DOCTOR CHARGED WITH CHEATING AND RELATED OFFENCES IN RELATION TO COMMUNITY HEALTH ASSIST SCHEME

The owner of Bedok Day & Night Clinic and Jurong Day & Night Clinic, who is also one of the clinics’ practising doctors, was charged on 2 September 2021 with cheating and falsification of accounts under the Penal Code, Chapter 224.

The doctor, aged 50, had allegedly cheated the Polyclinics into disbursing subsidies under the Community Health Assist Scheme (“CHAS”) by submitting false CHAS claims for medical procedures which he did not perform, and inflating CHAS claims for medical procedures which he performed. He is also charged for allegedly falsifying patients’ medical case notes to support these false claims. The alleged offences took place between 2015 and 2016, with claims involving 215 patients, and amounting to more than $62,000.

If convicted, the doctor faces the following punishments:

  1. For each charge of cheating under Section 420 of the Penal Code, imprisonment for a term which may extend to 10 years and a possible fine; and
  2. For each charge involving the falsification of accounts under Section 477A of the Penal Code, imprisonment for a term which may extend to 10 years, or with fine, or with both.
