MAN ARRESTED FOR MURDER

The Police have arrested a 43-year-old man for his suspected involvement in the murder of a 46-year-old man.

On 14 July 2021 at about 3.00pm, the Police were alerted to a stabbing case at a residential unit along Sumang Walk. Upon arrival at the scene, officers found a man with multiple wounds, lying motionless outside the residential unit. The 46-year-old man was pronounced dead at scene. Preliminary investigations revealed that both men are known to each other.

The 43-year-old man will be charged in court on 16 July 2021 with murder, under Section 302(1) of the Penal Code. The offence of murder carries the death penalty. Police investigations are ongoing.

20 PERSONS ARRESTED FOR SUSPECTED INVOLVEMENT IN VICE-RELATED ACTIVITIES AT THREE PIVOTED KTV LOUNGES

The Police have arrested 20 women, aged between 20 and 34, of Korean, Malaysian, Thai and Vietnamese nationalities, for their suspected involvement in vice-related activities within three pivoted KTV lounges currently operating as F&B outlets. The arrests were made in an anti-crime operation conducted along South Bridge Road, Selegie Road and Geylang Road on 13 July 2021. The women will be investigated for alleged offences under the Women’s Charter, the Immigration Act, and the Employment of Foreign Manpower Act.

Additionally, investigations against the three pivoted KTV operators are ongoing for breach of safe management measures under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, as the operators had allegedly provided hostessing services within their premises. One of the outlets had also allegedly provided dice games, which is a prohibited entertainment activity under the regulation. The Singapore Food Agency will look into revoking the food licences of operators found to have committed egregious breaches of Safe Management Measures. Establishments which lose their food licence must cease operations with immediate effect until their re-application for a new food licence is approved.

For non-compliance with safe distancing measures under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, offenders may be jailed for up to six months, fined up to S$10,000, or both.

Members of the public are advised to take the prevailing safe distancing measures seriously. The Police take a very negative view of irresponsible behaviours relating to the flouting of safe distancing measures and offenders will be dealt with firmly.

Police will be further stepping up checks on such outlets and also stepping up enforcement against vice and other illegal activities.

China to Try Magnate Sun Dawu As Rights Group Calls For His Release

Authorities in the northern Chinese province of Hebei are preparing to hold the trial of outspoken billionaire Sun Dawu on Thursday, as an overseas rights group called for his immediate release.

Sun, a former farmer, was detained in April 2021 alongside dozens of Dawu Agricultural and Animal Husbandry Group employees, some of whom are members of his family. Company assets have been seized by local officials.

He will stand trial on July 15 at the Gaobeidian Municipal People’s Court alongside his wife, grown children and employees.

The Chinese Human Rights Defenders (CHRD) network said he is being targeted for political reasons, due to his association with detained democracy activist Xu Zhiyong.

“CHRD condemns the prosecution of Sun and the others as a blatant attempt to punish Sun for his support of human rights defenders,” the group said in a statement on its website.

“CHRD urges the Chinese government to … end reprisals against Sun, and release him along with his family members and employees,” it said.

‘A more just society’

The group said Sun, 67, had used the profits from his billion-dollar agricultural enterprise to “support his ideals of a more just society.”

“This included supporting human rights lawyers and dissidents even after they became the target of a nationwide crackdown beginning in 2015,” CHRD said.

Sun stayed in touch with them and paid for legal costs incurred in defending them against government prosecution,” it said.

The authorities soon turned their sights on Sun himself, dispatching 300 police officers to raid his company offices and detain Sun and 28 others on Nov. 11, 2020.

Sun Dawu has made extraordinary contributions to improving the life of Chinese citizens living in rural China,” CHRD senior researcher Ramona Li said.

“His support of rights defenders was an extension of his concern for the welfare of people on the margins of the Chinese economy,” she said, adding that he took pride in his farming origins, and wanted to improve the lot of rural communities, which have missed out on the benefits of economic growth due to discriminatory household registration rules.

She said Sun had hosted conferences for reform-minded groups and provided material support to human rights lawyers throughout China.

Residential surveillance at a designated location

Sun currently faces eight criminal charges including “illegal mining” and “picking quarrels and stirring up trouble,” a charge often used to target peaceful critics of the ruling Chinese Communist Party (CCP).

The prosecution has said it is seeking a jail term of 25 years.

His defense team of some 50 attorneys has called for the case to be livestreamed.

They have also called on the ruling Chinese Communist Party (CCP) central committee to send a taskforce to investigate the claims being made by local officials about Sun and his business.

Sun and his family were held incommunicado under “residential surveillance at a designated location (RSDL),” a form of treatment associated with a higher risk of torture, and often meted out to detainees in political cases, CHRD said.

“That Sun Dawu and his family have been put in a form of incommunicado detention that is reserved for those charged with state security and terrorism crimes despite not having received any qualifying charges shows that the Chinese government is pursuing a political case using economic charges as a plausible façade to punish Sun Dawu,” CHRD research and advocacy coordinator William Nee said.

The charges are linked to a dispute over the demolition of buildings on land leased to Xushui State Farm, a state-owned company, which Sun’s legal team says would normally be treated as a civil case.

But authorities have escalated it to a serious criminal case, likely at the behest of provincial-level or national leaders seeking to cut off societal support to reformers and activists like Xu Zhiyong, CHRD said.

It said the extreme speed with which local officials have processed the case also indicates the involvement of higher-ranking leaders.

Review of Regional Weather for June 2021

1. Overview

1.1 During June 2021, there was a mix of below- to above-average rainfall over the ASEAN region (Figure 1). Much of the western and central Maritime Continent (except for parts of eastern Borneo), and the north-eastern parts of Mainland Southeast Asia experienced above-average rainfall. The largest positive anomalies (wetter conditions) were recorded over central Java regions and northern Viet Nam (due to Tropical Storm Koguma made landfall in mid-June) for both satellite-derived rainfall estimates datasets (GSMaP-NRT and CMORPH-Blended). A band of below-average rainfall between 8°N and 14°N was recorded, in particular parts of southern Mainland Southeast Asia. Elsewhere, the land masses of the eastern Maritime Continent predominately experienced below-average rainfall, except for central parts of the Philippines which experienced above-average rainfall due to Tropical Storm Choi-Wan in early June.

1.2 The observed rainfall anomaly pattern (i.e. below-average rainfall over southern and northern parts of the Philippines , above-normal rainfall in the Java region) is broadly consistent with the predictions from the subseasonal weather outlooks for June 2021 (31 May – 13 June, 14 – 27 June, 28 June – 11 July), apart from the positive anomalies (wetter conditions) for central Sumatra and the north-eastern parts of Mainland Southeast Asia not highlighted in the outlooks.

1.3 Most of the Mainland Southeast Asia experienced near- to above-average temperatures during June 2021, in particular warmer temperature for northern Myanmar, central Thailand, northern Cambodia and northern Viet Nam (Figure 2). Above-average temperatures were also experienced over northern Philippines and southern Maritime Continent. Elsewhere in the Maritime Continent, near-average temperatures were experienced in most of the region, with below-average temperatures for northern Sumatra and parts of Peninsular Malaysia.

2. Climate Drivers

2.1 The Madden-Julian Oscillation (MJO, Figure 3) signal was incoherent for most of the first three weeks of June 2021 due to interference with other tropical waves. In the last week of June, an MJO signal emerged over the Western Hemisphere and Africa (Phase 1) and propagated eastwards to over the Indian Ocean (Phase 2). Phase 2 tends to bring wetter conditions to western Maritime Continent.

2.2 The equatorial Pacific Ocean is currently in an ‘ENSO neutral’ state. There are some signs of a negative Indian Ocean Dipole (IOD) developing in the Indian Ocean, with warmer sea surface temperatures south-west of Java. At the seasonal timescale, negative IOD events tend to bring wetter conditions to the southern Maritime Continent.
