DOLE Statement on the Pasig City TUPAD incident

We are deeply saddened by the turn of events at a venue supposed to be for applicants for the TUPAD program, which should have been properly administered and managed by the Local Government Unit of Pasig City.

The Department of Labor and Employment (DOLE) wishes to inform the public that it has nothing to do with the TUPAD being implemented by the concerned LGU.

For TUPAD projects to be implemented using their own funds, LGUs are advised to seek authority from the DOLE prior to its implementation, to ensure compliance to the program guidelines.

We underscore that the TUPAD is not only one of the flagship programs for the vulnerable and marginalized sectors, it is also a registered service mark of DOLE, pursuant to a Certificate of Registration issued by the Intellectual Property Office. The registration serves as a reminder to the public that DOLE has the right to prevent anyone from using identical mark with the TUPAD.

For the implementation of the DOLE-TUPAD, we have, time and again, kept reiterating the measures to be observed in the implementation of the program from pre-implementation to post-implementation phase.

We have always emphasized the importance of complying with safety and health protocols when administering the program, including the observance of physical distancing, wearing or proper wearing of face mask, and application in batches, among others, to ensure everyone’s safety and to efficiently facilitate the availment of the program.

We enjoin our partners, especially the Local Government Units, to institute appropriate control measures to ensure peace, order, and safety in the implementation of the TUPAD program.

We, at the DOLE, are also ready to provide the needed assistance through our TUPAD Program Coordinators. To the prospective beneficiaries, we appeal to you to be cooperative with the implementing units and observe safety and health protocols as we continue to reel from the impact of the Covid19 pandemic.

Rest assured that measures to efficiently process the applications will be in place to ensure the smooth implementation of the program.
