymous for security reasons told RFA the dead have been sent to Sittwe Hospital’s mortuary, and the injured are being treated there

“Those 18 were critically injured and their injuries are life-threatening,” he said. “Some people died on the spot and others after arriving at the hospital. All of them are vendors and shoppers.”

The names and ages of the deceased could not be confirmed. However, most of them were women, children and the elderly, the volunteer added.

The shell was fired by a battalion near Shu Khin Thar road, residents said.

RFA contacted Rakhine state’s junta spokesperson Hla Thein for further details about the attack, but he did not reply. 

The Arakan Army ended a humanitarian-based year-long ceasefire on Nov. 13 with the junta when they began to attack border outposts and convoys across Minbya and Rathedaung townships. 

The Arakan Army released a statement on Tuesday saying that 111 civilians have been killed and 357 have been injured by small and heavy artillery fired by the junta from the ceasefire to Feb. 18, 2024.

Russia hails Pyongyang for supporting its war against Ukraine

Russia has expressed its gratitude to North Korea again for supporting its aggression against Ukraine in a show of solidarity as fresh claims of arms trading between the two authoritarian regimes emerged. 

“We are pleased that the Democratic People’s Republic of Korea is standing with us at the forefront of this struggle,” the Russian Embassy in Pyongyang said in a Facebook post on Feb. 29, to update developments in Ukraine.

The Democratic People’s Republic of Korea is North Korea’s official name. 

“The United States and its puppets are responsible for the bloodshed and destruction brought about by their policies of repression in Russia,” the embassy said, adding that “Russia will win and this will be a shared victory for all who adhere to the new world order.”

North Korea has supported Russia’s invasion of Ukraine, calling it a “righteous struggle to defend its strategic security and interests.”

The message from the Russian Embassy in Pyongyang came a few days after Seoul said North Korea has sent some 6,700 containers carrying more than three million artillery shells to Russia since August last year. 

North Korea and Russia have been accused of engaging in arms trading, with the Ukrainians alleging that Russian forces have used North Korean missiles to attack them – a claim that both Pyongyang and Moscow have denied.

South Korea’s defense minister Shin Won-sik told journalists on Tuesday that judging by the number of containers; he estimates that millions of rounds have been delivered to Russia, including more than three million 152mm artillery shells and more than half a million 122mm rocket launchers. 

Shin noted that among the hundreds of munitions factories in North Korea, he estimates only about 30% are operational. However, those involved in Russian-related activities seem to be functioning at full capacity.

Separately, South Korea’s National Intelligence Service said in November last year that Moscow has likely offered Pyongyang technological advice for its satellite launch, as it has received more than 1 million artillery shells from North Korea since early August.

Philippines will not yield ‘one square inch’ of maritime territory, Marcos says

President Ferdinand Marcos Jr. on Thursday vowed to resist any effort by a foreign power to infringe upon the Philippines’ sovereignty, in a strongly worded address to the Australian Parliament amid growing Chinese assertiveness in the South China Sea.

Marcos, who arrived in Canberra for a two-day state visit on Wednesday, told a special joint sitting of the two chambers it was an imperative that the South China Sea be protected from actions that violated international law.

The waterway is a “critical global artery that is crucial to the preservation of regional and global peace,” said Marcos, who has taken a bolder stance than his predecessor in dealing with competing claims in the South China Sea.

China asserts sovereignty over almost all of the South China Sea, putting it at odds with the Philippines, Malaysia, Brunei, Vietnam, and Taiwan. 

“I shall never tire of repeating the declaration that I made from the first day that I took office: I will not allow any attempt by any foreign power to take even one square inch of our sovereign territory,” Marcos told Australian legislators, without naming China, according to transcripts released by his office in Manila. 

“The challenges that we face may be formidable, but equally formidable is our resolve. We will not yield,” he said.

Marcos said the Philippines and Australia must “reinforce each other’s strengths” and protect the peace the two countries fought for during World War II.

“Just as we fought to build our rules-based international order, so are we now fighting to protect it,” Marcos said. “We draw strength from the consistent and unequivocal support of Australia and the international community for the lawful exercise of our rights, which have been settled under international law.”

Before departing Manila on Wednesday, Marcos shared a report by the Philippine Coast Guard indicating that they had monitored at least three ships from China’s People’s Liberation Army Navy just near Bajo de Masinloc, the local name of Scarborough Shoal.

The shoal has been under Chinese control since 2012 after a standoff with Manila. The Philippines, under then-President Benigno Aquino III filed a case against Beijing at an international arbitration court.

In 2016, the court ruled in favor of Manila and invalidated China’s sweeping claims to the South China Sea on historical grounds. Beijing has never acknowledged the ruling and has refused to leave the area. 

Aquino’s successor, Rodrigo Duterte, refused to make a move to compel Beijing. Instead, he sought to appease Beijing in exchange for promises of Chinese investments in the Philippines. This allowed Beijing to gain a firmer foothold in the region.   

Marcos has worked hard to reaffirm security ties with traditional ally the United States, as well as Australia, since taking office in June 2022.

On Wednesday, Marcos and Albanese signed new agreements on civil maritime security, marine environment protection, maritime domain awareness, and efforts to uphold international law. 

Marcos is scheduled to attend a special summit of the Association of Southeast Asian Nations (ASEAN) in Melbourne next week.
