Baguio: The local government has proposed a PHP3.651-billion budget for 2026, with the biggest share allotted to social services, according to the City Budget Office.
According to Philippines News Agency, City Budget Officer Leticia Clemente announced that the proposed spending plan emphasizes Baguio’s commitment to improve public service delivery, promote social equity, and drive inclusive and sustainable growth. Under the proposal, PHP1.228 billion, or 33.62 percent of the total budget, will be allocated for social services, while PHP1.179 billion, or 32.28 percent, will fund economic services.
General public services are set to receive PHP866.49 million, accounting for 23.73 percent of the budget, and PHP378.69 million, or 10.37 percent, will be allocated to other services. Clemente highlighted that the proposed 2026 budget was strategically designed to strengthen governance, enhance social welfare, and sustain economic growth.
She explained that the initial phase of the local budget process involves cost estimation for each program and project, executive review of proposals, and formulation of the Local Expenditure Program and budget message. In compliance with the Local Government Code, the mayor must submit the proposed executive budget to the Sangguniang Panlungsod by October 16 each year, with the council having formally received the budget proposal on October 14.
Meanwhile, Vice Mayor Faustino Olowan assured that the proposed 2026 budget is free from any ‘insertions or unprogrammed funds,’ highlighting the city council’s commitment to transparency and fiscal integrity. Olowan further mentioned that the council will carefully scrutinize the budget, especially considering current controversies involving budget insertions, and aims to pass the measure before the end of the year to ensure that Baguio City starts 2026 with a properly approved budget.
