ICI Funding Crucial to Support Flood Control Probe – PBBM

Busan: President Ferdinand R. Marcos Jr. on Saturday emphasized the importance of providing funds to the Independent Commission for Infrastructure (ICI) to sustain the gains of its ongoing investigation into anomalous flood control projects. Marcos confirmed that the ICI has already received the budget needed for its continued operations, as well as for staff support and expansion. He said he is not privy to the exact amount.

According to Philippines News Agency, Marcos stated, ‘As I said, we’re committed to make sure that they can, to fund their investigation, to make sure that everything that they want to do with the investigation, they can do, that they have the people that they need, equipment that they need, all of that,’ during a media interview in Busan, South Korea, where he attended the 2025 Asia-Pacific Economic Cooperation Summit.

Marcos assured the ICI of his full support without question, even as he acknowledged that the funding requirements ‘keep changing.’ ‘So, it’s a work in progress. That’s the best way I could put it. It’s a work in progress. We are, again, committed to providing whatever funding is necessary. And we can get to you, it’s not going to be a final number, but we’ll get to you what we’ve done so far,’ Marcos said.

The ICI, chaired by retired Supreme Court justice Andres Reyes Jr., is directed to investigate alleged anomalies in multi-billion-peso flood control projects. Also part of the commission are former Public Works secretary Rogelio Singson and SGV and Co. executive Rossana Fajardo as members.

Executive Order 94, inked by Marcos on Sept. 11, created the ICI as a fact-finding body mandated to investigate alleged corruption, irregularities, and misuse of funds in government flood control and related projects within the last 10 years.
