PUBLIC ADVISORY: ON THE CLOSURE OF CONSULAR OFFICES IN OBSERVANCE OF EID AL-ADHA ON 20 JULY 2021

The Department of Foreign Affairs (DFA) informs the public that its Office of Consular Affairs in Aseana and all Consular Offices (COs), except CO NCR Northeast (Ali Mall Cubao), will be closed tomorrow, Tuesday, 20 July 2021, in observance of Eid Al-Adha. Passport, Authentication and other consular services shall resume on Wednesday, 21 July 2021.

Affected applicants are requested to take note of the following:

Passport clients (all passport appointments, including Courtesy Lane clients) in DFA Aseana shall be accommodated on 21 July 2021. For inquiries and other concerns, applicants may reach out by sending an email to oca.concerns@dfa.gov.ph or by calling (02) 8234 – 3488.

Passport appointments scheduled on 20 July 2021 in COs shall be accommodated on a different date and time within the next 30 days. Applicants are advised to check their emails for the updated schedule or reach out to the CO where their appointment is originally scheduled. For COs’ contact information, applicants may refer to https://consular.dfa.gov.ph/transparency/co-directory.

Authentication applicants originally scheduled on 20 July 2021 should have received their revised schedule via email. For concerns, applicants may reach out through oca.authentication@dfa.gov.ph or call 0966-410-8465 (Globe) or 0967-307-3111 (Globe).

The DFA also informs the public that schedules may change without prior notice due to unforeseen circumstances or policies implemented by local governments and establishments which host the DFA Consular Offices.

ASEAN Weekly Disaster Update Week 28, 12 – 18 July 2021

REGIONAL SUMMARY:

For the twenty-eighth (28th) week of 2021, a total of 33 disasters (23 floods, 7 landslides, 1 storm, and 2 wind-related affected the region. Cambodia, Indonesia, Malaysia, and the Philippines have reportedly been affected. Flooding incident occurred in Battambang Province, Cambodia as reported by the National Committee for Disaster Management (NCDM). High intensity rain caused flooding, landslide and winds-related events in ten (10) provinces in Indonesia as reported by Badan Nasional Penanggulangan Bencana (BNPB). Flooding occurred in Pahang, Sabah, and Serawak, Malaysia as reported by Agensi Pengurusan Bencana Negara (NADMA). Flashflood and landslides incident occurred in Misamis Oriental and Cotabato as reported by the National Disaster Risk Reduction and Management Council (NDRRMC).

HIGHLIGHT:

Widespread hydro-meteorological disaster events have been reported in West and Central Kalimantan Province, Indonesia and affected almost 100K people in ten (10) regencies as reported by Badan Nasional Penanggulan Bencana (BNPB). According to BNPB, heavy rainfall accompanied by strong wind and high sea waves on 14 July, caused floods and landslide in Mempawah Regency, West Kalimantan which affected around 26.4K persons and damaged more than 2.5K houses. Meanwhile, extreme weather since the night of 13 July caused floods in North Kayong Regency, West Kalimantan claiming 1 life, 1 person still missing, 2 person injured, displacing 24.2K persons, and damaging 5.4K houses and 2 roads.

HYDRO-METEO-CLIMATOLOGICAL:

For the past week, data from the ASEAN Specialised Meteorological Centre (ASMC) showed noticeable high 7-day average rainfall mostly across the northern parts of Luzon Philippines, southern and eastern part of Central Papua, Maluku Island and western parts of Sulawesi, Indonesia. A tropical cyclone warning has been issued by The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), The National Center for Hydro-meteorological Forecasting (NCHMF) and JTWC on Severe Tropical Storm IN-FA (Fabian) and Tropical Storm Cempaka which can enhance the effect of Southwest Monsoon in the region, particularly Philippines and Viet Nam.

GEOPHYSICAL:

Six (6) significant earthquakes (M=5.0) were recorded in the region by Indonesia’s Badan Meteorologi Klimatologi dan Geofisika (BMKG) and the Philippine Institute of Volcanology and Seismology (PHIVOLCS). Sinabung and Ili Lewotolok in Indonesia (alert level III) and Taal Volcano in the Philippines (alert level 3) reported recent volcanic activity and are under close monitoring. Volcanic activity was also reported for Mount Semeru and Dukono in Indonesia according to PVMBG and PHIVOLCS.

OUTLOOK:

According to the ASMC, drier conditions are expected over parts of the western Maritime Continent and cover western parts of Borneo; warmer conditions are expected over the southern part of the Maritime Continent and extend to most of the Maritime Continent and southern parts of Mainland Southeast Asia. For the regional assessment of extremes, there is a small increase in chance for a very heavy rainfall event to occur in Southern Maritime Continent; a small increase in chance of extended dry conditions for Northern Sumatra, southern Thailand and Peninsular Malaysia; a moderate increase in chance in Southern Maritime Continent and small increase in chance for the rest of the Maritime Continent for extreme hot conditions.

Ladies and Gentlemen,

1. Good morning. It is my pleasure to join you today, at the launch of SenseTime International’s AI Innovation Hub at its Singapore headquarters. I am also glad to witness two Memoranda of Understanding (MoU) signings – one between SenseTime International and Business China and the other between SenseTime International and the Institute of Technical Education (ITE).

2. AI research and its applications have spun off innovative technologies that allow us to better tackle complex problems confronting societies today. Between the academic community, businesses and governments, there are collaborations in many areas on the adoption of ‘smart living’ technologies, such as digital payment, precision medicine, smart waste management, and augmented reality (AR) powered applications.

3. Recent developments propelled by COVID-19 have highlighted the pressing need for the digital transformation of economies, as well as the importance of pursuing sustainable innovation. Singapore’s Smart Nation vision has positioned us well to implement cutting-edge technologies across different aspects of our lives. Singapore aims to be a leader in developing and deploying scalable and impactful AI solutions in key sectors of high value and relevance to our citizens and businesses.

4. However, the acceleration of tech adoption in the workplace and in communities has widened the skills gap and digital divide. For Singapore to truly benefit from continued technological innovation, we must prepare and equip members of society with the skills and disposition to remain relevant and nimble amidst significant changes. Technological advancement should also always be human-centric, and aim to improve lives.

5. Education, be it in the classroom or in the workplace, plays a pivotal role in helping to ensure that no one is left behind in a digitally forward environment. On this front, our schools and Institutes of Higher Learning (IHLs) have been exposing students to computational thinking and quantitative reasoning through academic and co-curricular activities. The IHLs, private training providers and even companies are also providing more opportunities for adult learners to pick up skills relevant to the digital economy, among other areas.

6. I am glad that SenseTime, as a global AI company, has launched the SenseTime International Innovation AI Hub to showcase how AI technologies are harnessed to digitise a wide spectrum of industries. Examples include certified healthcare solutions that support medical practitioners in diagnostics of the liver, heart, and lungs, as well as cutting-edge AR solutions designed for the tourism and retail industries. I look forward to seeing SenseTime Edu’s suite of materials and toolkits designed to equip students and individuals with foundational AI knowledge and skillsets during the tour of the Hub later.

7. Today, SenseTime International will also sign two new MoUs with Business China and ITE respectively to signify close collaboration between the private and public sectors. SenseTime International’s MoU with Business China will further support the Youth Interns Exchange Scheme (YES) by jointly establishing the Business China-SenseTime Internship for YES, which will equip undergraduates from the six Autonomous Universities and their Chinese counterparts with early hands-on experience in AI technologies. YES is a bilateral internship exchange scheme signed between Singapore’s Ministry of Education and China’s Ministry of Human Resources and Social Security that aims to provide youths from the two countries the opportunity to participate in internships of up to six months in the other country.

8. In doing so, YES supports Singaporean and Chinese companies to build their talent pipelines and learn from one another. More importantly, it enables youths to better understand each other’s cultures and form lasting people-to-people connections. We encourage more companies to participate in YES as well as in other similar talent exchange programmes.

9. The other MoU that will be signed today is between SenseTime International and ITE. Both parties will jointly develop computer vision and smart city competencies for ITE students and teaching staff. In addition, there will be a Continuing Education and Training (CET) AI mobility course for returning students and adults embarking on re-skilling. I look forward to the fruitful outcomes of these meaningful partnerships and am excited to see how they may pave the way for future collaborations.

Conclusion

10. I hope more stakeholders can come on board and help develop the next generation of global AI talents – schools and IHLs which are providing high quality and relevant AI courses; corporates with AI technologies by making available internships and programmes to give real life exposure to AI applications; and community partners, which can help foster cross-sector and cross-border partnerships. Once again, congratulations to SenseTime International for the launch of the AI Innovation Hub at its Singapore headquarters. Thank you.

TEENAGER ARRESTED FOR SUSPECTED INVOLVEMENT IN THE DEATH OF 13-YEAR-OLD VICTIM

The Police have arrested a 16-year-old male Singaporean teenager, a Secondary 4 student, for his suspected involvement in the death of a 13-year-old male Singaporean teenager, a Secondary 1 student.

On 19 July 2021 at about 11.40am, the Police received a call for assistance at 6 Boon Lay Avenue. Upon arrival, officers found the 13-year-old teenager lying motionless, with multiple wounds at a toilet at the said location. The 13-year-old teenager was pronounced dead at scene by an SCDF paramedic. Preliminary investigations revealed that the two male teenagers are not known to each other. Notwithstanding the preliminary findings and the arrest of the teenager, the Police are continuing their investigations into the motive for the assault. An axe was also seized as case exhibit.

The Police will be charging the 16-year-old in court on 20 July 2021 with murder, with a view to seeking an order from the court to remand the teenager for psychiatric assessment.

The Police will conduct a thorough investigation and the full facts will be established in court. Pending the court proceedings, the Police would like to urge members of the public to refrain from speculating on the case out of respect for the family of the deceased.
