BOC Chief Reiterates Gambling Prohibition Among Personnel


Manila: Bureau of Customs (BOC) Commissioner Ariel Nepomuceno has reminded all officials and employees that they are strictly prohibited from engaging in or participating in any form of gambling. In a memorandum, Nepomuceno reiterated his earlier order against gambling during office hours issued in connection with the order of the Civil Service Commission (CSC).



According to Philippines News Agency, the memorandum emphasizes the BOC’s commitment to integrity and discipline by prohibiting all officials and employees from engaging in any form of gambling, including online betting. This directive specifically bans entering casinos, gambling dens, cockpit arenas, or similar venues. The prohibition also extends to any gambling activity conducted during official working hours, whether within or outside office premises, as per the CSC Advisory dated September 2, 2025.



Nepomuceno highlighted that the directive aligns with Republic Act 6713, the Code of Conduct and Ethical Standards for Public Officials and Employees, which mandates public servants to uphold integrity, professionalism, and accountability in service. He warned that violations of this directive would be addressed according to existing CSC rules and other relevant laws.



The BOC Commissioner instructed all heads of offices to ensure strict compliance with the directive and to report any violations within their jurisdictions. The CSC memorandum, issued on September 2, underscores the strict prohibition against gambling by all government employees during official working hours, whether within or outside office premises.



Section 46(b)(16) of Executive Order No. 292 (Administrative Code of 1987) states that “gambling prohibited by law” is a ground for disciplinary action in the Civil Service. Engaging in such activities not only breaches existing laws and regulations but also undermines the integrity and professionalism expected of public servants.
