APEC Economic Leaders’ Meeting Kicked Off On Sustainable Growth, Trade

BANGKOK– Leaders of the Asia-Pacific Economic Cooperation (APEC) economies, met here today, to discuss ways to promote sustainable development and facilitate trade and investment.

 

Addressing the 29th APEC Economic Leaders’ Meeting, Thai Prime Minister, Prayut Chan-o-cha, said that, the leaders would exchange views on supporting economic growth and sustainable development, leading the region towards a better future.

 

Making its Bio-Circular-Green (BCG) economy model, high on the agenda, Thailand hopes the BCG economy model would further promote sustainable development and environmental protection goals, said Prayut, chairman of the meeting.

 

It is the first in-person meeting of the APEC economic leaders since 2018, which was held under the theme of “Open, Connect, Balance” – to open to all opportunities, to connect in all dimensions and to balance in all aspects.

 

APEC, established in 1989, is a premier regional economic forum, with an aim to support sustainable economic growth and prosperity in the Asia-Pacific region.

 

The leaders met as the global economic recovery is facing multiple challenges of rising inflation, heightened geopolitical tensions, climate change and prolonged COVID-19 pandemic.

 

With nearly 40 percent of the world population, the 21 APEC member economies account for about half of global trade and over 60 percent of the world’s total gross domestic product.

North Korea’s Kim Vows to Respond to Nuclear Threats, Oversees Missile Test

North Korean leader Kim Jong Un vowed his country would respond to nuclear threats with nuclear weapons, state media reported Saturday, a day after Pyongyang test-fired an intercontinental ballistic missile.

The official KCNA news agency said Kim observed Friday’s missile launch alongside his wife and daughter. The news agency quoted him saying the test confirmed that North Korea has another “reliable and maximum-capacity” weapon.

Kim said threats from the United States and its allies prompted his country to “substantially accelerate the bolstering of its overwhelming nuclear deterrence.”

“Our party and government will resolutely react to nukes with nuclear weapons and to total confrontation with all-out confrontation,” KCNA reported Kim as saying.

North Korea fired an intercontinental ballistic missile Friday that apparently prompted a U.S.-Japanese air base to issue a seek-cover order, a day after warning of more aggressive steps in response to increased military activity by the United States and its allies.

The North Korean ICBM flew for more than an hour before splashing down in Japan’s exclusive economic zone – in waters about 200 kilometers west of Hokkaido prefecture in northern Japan – according to Japanese officials.

On its Facebook page, the Misawa Air Base, a joint U.S.-Japanese military facility on the northern island of Honshu, said authorities issued an order to seek cover as a precautionary measure, without mentioning the North Korean missile.

In response, the United States and its ally, South Korea, held joint air drills that included F-35A fighter jets conducting laser-guided strikes, according to South Korea’s National Defense Ministry.

In Washington, the National Security Council condemned the launch as a “brazen violation of multiple U.N. Security Council resolutions [that] needlessly raises tensions and risks destabilizing the security situation in the region.”

South Korea’s military said the incident is a “significant provocation and serious act of threat that undermines peace and stability” in Korea and the wider region.

Japanese Prime Minister Fumio Kishida said his country lodged a “strong protest” against North Korea, which he said has “repeated its provocations with unprecedented frequency.”

“We absolutely cannot tolerate these actions,” Kishida told reporters in Thailand, where he is attending a regional summit.

Japanese Defense Minister Yasukazu Hamada said the missile had the range to reach the U.S. mainland, adding it was capable of flying 15,000 kilometers.

South Korea’s Yonhap news agency said the launch likely involved North Korea’s largest missile, the Hwasong-17 ICBM, which some experts have dubbed the “monster missile.”

The U.N. Security Council will meet on Monday to discuss North Korea at the request of the United States.

U.N. Secretary-General Antonio Guterres “strongly condemns the launch of yet another ballistic missile” by North Korea, according to U.N. spokesman Farhan Haq.

He said Guterres calls on North Korea to “immediately desist from taking any further provocative actions” as well as fully complying with all Security Council resolutions and taking immediate steps to resume dialogue.

North Korea is banned from conducting ballistic missile tests of any range under multiple U.N. Security Council resolutions.

Friday’s launch came a day after North Korean Foreign Minister Choe Son Hui vowed a “fiercer” action against the United States, Japan and South Korea.

Choe’s statement particularly took aim at a recent summit during which U.S., Japanese and South Korean leaders agreed to cooperate more closely on deterring North Korea.

“Pyongyang is trying to disrupt international cooperation against it by escalating military tensions and suggesting it has the capability of holding American cities at risk of nuclear attack,” said Leif-Eric Easley, a professor at Ewha University in Seoul.

North Korea has developed multiple types of ICBMs that are believed to be capable of reaching the United States. Analysts say continued testing is necessary to ensure the missiles meet technical specifications, including the ability to survive reentry into the atmosphere.

In recent weeks, North Korea has unleashed an unprecedented barrage of missiles, including some that have prompted air raid sirens and shelter warnings in Japan and South Korea.

North Korea says it is a response to the increased military exercises by the United States and its allies. Washington says the drills are necessary as a response to the North Korean tests.

Friday was the second consecutive day that North Korea launched a ballistic missile. On Thursday, just hours after Choe’s statement was released, North Korea launched a short-range ballistic missile that landed in the sea off its east coast.

North Korea has launched more than 70 ballistic missiles this year – by far a record – including multiple ICBMs.

The North’s latest launch occurred as many world leaders were gathered in Thailand for an Asia-Pacific Economic Cooperation (APEC) summit.

U.S. Vice President Kamala Harris, who is leading the U.S. delegation at the APEC summit, convened an emergency meeting that included leaders from South Korea, Japan, Australia, Canada and New Zealand.

Afterward, she said the leaders “strongly condemn[ed]” the launch, which “destabilizes security in the region and unnecessarily raises tensions.”

“I am pleased to see the Philippine News Agency taking part in the UAE’s Global Media Congress this week, as media is vital in the ever-evolving relationship between the Philippines and the UAE. EMBASSY AND FILIPINO COMMUNITY RALLY AS FILIPINAS BATTLE CHILE IN FOOTBALL FRIENDLIES

SANTIAGO, 18 November 2022 – The Philippine Embassy in Chile, led by Chargé d’Affaires, a.i., Jim Tito B. San Agustin, joined by Consul Dennis John C. Briones, Embassy attachés, Chilean local hires and members of the Filipino community in Chile came out in droves and cheered for the Philippine women’s national football team in a valiant effort against Chile in friendlies held at the Estadio Municipal de la Pintana in Santiago.

The Filipinas, despite being undermanned from two early yellow cards, kept the Chilean team to just one point in an exciting and aggressive match-up, but failed to make their own goal ending the game 0-1 favoring Chile. The two teams also met earlier and battled to a draw in an equally exciting match held at the Estadio Sausalito in Viña del Mar on 12 November 2022. Despite the 2nd match loss, the Philippine team proudly displayed the same championship pedigree which won them the 2022 AFF Women’s Championship earlier this year and held their ground against a much-higher ranked Chilean team.

In pre and post-game interviews, Philippine Embassy Chargé d’ Affaires, a.i., San Agustin underscored the Embassy’s and the Filipino community’s shared pride and elation to welcome the Philippine women’s team in their first-ever visit to Chile as ambassadors of friendly competition and sports.

PH EMBASSY CONNECTS FIL-CANADIAN STUDENTS TO ORIGINAL PINOY MUSIC

OTTAWA, 18 November 2022 – The Philippine Embassy in Ottawa led by Chargé d’Affaires, a.i. Francisco Noel Fernandez III hosted Ugnayan: Karaoke Night as its culminating activity for Pinoy Music Fridays (PMF) at the Sentro Rizal Ottawa on 12 November 2022. Students from leading universities and colleges in Ottawa participated in the Karaoke Night.

PMF is the Embassy’s contribution to the Common Cultural Calendar of the Philippine Posts in Canada (PPC). From October 7 to November 11, the PPC have been posting featured OPM songs in their official social media accounts, on Facebook, Instagram, and Twitter. The PMF aims to promote OPM to the Canadian audience, particularly 2nd and 3rd generation Filipino-Canadians.

Why Kim Jong Un Unveiled Daughter During ICBM Launch

When North Korean state media posted pictures of Kim Jong Un attending Friday’s launch of an intercontinental ballistic missile, the big news wasn’t the rocket.

What sent analysts scrambling was a young girl with a ponytail and puffy white jacket who was shown walking hand in hand with Kim after inspecting the ICBM. Other pictures showed the girl standing next to Kim and his wife, Ri Sol Ju, as they observed the launch from a viewing station.

Yes, that’s right — Kim, one of the world’s most secretive leaders, apparently unveiled a daughter at an ICBM launch.

The girl, whose name is Ju Ae, has long been the subject of rumors in South Korean and global media, but until now had never been seen in public — at least in a confirmed appearance.

The only reason the world knows her name is because former NBA basketball star Dennis Rodman revealed it after meeting with Kim in North Korea during a 2013 visit.

Ju Ae, who was born around 2013, is believed to be the second oldest of Kim’s three children with Ri. Their oldest child, a son, was born around 2010, according to South Korean spy agency assessments. The other children’s names are not known.

In fact, next to nothing is known about Kim’s family, which makes analysts wonder even more — why would he choose to unveil a daughter now, and why did he do it at a missile launch?

Theories abound. Was Kim sending a message about succession? Was it just his way of showing that he’s a family man? On Twitter, many made cringe-worthy jokes about the world’s most depressing “take your daughter to work day.”

“This is not exactly a family trip to the zoo,” said John Delury, a professor at South Korea’s Yonsei University, in a written message to VOA. “No question it says SOMETHING about succession. The problem is, what?”

Kim, who is believed to be 38, is the third generation of leaders in a Kim family that has near-divine status in North Korea. Kim took over the country following the sudden death of his father, Kim Jong Il, in 2011.

Since then, there have been repeated rounds of rumors about Kim Jong Un’s health. The speculation was partly spurred by the enormous amount of weight Kim has gained in recent years, as well as several extended periods where he did not make public appearances.

If Kim were to die, it’s not clear who would succeed him. His firstborn son is likely too young. His sister, Kim Yo Jong, has taken on a bigger public role in recent years, but analysts say she would struggle to overcome gender biases in North Korean society.

In this context, analysts are uncertain why Kim would unveil his daughter before he showed the world his son, who is likely ahead of her in any succession plan.

“I think we have to read it as a very early act of grooming,” Delury said. “It’s not entirely about ‘succession’ though, and we should take a deep breath. For example, the inclusion of his daughter softens the ‘martial’ spirit of the missile test.

“The implication is that Kim is not a warmonger, but a normal dad who cares about his kids like everyone else,” he added.

But any softer message that Kim may have intended was offset by his comments at the ICBM launch, where he blasted U.S. “imperialists” and vowed to continue a policy of “nukes for nukes and frontal confrontation for frontal confrontation.”

Some analysts say that by showing off his daughter at the launch of a Hwasong-17, the country’s largest missile that appears designed to carry multiple nuclear warheads, Kim may be signaling that he is invested in nukes for the long haul.

“It could be his way of indicating that he expects the nuclear deterrence enterprise to be a multigenerational affair for North Korea,” said Ankit Panda, a senior fellow in the Nuclear Policy Program at the Carnegie Endowment for International Peace in Washington.

In September, North Korea passed a new law further enshrining its nuclear weapons status, with Kim vowing to never give up his nukes or use them as a bargaining chip in negotiations.

Michael Madden, who focuses on North Korean leadership at the Washington-based Stimson Center, agrees with Panda’s assessment. But he says Kim also may be trying to send a message that not only his nukes, but also his family, isn’t going anywhere.

“He is showing his daughter the family legacy to which Kim Jong Un made a major contribution. This is also a way to smother out any long-term ambitions from other DPRK [Democratic People’s Republic of Korea] elites about a post Kim Jong Un … political culture,” Madden said.

The state media photos — particularly one that shows the profiles of Kim and his daughter watching as the ICBM soars into the sky in the background — had striking and clearly intentional optics, said Jenny Town, another Korea specialist at the Stimson Center.

“[The picture] has sort of a gravity to it — that this is now her legacy too,” Town said. “It seems to underscore that this is here to stay — not something they plan to give up any time in the near future.”
