Speaker Dy: 2026 Budget Aims for Transparent and Accountable Congress


Manila: Speaker Faustino ‘Bojie’ Dy III announced on Monday that the passage of the PHP6.793-trillion national budget for 2026 marks a significant step toward establishing a more transparent, accountable, and service-oriented Congress. This development followed the chamber’s approval of the General Appropriations Bill (GAB) on its third and final reading.



According to Philippines News Agency, the Speaker emphasized that the 2026 GAB was developed with careful consideration and integrity to ensure that the funds collected from taxpayers are directly channeled to benefit ordinary citizens through essential programs in education, health, social welfare, and infrastructure. Dy highlighted the government’s sacred mandate of fair, open, and responsible distribution of wealth and opportunities, reflecting the spirit of Congress in ensuring that taxpayer money is used effectively and reaches those in need.



The education sector received the highest allocation at PHP1.281 trillion, amounting to 4.1 percent of the country’s GDP, underscoring the government’s dedication to enhancing the future of Filipino learners. Dy also noted that the budget maintains investments in healthcare, infrastructure, agriculture, and social protection to foster inclusive growth. He commended the collaboration between the majority and minority blocs in shaping the budget, describing the process as a robust exchange of ideas that bolstered democracy and resulted in a people-centered fiscal plan.



Dy expressed gratitude to Committee on Appropriations Chairperson Mikaela Suansing, committee members, staff, and other personnel who contributed to the budget’s formulation. He acknowledged the vital role of the Secretariat, employees, security personnel, and maintenance staff of the House, recognizing them as the institution’s pillars whose dedication and hard work facilitate legislative processes.



Meanwhile, Dy addressed the importance of constructive criticism in fortifying the legislature. He acknowledged that Congress faces scrutiny and emphasized that the House remains open to listening to constituents. He expressed appreciation to critics for motivating the institution to refine its actions and programs, and assured that Congress will continue to uphold transparency and accountability in its endeavors, serving as a bastion of compassionate and honest public service.



As the session concluded, Dy urged lawmakers to view the adjournment not as an interruption but as a renewed beginning for the institution, one characterized by accountability, integrity, and genuine public service.
