Singapore: Decision To Exclude Myanmar Junta From Asean Meetings Should Be Maintained

SINGAPORE, ASEAN should maintain its decision reached at the 38th and 39th ASEAN Summits of inviting a non-political representative from Myanmar to ASEAN meetings until there was significant progress in implementing the Five-Point Consensus.

This view was expressed by Singapore’s Prime Minister Lee Hsien Loong to his Cambodian counterpart Hun Sen when receiving a video call from the latter on Jan 14, 2022, according to the republic’s Ministry of Foreign Affairs (MFA).

During the session, MFA said Hun Sen had briefed Lee on Cambodia’s ASEAN Chairmanship priorities and agenda for 2022.

The statement said Lee noted that there had not been any significant progress in the implementation of ASEAN’s Five-Point Consensus since its adoption on April 24, 2021, at a meeting at the ASEAN Secretariat in Jakarta between ASEAN Leaders and Senior General Min Aung Hlaing.

“Any discussion to revise the ASEAN Leaders’ decision had to be based on new facts,” said the statement.

MFA said Lee emphasised the need for the ASEAN Chair to engage all parties concerned, including the Tatmadaw (Myanmar’s military) and the National League for Democracy (NLD).

“The Tatmadaw had proposed a ceasefire with Ethnic Armed Organisations (EAOs) only, but the call for a cessation of violence in the Five-Point Consensus referred also, and indeed primarily, to violence against the Tatmadaw’s political opponents and civilians,” said the statement.

MFA said Lee noted that just days after Hun Sen’s visit, there had been further attacks by the Tatmadaw against its political opponents, and additional prison sentences imposed on State Counsellor Aung San Suu Kyi.

The statement said said Lee was unsure what role ASEAN or the ASEAN Chair’s Special Envoy on Myanmar could play in coordinating a ceasefire since there was no access to all parties.

He also said that there was a need for progress in the delivery of humanitarian assistance with the involvement of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and with the cooperation of the Tatmadaw.

Lee agreed that these proposals raised by the ASEAN Chair should be further discussed among the ASEAN Foreign Ministers and Senior Officials and hoped that Cambodia would consider his views and those of other ASEAN Leaders.

He reaffirmed Singapore’s commitment to work with Cambodia and other ASEAN Member States on the full implementation of ASEAN’s Five-Point Consensus and relevant ASEAN decisions.

MFA said Lee also reaffirmed the republic’s support for Cambodia’s ASEAN Chairmanship and thanked Prime Minister Hun Sen for the briefing on his recent visit to Myanmar.

SEVEN PERSONS ARRESTED FOR ASSISTING IN THE BUSINESS OF AN UNLICENSED MONEYLENDING SYNDICATE

The Police are investigating six men and one woman, aged between 34 and 69, for their suspected involvement in assisting in the business of an unlicensed moneylending syndicate.

In an operation conducted between 13 and 14 January 2022, officers from the Criminal Investigation Department conducted simultaneous raids at multiple locations island-wide and arrested seven persons for allegedly assisting the unlicensed moneylending syndicate. One of them, a 44-year-old man, purportedly operated a money-changing business in Singapore and is believed to have facilitated the syndicate to transfer illegal proceeds. Four men, aged between 37 and 69, are believed to be runners who had assisted the syndicate by carrying out Automated Teller Machine (ATM) transfers. A 58-year-old woman and a 34-year-old man are believed to have handed over their bank accounts to the syndicate.

During the operation, cash amounting to more than $225,000, multiple ATM cards, internet banking tokens, mobile phones, bank transaction records and prepaid SIM cards were seized as case exhibits.

Under the Moneylenders Act 2008, first-time offenders found guilty of carrying on or assisting in a business of unlicensed moneylending shall be punished with imprisonment term of up to four years, a fine of between $30,000 and $300,000, and caning of up to six strokes.

The Police will continue to take tough enforcement action against those involved in unlicensed moneylending businesses, regardless of their roles, and ensure that they face the full brunt of the law. This includes taking action against those who open or give away their bank accounts to aid unlicensed moneylenders.

Members of the public are advised to stay away from unlicensed moneylenders and not to work with or assist them in any way. The public can call the Police at ‘999’ or the X-Ah-Long Hotline at 1800-924-5664 if they suspect or know of anyone who could be involved in unlicensed moneylending activities. MAN ARRESTED FOR OUTRAGE OF MODESTY WITHIN THREE HOURS

The Police have arrested a 48-year-old man for his suspected involvement in two cases of outrage of modesty.

On 14 January 2022 at about 11.10pm, Police received a report that two female victims were purportedly molested by a man at Toa Payoh MRT station within a span of a few minutes.

Through follow-up investigations and with the aid of images from Police cameras, officers from Tanglin Police Division established the identity of the man and arrested him within three hours of the reported incident. Police investigations are ongoing.

The offence of outrage of modesty, punishable under Sec 354(1) of the Penal Code 1871, carries an imprisonment term which may extend to two years, or a fine, or caning, or any combination of such punishments.

The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community. They will be dealt with sternly in accordance with the law.
