DPWH lawyer, driver hurt in Pasay shooting

A female lawyer of the Department of Public Works and Highways (DPWH) and her driver were injured in a shooting incident in Pasay City, the Southern Police District (SPD) said on Tuesday. Citing the report of the Pasay City Police, SPD chief Brig. Gen. Kirby John Kraft identified the victims as Maria Rochelle Melliza Melendez, 53, lawyer of DPWH NCR and her 42-year-old driver Deo Decena. Based on Decena’s account, the shooting incident transpired near Melendez’s residence along Fortuna Street in Barangay 20 at around 8:10 a.m. Monday. The driver said they were traversing the stretch of Fortuna Street towards F.B. Harrison Street when two unidentified male suspects came closer at their vehicle, pulled out their handguns and fired toward their vehicle. The incident prompted Decena to alight from the vehicle to seek assistance. Melendez sustained gunshot wounds on her forehead and forearm while Decena was wounded in the left shoulder and left side of his chest. After the incident, the suspects threw pieces of paper with the heading “Partisano” (Armadong Operatiba ng Partido Marxista-Lennista ng Pilipinas) and fled away going to F.B. Harrison Street. Dave Calixto, a witness who was then at the place of the incident, boarded the victims’ vehicle and rushed them to the Adventist Hospital in Pasay City for treatment. As of this time, Decena is already in stable condition while Melendez just came out of the operating room, according to her husband Marco Matias. Matias said the bullet inside his wife’s head was already removed and she was transferred to the intensive care unit because she is unstable. Pasay City police chief Col. Froilan Uy immediately ordered the conduct of dragnet operations and assembled tracker teams to backtrack the location, entrance and exit points of the motorcycle-riding suspects. He added that backtracking the closed circuit television (CCTV) cameras of Pasay City barangays is ongoing.

Prelate warns faithful vs. missionary group’s solicitation

A Catholic prelate has warned the public against a group asking for donations for their supposed missionary work. Ozamiz Archbishop Martin Jumoad said the group ‘Filipino Katolico Missionary’ is not connected with the Catholic Church. ‘Do not be deceived because they do not belong to the Roman Catholic Church,’ he said in an article posted on the Catholic Bishops’ Conference of the Philippines (CBCP) news website Tuesday. Jumoad noted that while other groups also have the right to ask for donations, it should not confuse the faithful. ‘While we respect their right to ask for donations, this, however, caused confusion among our faithful,’ he said. The archdiocese added that the group was roaming around soliciting donations from Catholic parishioners. In August 2022, the Archdiocese of Palo in Leyte province also issued a warning against the same group.

OCD rallies public support for El Niño mitigation efforts

The Office of Civil Defense (OCD) said public support is essential to support government efforts to mitigate the impacts of El Niño which is expected to hit the country in the later part of the year. This, as government agencies continue to finalize and settle pressing concerns and preparations for the phenomenon. “We are continuously working together to ramp up our efforts and ensure that all areas of concern will be handled properly. As we implement measures to address the impacts of this phenomenon, the involvement of various sectors is necessary, especially the public,” Office of Civil Defense (OCD) deputy administrator for operations, Assistant Secretary Bernardo Rafaelito Alejandro IV, said in a statement Monday night. Earlier, the National El Niño Team conducted a coordination meeting at Camp Aguinaldo, in Quezon City with concerned member agencies. It was chaired by Alejandro who is also OCD spokesperson. Discussed during the meeting was the development of the national action plan for El Niño along with the report of the actions taken by the different agencies to prepare for the climate phenomenon’s projected adverse impacts on food, health, water and energy security as well as public safety. The National Economic and Development Authority outlined the inter-agency coordination for the development of the national action plan for El Niño, taking into account the climate projections of the Philippine Atmospheric, Geophysical and Astronomical Services to determine priority interventions for specific regions. This was followed by the presentation of the respective preparations and interventions of government agencies in various key areas of concern. “Meanwhile, the Department of Agriculture, lead for food security, highlighted prevention, mitigation and preparedness measures on water management, crops, fisheries, livestock, as well as its cross cutting activities,” Alejandro said. While the lead for water security, the Department of Environment and Natural Resources (DENR) presented its objectives which include integration of all water related data, strengthening of water conservation, development of alternative water sources, among others. The DENR also discussed immediate, medium and long-term measures to address the impacts of El Niño and the updates on the status of water resources. The Department of Health reported its continuing efforts in ensuring that health consequences are contained and managed and that health services are provided continuously along with the strengthening of the preparedness of health facilities. “Desired health outcomes in the areas of water supply and quality; food security and safety and the management of El Niño related diseases were discussed,” Alejandro said. On the other hand, the Department of Energy outlined power projections for the El Niño period and the interventions and programs in place to reduce the incidence of power interruptions and ensure the provision of power services from the various grids across the country. Also, the Department of the Interior and Local Government reported continuous coordination with all local government units for the implementation of measures to regulate the operations of water-intensive businesses, strengthening local water conservation campaign drives, and ramping up the readiness of local police and fire protection services, as well as the enhancement of local disaster plans. ‘Public education on this climate phenomenon and its impact is essential to ensure that they support all efforts such as water conservation and other remedies. Again, the whole-of-nation approach remains key to the effectiveness of our preparations and interventions,” Alejandro emphasized. He also encouraged Filipinos to join the national effort to prepare for the challenges of the El Niño phenomenon. “Your cooperation, at the household level, will ensure that our preparations will be holistic and encompassing,’ he added.

PBBM swears in Teodoro, Herbosa as DND, DOH secretaries

President Ferdinand R. Marcos Jr. on Tuesday administered the oath of office to Gilberto Teodoro Jr. and Teodoro Herbosa as Defense and Health secretaries. Teodoro and Herbosa took oath in separate ceremonies at Malacañan Palace in Manila. The oath-taking rites were held a day after Malacañang announced the appointments of the two new secretaries. Marcos met with Teodoro and Defense Senior Undersecretary Carlito Galvez Jr. and Herbosa and Health Undersecretary Ma. Rosario Vergeire in separate meetings at Malacañan on Monday afternoon. Teodoro also served as the secretary of the Department of National Defense during the administration of President Gloria Macapagal-Arroyo. He was also the chairperson of the National Disaster Coordinating Council during his tenure as DND chief. Teodoro also became congressman of the First District of Tarlac. He completed his law degree, graduated at the top of his class at the University of the Philippines (UP), and achieved the top rank in the 1989 Philippine Bar Examinations. He also has a Master of Laws degree from Harvard University. Teodoro was also recognized as a Leadership Awardee and Seminar Academic Excellence Awardee during his time at the Air Command and Staff College, Air Education and Training Command Philippine Air Force Command and Staff Course in 2001. In 2003, he attended the Joint and Combined Staff Officers Course, Class No. 1, JCSC in Camp Aguinaldo, where he was honored as a Leadership Awardee. Herbosa holds a medical degree and has extensive experience in healthcare systems, public health and emergency medicine. Herbosa served as a special adviser to the National Task Force Against Covid-19 and was also an international consultant in several countries, including Palau, Maldives, Malaysia, Pakistan, India, Bangladesh, Nepal, Vietnam, Tunisia and Thailand, making notable contributions to emergency medicine and trauma care. Prior to his new appointment, Herbosa held a prominent position as a Professor at the College of Medicine at UP-Manila. Herbosa previously served as undersecretary at the Department of Health from 2010 to 2015, contributing to various initiatives such as the Hospital Accreditation Commission, the modernization of the Philippine Orthopedics Center, and promoting public-private partnerships in Health. From October 2017 to April 2021, Herbosa served as the executive vice president of the UP System. He was also the chief of Division of Trauma at the Philippine General Hospital’s Department of Surgery; chairperson of the Board for Physicians for Peace Philippines; and 3rd Vice President of the UP Alumni Association. He also served on the Board of Directors for the World Association for Disaster and Emergency Medicine; medical consultant or adviser for the Australasian Registry of Emergency Medical Technicians in Melbourne, Australia; and as Regional Education Coordinator for the Hospital Preparedness and Emergencies (HOPE) Program at John Hopkins University Center for International Emergencies, Disasters and Refugee Studies. He was also involved in the development of the STOP DEATH Program and a member of the Safe Surgery Saves Lives Global Task Force, which developed the WHO safe surgery checklist. Herbosa served as a professor in Emergency Department at Hospital Universiti Kebangsaan in Kuala Lumpur, Malaysia and at the National University of Malaysia. He obtained his medical degree from UP-Manila and holds a bachelor’s degree in Biology from UP-Diliman. Herbosa also obtained an International Diploma Course in Emergency and Crisis Management from the University of Geneva and Postgraduate Studies in Medicine from the Sackler Faculty of Medicine, Tel Aviv University.
