Manila: The Department of Public Works and Highways (DPWH) has initiated legal action against 22 officials and contractors, filing charges before the Office of the Ombudsman in relation to alleged irregularities in infrastructure projects located in La Union and Davao Occidental.
According to Philippines News Agency, the charges, which include malversation and violations of Section 3 (e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act), were filed by DPWH Secretary Vince Dizon, accompanied by Independent Commission for Infrastructure (ICI) Chairperson Andres Reyes. The complaint lists several key figures, including Gil Lorenzo, District Engineer of the DPWH La Union 2nd District Engineering Office, and Rogri go Larete, District Engineer of the DPWH Davao Occidental District Engineering Office. Contractors involved include Silverwolves Construction Corp. and St. Timothy Construction Corp.
The ICI, represented by Executive Director Brian Keith Hosaka, clarified that the DPWH’s legal action is separate from their proceedings. Hosaka emphasized the ICI’s role in referring potential cases to the Ombudsman for further investigation. Andres Reyes, Chairperson of ICI, highlighted the commission’s commitment to ensuring evidence and testimonies undergo rigorous verification before any court referrals. The ICI is also considering livestreaming hearings to increase transparency, subject to developing appropriate procedural guidelines.
