Much of Shanghai Locked Down as Mass COVID-19 Testing Begins

China began locking down most of its largest city of Shanghai on Monday as a coronavirus outbreak surges and amid questions about the economic toll of the nation’s “zero-COVID” strategy.

Shanghai’s Pudong financial district and nearby areas will be locked down from early Monday to Friday as citywide mass testing gets underway, the local government said. In the second phase of the lockdown, the vast downtown area west of the Huangpu River that divides the city will then start its own five-day lockdown Friday.

Residents will be required to stay home and deliveries will be left at checkpoints to ensure there is no contact with the outside world. Offices and all businesses not considered essential will be closed and public transport suspended.

Already, many communities within the city of 26 million have been locked down, with their residents required to submit to multiple tests for COVID-19. And Shanghai’s Disney theme park is among the businesses that closed earlier.

Shanghai detected another 3,500 cases of infection on Sunday, though all but 50 were people who tested positive but were not showing symptoms of COVID-19. China categorizes such cases separately from “confirmed cases” — those in people who are sick — leading to much lower totals in daily reports.

China has reported more than 56,000 infections nationwide this month, with a surge in the northeastern province of Jilin accounting for most of them.

In response to its biggest outbreak in two years, China has continued to enforce what it calls the “dynamic zero-COVID” approach, calling that the most economical and effective prevention strategy against COVID-19.

That requires lockdowns and mass testing, with close contacts often being quarantined at home or in a central government facility. The strategy focuses on eradicating community transmission of the virus as quickly as possible, sometimes by locking down entire cities.

While officials, including Communist Party leader Xi Jinping have encouraged more targeted measures, local officials tend to take a more extreme approach, concerned with being fired or otherwise punished over accusations of failing to prevent outbreaks.

With China’s economic growth already slowing, the extreme measures are seen as worsening difficulties striking employment, consumption and even global supply chains.

While China’s vaccination rate is around 87%, it is considerably lower among older people.

National data released earlier this month showed that over 52 million people aged 60 and older have yet to be vaccinated with any COVID-19 vaccine. Booster rates are also low, with only 56.4% of people between 60-69 having received a booster shot, and 48.4% of people between 70-79 having received one.

OFFICIAL VISITS BY THE PRIME MINISTER OF MALAYSIA YAB DATO’ SRI ISMAIL SABRI YAAKOB TO THE STATE OF QATAR AND THE UNITED ARAB EMIRATES 27 – 31 MARCH 2022

The Prime Minister of Malaysia, YAB Dato’ Sri Ismail Sabri Yaakob will undertake his first official visits to the State of Qatar and the United Arab Emirates from 27 to 31 March 2022.

During the visit to Qatar, YAB Prime Minister will have an audience with His Highness Sheikh Tamim bin Hamad Al Thani, the Amir of the State of Qatar. Strengthening of Malaysia-Qatar long-standing and multifaceted cooperation will be high on agenda. The leaders will chart a way forward in economic collaboration, as well as other post-pandemic recovery efforts.

The leaders will also exchange views on international issues of mutual concern. YAB Prime Minister will have engagement sessions with business community and Keluarga Malaysia in Doha.

In the United Arab Emirates, YAB Prime Minister will hold a meeting with His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. The leaders will take stock of the expanding multifaceted cooperation between the two countries, including in addressing COVID-19 pandemic and promoting further post-pandemic recovery efforts. The leaders will exchange views on international issues of mutual concern.

YAB Prime Minister will also have programmes at Expo 2020 Dubai, including a visit to the Malaysia Pavilion. While in Dubai, YAB Prime Minister will have separate sessions with business community and Keluarga Malaysia.

YAB Prime Minister will be accompanied by Minister of Foreign Affairs YB Dato’ Sri Saifuddin Abdullah, Senior Minister of International Trade and Industry YB Dato’ Seri Mohamed Azmin Ali, Minister of Rural Development YB Dato’ Seri Mahdzir bin Khalid, Deputy Minister of Works YB Datuk Arthur Joseph Kurup and Chairman of Felda YB Dato’ Seri Idris bin Jusoh.

The visits will be subjected to strict COVID-19 preventative Standard Operating Procedures (SOP) put in place in Malaysia, Qatar and the United Arab Emirates.

POLO on wheels in Al Khobar

The labor department has launched mobile service to address the growing needs of migrant Filipino workers in Al Khobar and other areas in the Eastern Region of the Kingdom of Saudi Arabia (KSA).

Labor Attaché Hector Cruz, Jr. of the Philippine Overseas Labor Office – Al Khobar on Friday said authorities had allowed the operation of POLO-on-wheels to provide consular, welfare and documentary needs of OFWs in the region.

Aside from mobile services, Cruz said the Saudi Ministry of Foreign Affairs also authorized the POLO to maintain a hotel-like shelter in the outskirt of the city to house distressed OFWs and those awaiting repatriation.

DOLE has regular POLO offices only in Riyadh and Jeddah.

“We are proud to report that we have been allowed by the ministry to have our POLO on wheels and accept public services three times a week. This is great news because for our workers, instead of travelling for about 430 kilometers to our POLO in Riyadh, we can already attend to their needs anywhere in the eastern region,” Cruz said.

He said the POLO on wheels is pursuant to the directive of Labor Secretary Silvestre Bello III to ensure that services are available to OFWs for their protection and welfare.

“While we have been allowed to operate our POLO on wheels, the government have also set some guidelines which we will strictly follow, such as we cannot operate on commercial districts,” he said.

Cruz said the mobile POLO will be rolled out this week, with various services to be provided on ground for OFWs such as consular services, transfer of employment, repatriation, and assistance for those who have problems/issues with their jobs or with their employers.

Aside from the POLO on wheels, Cruz said they have also been allowed by the Arab government to operate and manage a hotel type shelter for those distressed Pinoy workers or for those who were waiting for their flight back to the Philippines.

POLO records show there are about 220,000 to 230,000 Filipinos in the Eastern region of KSA, with around 215,000 documented OFWs, their dependents and some permanent migrants.

OFWs in the KSA eastern region are mostly in the industry of oil exploration and drilling, while some are in the service-oriented sectors such as on cafés, restaurants, and in the maintenance services sector.

“We will now be doing our outreach program on a regular basis through our POLO on wheels project. Our staff will now be the one to come to serve you and provide the services that our kababayans need,” Cruz said.
