Ramos-Horta Garners 62.09 Percent Of Votes In Timor Leste’s Presidential Run-Off

JAKARTA – Nobel Prize laureate, Jose Ramos-Horta, garnered 62.09 percent of the total votes, in Timor Leste’s presidential run-off, as all the votes have been counted, according to the country’s election administration body yesterday.

Ramos-Horta’s rival, Francisco Guterres got 37.91 percent of the total votes.

The presidential run-off was held on Tuesday.

In the first round of the presidential election, held in March, Ramos-Horta got 46.5 percent of the votes, followed by Guterres with 22.1 percent.

The run-off was held as no one of the two frontrunners gained more than the 50 percent votes.

The ballots had been completely counted last night, according to the official website of the election body. But the official declaration of the winner has not been made, so far.

Ramos-Horta, one of Timor Leste’s founding fathers and the country’s former president, is backed by the National Congress for Timorese Reconstruction Party. Meanwhile, Guterres is endorsed by the Revolutionary Front for an Independent East Timor Party.

Around 75 percent of the nearly 860,000 eligible voters cast their ballots in Tuesday’s poll.

Manalo met with the Ambassador of the Republic of Uzbekistan Abdullaev Bakhodir Barotovich on 13 April 2022 to express heartfelt congratulations and sincere hopes for a stronger bilateral relationship between the two countries.

Chargé d’affaires a.i. to Iran Manalo emphasized that the deepening relations between Philippines and Uzbekistan holds much promise as both countries continue to recognize more areas of bilateral engagement this year and the coming years, including cooperation on economic, labor, and consular matters.

PHILIPPINE CONSULATE GENERAL IN TORONTO CONDUCTS THIRD FEEDING OF BALLOTS

TORONTO – The Philippine Consulate General (PCG) in Toronto conducted the third feeding of the ballots received at the Sentro Rizal Toronto on 18 April 2022.

Representatives from the Partido Federal ng Pilipinas, Sagip Party-list and of Senator Joel Villanueva served as Poll watchers during the said activity. While UNTV News covered the event. Accredited independent media representatives from Radyo Migrante, Atin Ito News and Filipiniana News also attended the event..

An open forum was conducted after the feeding of the ballots which discussed, among others, election process, the status of the ballots, and concerns on pre-shaded ballots. The poll watchers and media representatives expressed appreciation for being able to witness the feeding of the ballots and how the process was very orderly.

Consul General Orontes V. Castro emphasized that the Consulate General is dedicated to ensuring a transparent and orderly elections.

PH EMBASSY IN NAIROBI PROVIDES MOBILE VOTING AND CONSULAR SERVICES IN SEYCHELLES

VICTORIA 20 April 2022 – The Philippine Embassy in Nairobi successfully conducted a consular outreach mission and mobile voting in Seychelles on 17 April 2022.

The Embassy’s team composed of Second Secretary and Consul Maria Rosanna O. Josue and Consular Assistant Jose D. Aguilera, Jr., in coordination with PH Honorary Consul in Seychelles Ms. Rosita Parcou, provided passport, notarial, and other consular services to Filipinos in Seychelles.

Mobile voting for the 2022 Presidential elections was also made available to qualified registered Filipino overseas voters.

The Embassy team also encouraged the Filipino community to register in its overseas Filipino mapping project and informed them about Republic Act 11313 or the Safe Spaces Act of 2019.

Seychelles, a 115-Island archipelago in the Indian Ocean, is host to around three hundred Overseas Filipinos, who mostly work in the tourism industry or are affiliated with Indian Ocean Tuna Ltd.

Diplomatic relations between the Philippines and Seychelles were established in 1987.

Improving Access to Sanitation: The Story of “CEBU for WASH”

To address the of lack proper access to WASH (Water, Sanitation and Hygiene), Group 10 of the Second Cohort of eMpowering Youths Across ASEAN devised a project called “CEBU for WASH” to alleviate the WASH conditions of vulnerable groups in Cebu City in the Philippines.

Please tell us more about the “CEBU for WASH” project.

With Masy Consultants, our partner organization, already active in community infrastructure and community engagement, CEBU for WASH focused on expanding the scope of WASH promotion activities in the barangays, the Filipino term for villages. Thus, after gaining a clear picture of the situation in the barangays and after an in-depth discussion with representatives from Cebu City Department of Education, barangay management, and local youths, we decided to pursue three initiatives. First, we sought to enhance the standard of WASH in schools by constructing essential facilities. Second, we worked to ensure local people’s ability to maintain good WASH standards in emergencies by providing them with WASH kits. Third, we worked to increase public awareness of WASH through interactive social media activities.

Due to COVID-19, you had to work remotely from home. Can you tell us how you managed that?

We started our volunteering program in November 2021 with passion and drive. “We do activities in a more playful, more interesting way although we are not able to participate in groundworks in Cebu City. We also reach the WASH guidance component; we do training for making soap and disinfectants, create WASH curriculum together with Masy Team and advocate hygiene awareness on social media given the time frame. Throughout its three-month implementation, our project has reached many Filipinos from Suba, Pasil, and Mambaling in Cebu City and provided emergency WASH kits,” team member Khaing from Myanmar explained.

What challenges did you face during the implementation of the project?

Throughout the course of our three-month project, we were faced with an intense workload and several setbacks. Our team initially had nine members, but the pressure reduced our numbers to six by the project’s conclusion. Though we persevered through it all, our experience accurately demonstrates the challenges of making a difference.

What’s the most impressive or memorable thing you accomplished throughout this project?

In social work, one’s highest hope is that our effort will improve the lives of the recipients in real, tangible ways. It is certainly bittersweet that our efforts became essential right from the outset. When super typhoon Rai devastated the Philippines last year, we were saddened by its impact on the communities’ livelihoods, but we were relieved that our emergency WASH kits provided local residents with potable water and hygiene products to weather the storm with dignity and good health. Seeing how valuable the kits were, especially the water purifying aqua tabs, we channeled our remaining funds into distributing additional aqua tabs to the affected communities.

What a story! Any last words you wish to share to wrap this up?

Though we live in different countries, speak different languages, and operate in different time zones, we came together virtually to shape and deliver our project according to the communities’ needs in a way that was much more timely than we ever could have anticipated, and learned a great deal along the way. This was our story of fighting for better WASH in Cebu City, Philippines.

ADB Sells $4 Billion Dual Tranche 3- and 10-Year Global Benchmark Bonds

MANILA, PHILIPPINES (21 April 2022) — The Asian Development Bank (ADB) returned to the United States (US) dollar bond market with the pricing of a 3-year global benchmark bond worth $3 billion and a 10-year global benchmark bond worth $1 billion, proceeds of which will be part of ADB’s ordinary capital resources.

“We appreciate the confidence and consistent support of our investors as we launch our third global benchmark outing for the year amid challenging market conditions,” said ADB Treasurer Pierre Van Peteghem. “Through this transaction, we raised $4 billion across two maturities, which provide us with the resources to continue to assist our developing member countries in Asia and the Pacific.”

The 3-year bond, with a coupon rate of 2.875% per annum payable semi-annually and a maturity date of 6 May 2025, was priced at 99.882% to yield 12.625 basis points over the 2.625% US Treasury notes due April 2025.

The 10-year bond, with a coupon rate of 3.125% per annum payable semi-annually and a maturity date of 27 April 2032, was priced at 99.966% to yield 26.95 basis points over the 1.875% US Treasury notes due February 2032.

The transaction was lead-managed by BofA Securities, Goldman Sachs International, JP Morgan, and Nomura. A syndicate group was also formed consisting of CIBC Capital Markets, Daiwa, DBS, Standard Chartered, and Scotiabank.

Both tranches achieved wide primary market distribution. On the 3-year issue, 11% of the bonds were placed in Asia; 41% in Europe, Middle East, and Africa; and 48% in the Americas. By investor type, 36% of the bonds went to central banks and official institutions, 41% to banks, and 23% to fund managers and other types of investors. On the 10-year issue, 46% of the bonds were placed in Asia; 38% in Europe, Middle East, and Africa; and 16% in the Americas. By investor type, 45% of the bonds went to central banks and official institutions, 34% to banks, and 22% to fund managers and other types of investors.

ADB plans to raise $34 billion–$36 billion from the capital markets in 2022.
