Illegal Online Gambling Sees Significant 93% Decline in Q3 2025

Manila: Illegal online gambling has dropped by 93 percent from the second quarter to the third quarter of 2025, according to the latest data from cybersecurity and analytics firms Gogolook and Whoscall.

According to Philippines News Agency, in a Bagong Pilipinas Ngayon interview over PTV on Wednesday, Cybercrime Investigation and Coordinating Center (CICC) Acting Executive Director Aboy Paraiso attributed the result to the combined efforts of private partners, legislators, government agencies, and law enforcement.

‘Natatakot na daw mag-invest iyong mga foreigners pagdating sa mga online gambling dahil mahigpit talaga ang regulasyon ng ating bansa (Foreigners are afraid of investing on online gambling because our regulations are strict),’ Paraiso said.

In particular, he thanked the efforts of Philippine Amusement and Gaming Corporation (PAGCOR) Chairperson and CEO Alejandro Tengco, Philippine Charity Sweepstakes Office (PCSO) General Manager Mel Robles, the Philippine National Police-Anti-Cybercrime Group (PNP-ACG), the National Bureau of Investigation, and the Presidential Anti-Organized Crime Commission (PAOCC).

To date, he said, Gogolook is receiving fewer calls or reports on illegal gambling, with the CICC looking to maintain its lead against similar cybercrimes.

‘Hopefully, we can maintain the momentum and, again, tuluy-tuloy naman iyong ginagawa natin, and again maganda iyon pagsasama natin (we’re continuing with our work and having good coordination) with the other government agencies in this fight against illegal online gambling,’ he said.

To further improve the country’s defense against cybercrimes, he also announced the recent agreement with Camp John Hay to build a training center for digital forensics in Baguio City.

The training center aims to create modules on digital forensics and train new analysts on analyzing digital artifacts.

‘Kasama na iti-train natin diyan iyong mga tauhan ng PNP-ACG, iyong mga NBI Cybercrime Group pati na iyong siguro DOJ-OOC [Office of Cybercrime] (We will train PNP-ACG personnel, those from the NBi Cybercrime Group, and maybe also those from the DOJ-OOC),’ he said.
