MinDA Calls for Enhanced Disaster Response Mechanism in Mindanao


Mindanao: Mindanao Development Authority (MinDA) chairperson Secretary Leo Tereso Magno has made a compelling appeal for the establishment of a more robust disaster response mechanism in Mindanao. He emphasized the region’s increasing vulnerability to both natural and human-induced hazards, underscoring the critical need for improved preparedness and resilience.



According to Philippines News Agency, Magno highlighted the urgency of the situation, noting the rising frequency and intensity of weather disturbances attributed to climate change. He reflected on the past, stating, “Before, when we were growing up, we used to say Mindanao was typhoon-free. But due to climate change-because of things that have evolved in our weather and in the world-we are being hit.” This shift in climate patterns has prompted MinDA to reaffirm its commitment to establish the Mindanao Disaster Resiliency and Resource Center (MDRRMC).



Magno outlined the vision for the MDRRMC, describing it as a flagship initiative designed to enhance Mindanao’s emergency response capabilities and safeguard communities. He emphasized that the center is not a conventional relief goods warehouse but a purpose-built hub for disaster preparedness and response.



“This envisioned facility will serve as a command and coordination center for disaster response, a venue for disaster-related research, and most importantly, a Disaster Risk Reduction and Management Training Institute and learning center for all of Mindanao,” Magno stated. The center aims to provide training not only for disaster risk reduction frontliners but also for children, who may become future disaster responders or victims.



The proposed PHP2-billion facility is planned to be constructed on a 149-hectare property of the Department of Transportation in Don Carlos, Bukidnon, where a new airport is currently under development. Other potential sites include Panabo City in Davao del Norte, Cagayan de Oro City, and the Caraga Region.
