Singapore’s Participation in the Norway-Singapore Arctic Hybrid Conference, 3 November 2021

Singapore’s Special Envoy for Arctic Affairs, Mr Sam Tan, delivered the keynote speech at the Norway-Singapore Arctic Hybrid Conference in Singapore on 3 November 2021.

 

The conference is held in conjunction with the second Norway-Singapore Science Week, and jointly organised by the Norwegian Embassy, the Arctic University of Norway, and the NUS Energy Studies Institute. The aim of the conference is to engage key Arctic stakeholders from academia, industry and companies in a discussion on areas of cooperation between Norway and Singapore. Topics covered include sustainable energy infrastructure, the use of Hydrogen energy, as well as climate change predictions.

 

In his keynote, “Reflections on Singapore’s engagement and interest in the Arctic”, Special Envoy Tan elaborated on Singapore’s interest in the Arctic region and detailed Singapore’s continued engagement through our Observership at the Arctic Council (AC). He also shared about Singapore’s transition towards cleaner energy sources, in response to the acceleration of climate change. Special Envoy Sam Tan’s keynote speech is appended.

 

As a low-lying coastal state, Singapore is vulnerable to rising sea levels; the Arctic is a barometer of climate change. Singapore contributes to the climate change agenda by participating in international Arctic events, raising regional awareness of Arctic issues, and contributing actively to discussions at the AC, the leading intergovernmental forum for discussing political, economic, environmental and scientific issues concerning the governments and inhabitants of the Arctic region.

Minister for Foreign Affairs Dr Vivian Balakrishnan’s Written Reply to Parliamentary Question on COVID-19 Vaccination rates of Singaporean students studying abroad and efforts to ensure their safety, 3 November 2021

QUESTION

 

Dr Wan Rizal: To ask the Minister for Foreign Affairs (a) what are the COVID-19 vaccination rates of Singaporean students studying abroad; and (b) what are the current efforts in ensuring the safety of our students overseas in a COVID-19 world.

 

REPLY

 

On part (a) of the query, we do not have statistics on the COVID-19 vaccination rates of Singaporean students who are based abroad.

 

2         The Singapore Government is mindful of the challenges faced by overseas Singaporeans, including our students based overseas, in the face of the COVID-19 pandemic. We have been urging all Singaporeans to get vaccinated. Those who are leaving for overseas studies this year would have had the opportunity to be vaccinated in Singapore before they depart. We understand that some Singaporeans prefer to or may find it difficult to return to Singapore to be vaccinated. We have therefore launched two dedicated vaccination channels recently to make it more convenient for overseas Singaporeans, including our Singaporean students studying abroad, to return to Singapore for vaccination while minimising the time they are required to spend in SHN. As of 31 October 2021, we have received close to 250 successful sign-ups from overseas Singaporeans.

 

3      Throughout the COVID-19 pandemic, our Overseas Missions have pro-actively and regularly engaged Singaporean student communities to address their COVID-19 concerns and provided consular assistance to them if required. Our Overseas Missions have provided support and guidance to students who have contracted COVID-19 abroad or had to self-isolate due to being close contacts or from travelling. Such support includes keeping their next-of-kin in Singapore updated of their situation, and connecting the affected individuals with relevant student support groups for the provision of meals and medical supplies.

 

4         These regular engagements with our overseas Singaporean student community enabled our Missions to address in a timely manner any concerns raised by our students overseas and keep them abreast of the latest COVID-19 information so that they could remain safe and informed of public health and safety requirements, as well as developments in both their resident countries and Singapore. In view of the pandemic, Missions and the Singapore Global Network have increasingly leveraged social media platforms such as Facebook, Twitter, Instagram and Whatsapp, as well as local social media platforms like Weibo, to address students’ COVID-19 concerns, including their queries related to travel and border measures. MFA will continue to prioritise such regular engagement and the provision of timely consular assistance and advice to Singaporean students abroad, to ensure their safety and well-being. Once again, we will urge all Singaporean students abroad to e-register with MFA if they have not already done so.

Assalamualaikum Warahmatullah Wabarakatuh and Malaysian Family Greetings,

  1. Alhamdulillah, thanks be to Allah SWT because today we can meet in the Opening Ceremony of the Malaysian Armed Forces Family Home (or RKMAT) Army. A very important and big ceremony means to me personally.

 

  1. This is because, I was not only able to meet again with the members of the Malaysian Armed Forces (ATM) who are very close to my heart, but today’s ceremony is very closely related to my main aspiration as Prime Minister, which is the aspiration of the ‘Malaysian Family’.

 

  1. Through this aspiration, apart from inclusion and togetherness, I also focus on the well -being of every Malaysian family of various races, religions and cultures. This inclusion and togetherness includes the well -being of the members of the ATM who have such great service, devotion and sacrifice to our beloved homeland.

 

  1. I am aware that there will be no form of retribution compared to what you have poured out for the security and sovereignty of the country, the government will still find a way, strive and strive diligently to meet the needs of the brothers especially from the point of view of welfare especially housing.

 

My dear Malaysian family,

 

MALAYSIAN ARMED FORCES FAMILY HOUSE

 

  1. The Government through the Ministry of Defense focuses specifically on the housing agenda of ATM personnel. One of the major efforts undertaken is to draft the Housing Blueprint 2.0, whose main goal is to build 28,033 comfortable and conducive RKMAT units from 2021 to 2030 as well as maintain the existing RKMAT throughout the country.

 

  1. The need for RKMAT is very close to me, in 2020, when I served as Senior Minister of Defense, this became my priority, where I realized and understood the housing needs for ATM personnel.

 

  1. Taking into account the number of ATM personnel throughout the country at this time, the construction of new RKMAT throughout the country is still a necessity.

 

  1. That is why, when I was with the Minister in the Prime Minister’s Department (Economy), YB Dato ‘Sri Mustapa Bin Mohamed and several other stakeholders in drafting the 12th Malaysia Plan (RMK-12), one of the agendas that I made a priority below the defense chapter is the housing agenda of ATM members.

 

  1. Alhamdulillah, the 12th RMK has already been tabled and approved, I have also announced that through the five-year plan ahead of the country, the government will build about 10,200 RKMAT units and Royal Malaysia Police (PDRM) quarters throughout the country.

 

  1. As the Senior Minister of Defense, YB Dato ‘Seri Hishammuddin Tun Hussein Onn mentioned a moment ago, of the total, 8,852 units are specifically for ATM personnel.

 

  1. It is important for me to inform, 1,509 units are already in the process of construction, while another 7,343 units are in the process of procurement.

 

My dear Malaysian family,

 

2,000 RKMAT UNITS IN BUKIT JALIL OFFICIATED TODAY

 

  1. For today alone, I will soon officiate 2,000 units of Malaysian Armed Forces Family Homes (or RKMAT).

 

  1. Indeed, what we are about to witness means a lot to me personally. This is because, the discussion and agreement to make affordable housing developed by the Lembaga Tabung Angkatan Tentera (or LTAT) in Bukit Jalil as RKMAT was implemented when I was the Senior Minister of Defense.

 

  1. At that time, I chose to agree because I knew there were still many ATM personnel, especially Army personnel, had to rent around the Klang Valley due to the lack of quarters or RKMAT in the region. More worrying to me, the rental rate and cost of living in the Klang Valley is quite high and exceeds the rate of Fixed Housing Allowance received.

 

  1. Alhamdulillah, the plan that was agreed a few months ago is finally implemented today. It was even more reassuring for me to hear Dato ‘Seri Hishammuddin’s speech earlier, that the 2,000 units that were inaugurated today, have actually met 85% of the RKMAT requirements for ATM personnel in the Klang Valley.

 

  1. I consider this part of an important step towards the well -being of Malaysian Families. Moreover, the house that I will officiate today, is not an empty house but is equipped with furniture, electrical appliances and leisure and social facilities such as multi-purpose hall, gymnasium, surau and shop units which are very comfortable and conducive to live in.

 

  1. Insya-Allah, the same level of facilities will be provided in other RKMATs after this. In this context, I welcome the commitment expressed by the Senior Minister of Defense earlier, that the Ministry of Defense together with LTAT will continue to work closely to ensure that future plans related to ATM housing, including through the 12MP can be implemented as planned.

 

  1. As the Prime Minister, I have always given full trust to the Ministry of Defense and LTAT. My hope is that with this joint venture, the dream of ATM members to live in a more comfortable and conducive home can be realized. God willing.

 

My dear Malaysian family,

 

  1. Once again, I take this opportunity to express my deepest appreciation and thanks to the Ministry of Defense and LTAT for realizing the plans related to the ATM housing agenda.

 

  1. Hopefully, this close collaboration between MINDEF and LTAT will continue until any time and at the same time bring great benefits to the welfare aspects of ATM members.

 

  1. To the members of the ATM, especially those who will live in RKMAT in Bukit Jalil, my congratulations. Make the most of this facility and take care of this residence like the residence of your own brothers and sisters.

CNH Industrial enters into exclusive multi-year technology licensing agreement with Monarch Tractor

This agreement centers on tractor electrification. It is the latest development between the two parties, building upon the minority investment stake made by CNH Industrial in March 2021.

Synchronoss Names Taylor C. Greenwald Chief Financial Officer

Finance leader brings more than 20 years of public company experience to Synchronoss

Greenwald is appointed Executive Vice President and Chief Financial Officer, effective immediately.
