Joint Statement between the Kingdom of Thailand and the People’s Republic of China on Working towards a Thailand – China Community with a Shared Future for Enhanced Stability, Prosperity and Sustainability

At the invitation of H.E. General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, H.E. Xi Jinping, President of the People’s Republic of China, attended the 29th APEC Economic Leaders’ Meeting in Bangkok, Thailand and visit Thailand on 17 – 19 November 2022. On 19 November 2022, President Xi Jinping held talks with Prime Minister Prayut Chan-o-cha at the Government House. Both sides reached a new important consensus on building a Thailand – China community with a shared future for enhanced stability, prosperity and sustainability and discussed the present and future development of bilateral relations.

 

 

China congratulated Thailand for its success in hosting the 29th APEC Economic Leaders’ Meeting, which has showcased the Asia-Pacific’s concerted effort in advancing the APEC Putrajaya Vision 2040 of an open, dynamic, resilient and peaceful Asia-Pacific community with a shared future through enhanced solidarity and cooperation. Thailand congratulated China on the complete success of the 20th National Congress of the Communist Party of China (CPC) and President Xi Jinping on his re-election as the General Secretary of the Central Committee of the CPC and Chairman of the Central Military Commission, and expressed confidence that China will realise the Second Centenary Goal of building itself into a great modern socialist country in all respects and advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernisation.

 

 

Both sides agreed that on the occasion of the 10th anniversary of the Thailand – China Comprehensive Strategic Cooperative Partnership, the announcement of building a Thailand – China community with a shared future for enhanced stability, prosperity and sustainability will chart the future directions of the relations, and reaffirmed that “Thailand and China are as close as one family”, as the two countries prepare for the 50th anniversary of the establishment of Thailand – China diplomatic relations in 2025.

 

 

Both sides reaffirmed commitment to further enhancing mutual trust, understanding and support on major issues of principle concerning national sovereignty, unification and territorial integrity. The Chinese side respects the national independence, sovereignty and territorial integrity of Thailand. The Thai side firmly upholds the One China Policy, and recognises Taiwan as an inalienable part of China and the Government of the People’s Republic of China as the sole legal government representing the whole of China. The Thai side supports China’s “One Country, Two Systems” principle.

 

 

Both sides applauded the progress in terms of practical cooperation in all fields in Thailand – China relations despite the challenges posed by the COVID-19 pandemic, as evidenced by high-level exchanges and convening of meetings under various bilateral cooperation mechanisms. Both sides agreed to strengthen strategic communication and emphasised the importance of full and effective implementation of the Joint Action Plan on Thailand – China Strategic Cooperation between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China (2022 – 2026) and the Cooperation Plan between the Government of the Kingdom of Thailand and the Government of the People’s Republic of China on Jointly Promoting the Silk Road Economic Belt and the 21st Century Maritime Silk Road, with a view to advancing practical cooperation in all fields and supporting the building of the Thailand – China community with a shared future for enhanced stability, prosperity and sustainability.

 

 

Both sides reaffirmed their commitment to realise the Thailand – Laos – China Connectivity Development Corridor Outlook connecting the China – Laos railway with Thailand’s railway system, which will enhance logistics networks to promote trade and investment as well as sub-regional development. Both sides also placed importance on promoting synergies between Thailand’s Eastern Economic Corridor (EEC) and China’s Guangdong – Hong Kong – Macao Greater Bay Area (GBA) as well as the Yangtze River Delta (YRD), particularly in industrial cooperation in high potential industries, including electric vehicles.

 

 

Both sides reaffirmed their commitment to cooperating in the post-COVID social and economic recovery, alleviating impacts from global economic downturns and disruption of supply chains as well as securing energy and food security through expansion of bilateral trade volume and facilitation of trade, including agricultural products and other fields. Both sides also recognised the importance of expanding cooperation in areas which are supportive to future development, such as digital economy, clean energy, and supply chain security. Both sides agreed to expand investment in high-tech industries such as green economy and artificial intelligence to achieve high-quality development.

 

 

Both sides agreed to exchange best practices and governance experience in areas of mutual benefit, such as health, poverty alleviation and rural development, and strengthen cooperation on combating transnational crimes, in particular drug trafficking, online gambling and call center scam operations.

 

 

Both sides reaffirmed the importance of enhancing people-to-people exchanges for promoting goodwill, friendship and cross-cultural understanding. In this regard, both sides expressed satisfaction with the resumption of international flights between Thailand and China. The Thai side looked forward to welcoming tourists from China upon relaxation of travel measures in China. The Thai side also expressed appreciation to the Chinese side for authorising the gradual return of Thai students to China to continue their study. Both sides agreed to cooperate on the revitalisation of high-quality tourism and enhance cooperation in the fields of education, culture, media and information, and between sister cities in accordance with the principles of equality, mutual benefit and sustainability.

 

 

 

 

Both sides agreed to work closely to drive forward sub-regional cooperation and promote synergy between the Ayeyawady – Chao Phraya – Mekong Economic Cooperation Strategy (ACMECS) and the Mekong – Lancang Cooperation (MLC), with a view to deepening sub-regional integration, promoting connectivity, trade and investment, as well as strengthening resilience through cooperation on health, food and energy security, water resources and In this connection, Thailand reaffirmed its readiness to assume the MLC’s Co-chairmanship in next term.

 

 

Both sides will implement the consensus reached at the ASEAN – China Special Summit to Commemorate the 30th Anniversary of ASEAN – China Dialogue Relations, uphold regionalism and jointly maintain ASEAN centrality in the evolving regional architecture, and advance the ASEAN – China Comprehensive Strategic Partnership through the building of a peaceful, safe and secure, prosperous, beautiful, and amicable home. Both sides will promote mutually beneficial cooperation between the ASEAN Outlook on the Indo-Pacific (AOIP) and the Belt and Road Initiative (BRI) and ensure quality implementation of the Regional Comprehensive Economic Partnership (RCEP).

 

 

Both sides attached great importance to strengthening cooperation under the Global Development Initiative to accelerate the momentum towards achieving the Sustainable Development Goals (SDGs) by 2030. China commended the Bio-Circular-Green (BCG) Economy proposed by Thailand and stood ready to seek balanced, sustainable, and inclusive growth together with Thailand based on a people-centered development philosophy.

 

 

Both sides agreed that Thailand and China share broad common interests in many aspects in maintaining regional and global peace and stability, and will explore cooperation under the framework of the Global Security Initiative and maintain close communication and coordination in addressing the impacts of traditional and non-traditional security challenges such as terrorism, climate change, and cyber-security.

 

 

Both sides will make joint efforts to promote multilateralism and international cooperation at all levels, by strengthening coordination and cooperation at the United Nations and other multilateral frameworks, with a view to promoting peace, security, prosperity and sustainable development for all as well as responding to new threats and challenges.

 

 

Other cooperation documents in such fields as investment, e-commerce, and science and technology were signed during the visit.

Bilateral Meeting between the Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Thailand and the Minister of Foreign Affairs of Japan

On 17 November 2022, H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs of the Kingdom of Thailand, held a bilateral meeting with H.E. Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs of Japan on the sidelines of the APEC Ministerial Meeting at Queen Sirikit National Convention Center.

 

On this occasion, the Ministers of Foreign Affairs of both sides signed the Five-Year Joint Action Plan on Thailand – Japan Strategic Economic Partnership on the occasion of the 135th anniversary of the establishment of diplomatic relations and the 10th anniversary of the Strategic Partnership. The Five-Year Joint Action Plan sets direction in conducting Thailand – Japan economic cooperation in the next five (5) years. Both sides also welcomed the elevation of bilateral relations to a Comprehensive Strategic Partnership, which will be announced by the Prime Minister of the Kingdom of Thailand and the Prime Minister of Japan during the bilateral meeting in the afternoon of the same day at the Government House, on the occasion of the Prime Minister of Japan’s visit to Thailand to attend the APEC Economic Leader’s Meeting (AELM) hosted by the Thai side.

 

Both sides also discussed bilateral issues. The Minister of Foreign Affairs of Japan expressed the readiness by the Japanese side to host the 6th High Level Joint Commission (HLJC), co-chaired by Deputy Prime Minister and Minister of Foreign Affairs of Thailand and Ministers for Foreign Affairs Japan at a mutually convenient date, which would be a good opportunity to follow-up on implementation of the Five-Year Joint Action Plan.

 

Moreover, both Ministers also exchanged views on regional and international issues of mutual interest such as the situation in Ukraine, Myanmar, and the Korean Peninsula.

The Prime Minister of Thailand met with the Vice President of the United States, reaffirming the Thailand-United States alliance and commitment to advance the bilateral relations and cooperation, during the Vice President’s visit to attend the APEC Economic Leaders’ Meeting in Thailand.

On 19 November 2022, H.E. General Prayut Chan-o-cha, Prime Minister of Thailand, had a bilateral meeting with the Honorable Kamala Harris,

Vice President of the United States, during her visit on 17 – 20 November 2022 to attend the APEC Economic Leaders’ Meeting. The Vice President congratulated Thailand on the leading role and success of the APEC Host Year, expressing the United States’ readiness to build upon the existing cooperation for the United States’ APEC Host Year in 2023, while the Prime Minister appreciated the United States’ support throughout Thailand’s Host Year and reiterated readiness to support the United States’ Host Year.

 

Both sides were pleased with the close Thailand – United States partnership, which has continued to see increasing dynamism and underscored their commitments to enhance the multi-faceted cooperation, both at bilateral and regional levels, based on shared values and common interests, particularly in line with the Thailand-U.S. Communiqué on Strategic Alliance and Partnership, and on the occasion of the 190th anniversary of the diplomatic relations between the two countries in 2023.

 

On the economic cooperation, the Prime Minister highlighted the increasing bilateral trade despite the COVID-19 pandemic, reflecting the resilience of our supply chain. Both sides committed to working together to further develop supply chain cooperation based on the Thailand – United States Memorandum on Promoting Supply Chain Resilience, signed in July 2022. The Prime Minister also emphasized readiness to work with the United States to further promote investment cooperation in Thailand’s targeted industries, particularly clean energy, electric vehicle (EV), smart electronics, digital industry, and medical hub industry.

 

Both sides were pleased with the progress made on the cooperation related to climate and environment. Relevant agencies is working closely to develop collaboration programs under the United States’ Net Zero World Initiative to support Thailand’s transition to zero-emission energy as well as potential cooperation to enhance capacity-building on clean energy under the Foundational Infrastructure for Responsible Use of Small Modular Technology (FIRST).

 

The Prime Minister and the Vice President also discussed building upon our strong partnership on security and law enforcement in addressing both conventional and modern-day security challenges. In this regard, both sides are working closely to enhance capacity building in law enforcement and preventing and suppressing transnational crimes, including on combatting narcotics trafficking, enhancing marine patrol capability, and anti-money laundering.

 

On this occasion, both sides deliberated on key global issues and regional developments. Thailand stressed its readiness to support the United States’ increasing role and constructive engagement in the region. The Prime Minister also reaffirmed the commitment to work together closely to support fostering tangible cooperation under the Ayeyawady – Chao Phraya – Mekong Economic Cooperation Strategy (ACMECS), and Mekong – U.S. Partnership, for the prosperity of the peoples in the region. The U.S. also plans to provide additional USD 20 million to promote development cooperation in Mekong sub-region through Japan-U.S. Mekong Power Partnership (JUMPP)

Joint Statement On the Official Visit of His Royal Highness the Crown Prince the Prime Minister of the Kingdom of Saudi Arabia to the Kingdom of Thailand

At the invitation of the Prime Minister of the Kingdom of Thailand, General Prayut Chan-o-cha, and within the framework of the friendly relations between the two countries, and to promote mutual interests, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, paid an official visit to the Kingdom of Thailand during the period from 17 to 18 November 2022. Recognizing the prominent roles of the Kingdom of Saudi Arabia in the international arena, Thailand extended an invitation to the Kingdom of Saudi Arabia to participate in the Asia-Pacific Economic Cooperation (APEC) Forum as Chair’s guest with the firm belief that Saudi Arabia can play a constructive role in the Asia-Pacific region.

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia was received by His Majesty King Maha Vajiralongkorn Phra Vajiraklaochaoyuhua, and Her Majesty Queen Suthida Bajrasudhabimalalakshana, at the Chakri Maha Prasat Throne Hall on 18 November 2022, which represented a historic event as it was the first meeting between the Royal Families of the two kingdoms after the full normalization of bilateral diplomatic relations in January 2022.

The Thai Prime Minister and Defense Minister, General Prayut Chan-ocha, officially welcomed His Royal Highness the Crown Prince and the Prime Minister, and both sides held an official meeting at Government House to affirm their keenness to enhance bilateral, regional and international cooperation in all fields.

In the spirit of cooperation and common determination to enhance friendly relations between the two kingdoms and their peoples, the two leaders welcomed the signing of the major bilateral agreements and memoranda of understanding, which are as follows:
Memorandum of Understanding regarding the establishment of the Saudi-Thai Coordination Council.
Memorandum of Understanding regarding cooperation in the field of encouraging direct investment between the Government of the Kingdom of Thailand and the Government of the Kingdom of Saudi Arabia.
Memorandum of Understanding between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Energy of the Kingdom of Thailand in the field of energy.
Memorandum of Understanding for cooperation in the field of tourism between the Ministry of Tourism and Sports of the Kingdom of Thailand and the Ministry of Tourism of the Kingdom of Saudi Arabia.
Memorandum of Understanding between the Control and Anti-Corruption Authority of the Kingdom of Saudi Arabia and the Office of the National Anti-Corruption Commission of the Kingdom of Thailand in the field of preventing and combating corruption.

In the fields of political, defense and security cooperation, both sides discussed opportunities for cooperation on mutual interest, including the defense industry, combating transnational crimes in all their forms, such as combating terrorism, radicalism, and extremism, enhancing cyber security, building capabilities and exchanging information between the two kingdoms. The two sides also expressed their readiness to enhance cooperation on consular affairs for the benefit of both nations.

In light of the current global economic challenges, the two sides discussed the role of the two governments in supporting the international efforts to effectively address them. Both sides also highlighted the importance of encouraging market-access of both countries, as well as the strong interaction between their private sectors to increase investment opportunities, to diversify bilateral trade, and increase the exchange of visits of trade delegations. In addition, both sides discussed cooperation between the public and private sectors of two kingdoms in key potential areas, including building materials, petrochemicals, foodstuff, consumer products, digital economy, transportation and logistics, industry, mining, electric vehicle manufacturing, agriculture, luxury, and hospitality, as well labor cooperation, environmental cooperation, and climate change among others.

Both sides discussed ways and means to materialize investment opportunities in the Eastern Economic Corridor (EEC) and Special Economic Zones (SEZ) in Thailand and mega projects, such as the NEOM project in Saudi Arabia, based on the complementary nature and compatibility of Thailand’s Bio-Circular-Green (BCG) economic model and Saudi Arabia’s Vision 2030. Thailand expressed its readiness to support the “Saudi Green” and “Green Middle East” initiatives, in addition to cooperating with the Saudi Investment Fund to facilitate more economic cooperation in the future.

Both sides valued the importance of enhancing cooperation in energy fields such as supplying oil, petroleum derivatives, petrochemicals, clean technologies for hydrocarbon resources, biofuels, and renewable energy. In addition to exploring partnership opportunities and discussing joint projects in innovative uses of hydrocarbons in materials, transportation, and others potential forms of cooperation in the field of energy.

As for social and educational cooperation, both sides stressed the importance of strengthening communication between the two peoples. The Saudi side commended Thailand’s decision to exempt Saudi citizens from entering Thailand for tourism purposes for a period of 30 days. The two sides expressed their commitment to facilitate the exchange of visits at all levels. The Thai side praised the interest of the

Saudi side in facilitating the issuance of visas for businessmen and tourists from Thailand to enhance trade, investment, and tourism.

Both sides mutually recognized the importance of augmenting the level of scientific, research and educational cooperation between the two kingdoms. The two sides concurred on encouraging direct cooperation between universities, scientific and educational institutions, and the importance of education in time of crisis and to provide inclusive and comprehensive high-quality education.

In the field of health, both sides affirmed their keenness to support global initiatives to confront current epidemics and prepare for emerging diseases. The two sides also resolved to cooperate and work towards recovery after the emerging Corona Virus crisis (Covid-19).

Both sides agreed to discuss opportunities in the fields of radio and television, news agencies, and the press, exchanging experiences, and coordinating mutual media visits to serve the development of the joint media field.

Both sides also sought to encourage cooperation on enhance cultural exchange, and to discuss ways and means to enhance cooperation in various fields of sports.

The two sides stressed the importance of joint efforts to combat extremism and promote understanding, tolerance, peace, and security.

The Prime Minister of the Kingdom of Thailand, General Prayut Chan-o-cha, valued the efforts made by the Government of the Custodian of the Two Holy Mosques and His Royal Highness, the Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, in serving the pilgrims, praising the high level of coordination between the two countries to achieve the comfort of Thai pilgrims.

On international affairs, both sides exchanged views on developments in their respective regions, such as the situation in Yemen, Iran and Afghanistan. Both sides stressed the importance of strengthening cooperation with international organizations and multilateral fora. The two sides reiterated their willingness to support each other in areas of common interest. In addition, both sides renewed their determination to continue coordinating and intensifying efforts to maintain international peace and security. They stressed the importance of all countries to adhere to the Charter of the United Nations, the principles of international legitimacy, international law, the principles of good- neighborliness, and respect for the unity and sovereignty of states, non-interference in their internal affairs, and pursue to resolve differences by peaceful means. The Thai side praised the active humanitarian efforts made by the Kingdom of Saudi Arabia to promote peace and prosperity in the Middle East region, and expressed its appreciation for the assistance of the Kingdom of Saudi Arabia to Thailand within the framework of the Organization of Islamic Cooperation.

Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia appreciated the support of Thailand in hosting the World Expo 2030 in Riyadh. The Thai Prime Minister expressed his appreciation to the Kingdom of Saudi Arabia for its interest in supporting Thailand’s candidacy to host the Phuket Expo 2028.

APEC Economic Leaders’ Meeting (AELW) On 18 – 19 November 2022 at Queen Sirikit National Convention Center (QSNCC), Bangkok

The 29th APEC Economic Leaders’ Meeting concluded today, which officially wrapped up APEC 2022 Thailand under the theme “Open. Connect. Balance.”. During 18-19 November, APEC Economic Leaders and their representatives concurred that the BCG Economy Model could help economies achieve sustainable, balanced and inclusive economic recovery from COVID-19 and build resilience against future shocks. The first in-person Leaders’ Meeting in 4 years ended on a high note with the adoption of the 2022 APEC Leaders’ Declaration and the Bangkok Goals on BCG Economy Model, which will serve as a roadmap for APEC’s sustainability agenda for the benefits of all people in the region.

Chaired by His Excellency General Prayuth Chan-o-cha, Prime Minister of Thailand, APEC leaders exchanged views on post-pandemic economic recovery and a strategy to build long-term resilience, amidst rising inflation, food and energy insecurity and a looming global recession, leaving no one behind. The BCG Economy Model was highlighted as a catalyst to shift our mindset and behaviour towards more responsible business models where growth objectives are pursued in tandem with environmental sustainability. The Managing Director of the International Monetary Fund (IMF) also participated in the meeting to present the 2022 Global Economic Outlook. In addition, APEC Leaders engaged in dialogues with the APEC Business Advisory Council (ABAC) as well as Guests, namely the Crown Prince and Prime Minister of the Kingdom of Saudi Arabia and the President of the French Republic, to exchange views with the private sector and APEC’s external partners.

APEC Economic Leaders adopted, by consensus, two important outcome documents, namely the 2022 APEC Leaders’ Declaration and the Bangkok Goals on BCG Economy Model. APEC 2022 saw Thailand, as host economy, navigate APEC through a year full of uncertainties to achieve three key deliverables. These include (1) the FTAAP Agenda Work Plan 2023 – 2026 to take forward the refreshed conversation on the Free Trade Area of the Asia Pacific (FTAAP) in the post-COVID context, to help build capacities of economies to better prepare for next generation trade issues; (2) the Safe Passage Taskforce’s recommendations on how APEC’s safe passage work should be carried forward to continue building resilience in the region’s travel infrastructure against future disruptions, and (3) the adoption of the Bangkok Goals on BCG Economy, as APEC’s first comprehensive goals on sustainability and inclusivity agendas, which focus on 4 key areas including climate change mitigation, sustainable trade and investment, environmental conservation and waste management. Upon adoption, the Bangkok Goals website was launched and can be accessed at www.bangkokgoals.apec.org.

The AELM ended with the Prime Minister of Thailand handing over the “Chalom” to the Honorable Kamala Harris, Vice-President of the US, to symbolise a handover of APEC host year responsibilities from Thailand to the US, where the sustainability agenda reflected in the Bangkok Goals on BCG Economy will be carried forward to APEC2023.
