Hong Kong teachers told to inform on students, colleagues in free speech crackdown

Teachers in Hong Kong will soon be required to report “potential violations” of the city’s laws to the authorities, in a further clampdown on freedom of speech in the city’s schools, as well as passing an exam testing their knowledge of a draconian national security law.

“Starting from the 2023/24 school year, all newly-appointed teachers in [publicly funded] schools are required to pass the Basic Law and National Security Law Test in order to be considered for appointment,” the Education Bureau said in a recent circular to schools.

“The requirement applies to all ranks of the teacher grade (including principals),” it said.

The bureau has also updated professional guidelines to teachers to include a duty to report any “potential” law-breaking in schools, or violation of “generally acceptable moral standards,” whether by students or staff.

“In the event of receiving information on matters that involve a breach of laws and regulations or deviation from the moral standards generally acceptable to society, or identifying any potential illegalities or irregularities on campus, handle the matters and report to the school management, police and/or the departments concerned as appropriate,” the updated professional guidelines state.

Teachers accused of breaking the law can argue their case in court, but could still face being struck off the teaching register by the bureau regardless of the outcome of any criminal prosecution in court, they warn.

“Even the teachers are not convicted for various reasons, if their acts are not accepted from the perspective of teaching profession or students’ wellbeing, the [bureau] will take appropriate actions in respect of their teachers’ registration,” the guidelines say.

Teachers also have a duty to “consciously safeguard national security, social order and public interest” and “cultivate in students a sense of belonging towards the country,” the guidelines say.

They will be held responsible for anything they post to social media platforms, including content deemed “inauthentic or objectionable,” they say, without specifying what that might mean.

Testing political attitudes

A Hong Kong teacher of 10 years’ experience who gave only the nickname Echo said this is the first time the profession has been asked to take exams testing their political attitudes.

“I don’t think this is reasonable,” she said. “How is mastery of the national security law related to the subject matter of somebody teaching math or physical education?”

“I think it’s very dubious … given that it’s a compulsory requirement [for employment], it looks a lot like a political review,” Echo said, in a reference to the political vetting of public servants at every level in mainland China for adherence to the Communist Party line.

“The government is fond of saying that politics has no place in schools, but now it’s the government that is putting politics in schools,” she said.

A former school teacher turned illustrator who goes by the nickname Vawongsir said the new guidelines have made it very clear that the authorities only want patriotic, pro-China voices in the education system.

“The code is not very clear about what you can and can’t say [nowadays],” he said. “In the past, when I was a teacher in Hong Kong, we would have discussed the latest news in class in Liberal Studies, for example, the white paper [anti-lockdown] protests [in mainland China].”

The Liberal Studies critical thinking program, rolled out in Hong Kong schools in 2009, was blamed by Chinese officials and media for several mass protests in recent years, including the 2019 protests that began as a campaign against extradition to mainland China and broadened to include demands for fully democratic elections. 

Former educational assessment official Yeung Ying Yue said teachers could be targeted under vague wording about not “violating social order.”

“It looks as if it will be quite common for teachers to function as secret police in future,” Yeung said. “It’s totally in line with the new order in Hong Kong right now, which privileges the left [Communist Party supporters] over the right [those who support democracy].”

“We will see both teachers and students starting to put self-protection first, and this will inevitably affect mutual trust between teachers and students,” he said, adding that the new guidelines remove professional autonomy from teachers and reduce them to obedient servants of the state.

Embracing ‘positive thinking’

In September, St Francis Xavier’s School said it had suspended 14 students for three days for “committing disrespectful acts” in not showing up for a flag-raising ceremony, which has been mandated in government-funded schools in Hong Kong since Jan. 1, 2022 in a bid to roll out Beijing’s “patriotic education” program to young people in the wake of the 2019 protest movement. 

Universities are also rolling out compulsory “national security education” classes and tests to undergraduate students, with students at the Chinese University of Hong Kong forced to take the one-credit class as a requirement for graduation from September 2022. 

Meanwhile, the Hong Kong government has rolled out its “youth blueprint” aimed at cultivating a new generation of “patriotic” young people who love China and embrace “positive thinking,” a political buzzword in mainland China under Communist Party leader Xi Jinping.

Home and youth affairs secretary Alice Mak said the program will target young people aged 12-39, nearly one third of Hong Kong’s population.

Sung Yun Wing, who founded Project Change, a non-profit offering psychosocial counseling and support to young people arrested and being prosecuted for their part in the 2019 protest movement, said young people in Hong Kong are unlikely to respond well to a heavy-handed attempt to sell “patriotism” to them.

He said Mak’s “blueprint” had failed to mention his group’s suggestion that the government help former protesters by helping them achieve professional qualifications as part of their rehabilitation package.

“The higher their level of educational or professional attainment, the harder it is for these young people to be rehabilitated,” Sung told Radio Free Asia.

More than 10,000 people have been arrested and 2,800 prosecuted under a post-2019 citywide crackdown on dissent under the national security law, as well as colonial-era public order and sedition laws, the majority of whom are in this age group, activists and rights groups have reported. 

“For people like accountants, finance professionals, engineers and nurses, there’s no point in the government spending all that money on ‘career planning’ if they can’t get professional qualifications,” Sung said. “Financial institutions are extremely wary of hiring even people who [were arrested but] not tried or prosecuted, despite the presumption of innocence principle we practice in Hong Kong.”

“Even internships are asking for background checks,” he said, calling on the authorities to grant an amnesty to some 7,000 “minor cases” that have yet to be prosecuted due to lack of evidence, three years after the 2019 protests ended.

St Kitts and Nevis Prime Minister Terrance Drew highlights six sectors for diversification in 2023

Basseterre, Dec. 21, 2022 (GLOBE NEWSWIRE) — St Kitts and Nevis Prime Minister, Dr Terrance Drew, recently delivered his first Budget Address under the theme “Towards Our Transformation as a Sustainable Small Island State”.

During his speech which was delivered on December 14th, he highlighted six major sectors for diversification and growth opportunities.

The six sectors are:

  • Citizenship by Investment Programme
  • Agriculture
  • Medicinal Cannabis Industry
  • Construction
  • Tourism
  • Manufacturing

The new administration is determined to support the growth and development of the nation, said the Prime Minister. “Our government has adopted a clear agenda to transform St Kitts and Nevis into a sustainable island state. Citizenship by Investment Programme

Agriculture

Food security is considered a high priority in the government’s Sustainable Island State agenda and has significant links to the expansion of its manufacturing sector and the creation of sustainable livelihoods.

Over the last four months, the new administration has focused on activities geared towards deepening climate-smart agricultural practices and promoting sustainable agriculture. Over the next five years, the administration hopes to achieve its goal of significantly increasing the production and manufacturing of agricultural products by introducing and scaling up the use of technology and innovative techniques. Initiatives include the increase of production and export of marine products, the improvement of agricultural product standards and international marketability, and the allocation of EC$17.0 million to facilitate Recurrent Expenditure to promote capacity-building in the agricultural sector. This allocation represents a 20.4 percent increase when compared to the 2022 estimates.

Medicinal Cannabis

A revamped Medicinal Cannabis Authority has been established to regulate the Medicinal Cannabis Industry in St Kitts and Nevis. The aim of the authority will be to provide a medical, therapeutic and scientific cannabis industry that creates equal opportunities, enables people’s health and wellness with safe and diverse products, fosters investor confidence and strengthens the St Kitts and Nevis economy through an effective regulatory framework.

Construction

Following an estimated decline in the construction sector of 1.5 percent with over 20 percent in job losses recorded in July 2022 when compared to the same period in 2021, the new administration is prioritising plans to foster employment gains and increase growth in the sector. The expansion of infrastructure development is an important part of this plan and in the coming year, the government will initiate the construction of the Renaissance Housing Programme.

Under the Renaissance Housing Programme the government aims to construct 2,000 energy efficient homes over the next five years. The National Housing Corporation (NHC) will commence the first phase of building in the first quarter of 2023 with the construction of 100 homes.

Over the coming year the NHC will also restart the West Street Housing Project to provide much-needed housing for 15 families. The building of homes for 2,500 landowners will also be facilitated through the building assistance program of the NHC, in partnership with the St. Kitts-Nevis-Anguilla National Bank.

“We are well aware that roads are the arteries through which economic development, growth and social function are dispensed. As such, this Government with the assistance of the Public Works and Lands and Survey Departments will, in the coming year, commence the design and construction of roads in residential developments that have yet to benefit from adequate road infrastructure, such as those developments under the Special Land Distribution Initiative,” said the Prime Minister.

Tourism

Following the decline of the tourism industry by 63.1 percent and 17.6 percent in 2020 and 2021, respectively, the new administration saw a need to refresh the country’s product and service offerings. The St Kitts Tourism Authority embarked on a campaign to generate demand and highlight the unique qualities of the destination. The new brand campaign, “Venture Deeper”, debuted in September this year.

“The campaign builds on our island’s distinctive characteristics while introducing elements of introspective self-discovery that reflect the purpose-driven goals of today’s travellers. Venture Deeper is designed to evoke, within the traveller, a desire to ‘peel back’ our layers and discover the true essence of the destination. The government will also focus on improving air travel routes, infrastructure and pricing. Plans to upgrade the Robert L. Bradshaw International Airport are in place. The 2023 government estimates that the proposed budget to support the Ministry of Tourism, Civil Aviation and International Transport is EC$27.0 million for Recurrent Expenditure. The Prime Minister added, “These resources would be used to further enhance and diversify tourism products particularly as it relates to the development of increased facilitation of community destination tourism. In support of the product development and airlift efforts, a Capital Budget totalling EC$17.6 million is proposed of which EC$8.0 million has been allocated to enable us to attract new airlift into the Federation.”

Manufacturing

According to the new administration, manufacturing is regarded as a vehicle for transforming the local economy, creating sustainable jobs and serves as a credible source for earning critical foreign exchange. To revive the sector, the new administration has recently endorsed the updated version of the National Manufacturing Strategy 2022-2027. The strategy has renewed focus on improving the business environment and increasing the competitiveness of manufacturing operations in the Federation. The government aims to establish at least one additional manufacturing business in the federation and is targeting at least one factory to build solar panels that could provide easy access to low-cost energy saving options for residents. There are also ongoing efforts to strengthen the national Bureau of Standards to provide additional support to the manufacturing sector. “The proposed 2023 Estimates will ensure that upgrades to the Bureau of Standards continue to strengthen the quality assurance mechanisms needed for our farmers and other producers to export products regionally and internationally,” said the Prime Minister.

GOVT WILL EXPEDITE SUNGAI GOLOK PLSB PROJECT – PM ANWAR

PASIR MAS, Dec 21 (Bernama) — Prime Minister Datuk Seri Anwar Ibrahim today gave his assurance that Phase 1 and 2 of the Sungai Golok Integrated River Basin Development (PLSB) project in Kelantan will be expedited without excessive costs.

In this regard, he said the project would be carried out through a limited tender.

“The Department of Irrigation and Drainage (DID) must submit a report on the Sungai Golok PLSB project to the Finance Ministry (MOF) before the tender process starts.

“I guarantee that the MOF will speed up the approval, on the condition that it is not a direct negotiation to ensure that the cost does not increase,” he told a press conference after visiting the temporary relief centre at Sekolah Menengah Kebangsaan Tengku Panglima Raja here.

During the visit, the prime minister was briefed on the current flood situation in Pasir Mas by district officer Hazmi Abdul Hamid and state DID director Kamal Mustapha.

Also present were Menteri Besar Datuk Ahmad Yakob, Minister in the Prime Minister’s Department (Sabah, Sarawak Affairs and Special Functions) Datuk Armizan Mohd Ali and Education Minister Fadhlina Sidek.

Elaborating, Anwar said DID had been asked to send the report on the Sungai Golok PLSB project at the end of this month.

“I don’t know about the timeline, but I already told them to speed it up if possible so that the approval by the MOF can be expedited as well,” he added.

Asked whether the allocation for Phase 1 and 2 of the Sungai Golok PLSB project would be reduced as it will be implemented through a limited tender, Anwar said it would depend on the tender.

“It depends on the tender…it cannot be a normal tender because it will take too long. Also, it cannot be done through direct negotiation as the cost will increase. So it is better if we go through a limited tender and the process can be expedited,” he said.
