China Stages Historic Air Show Under Cloud of Zero-COVID

China staged a low-key but historic debut of its C919 civil jet on Tuesday at its biggest air show, but some delegates were unable to attend the scaled-down event because of Beijing’s zero-COVID policy as cases reached the highest level in six months.

In a reminder of the continuing health crisis slowing China’s return to global aviation, organizers of Airshow China in the southern city of Zhuhai had urged attendees to arrive three days early because of COVID-19 precautions.

Even then, some were blocked from joining on the first day because they had visited a Beijing district that had positive cases last week, three attendees told Reuters.

A China-based executive at a Western engine maker said a lot of Beijing-based delegates had returned home in frustration, though some were allowed in at the last minute.

Organizers did not respond to a request for comment.

China’s zero-COVID policy has hampered its domestic aviation industry and kept international traffic at a tiny fraction of pre-pandemic levels as Western carriers rebound sharply.

The zero-COVID policy comes amid a broader decoupling from the West as China aims for increased self-reliance amid the effects of strict export sanctions placed on Russian aviation after Moscow’s invasion of Ukraine.

“Zhuhai is of intense interest to China aviation spotters, and missing the show is a significant lost opportunity for those seeking to understand China’s opaque commercial and defense aerospace sectors,” said Greg Waldron, Asia managing editor of FlightGlobal.

Tuesday’s opening marked the first time Western plane giants Airbus and Boeing have shared the stage with China’s new COMAC C919 single-aisle jet at the showpiece event.

The newly certified homegrown rival to the Airbus A320neo and Boeing 737 MAX took part in the show’s flying display for the first time, performing sharp 45-degree turns.

Earlier, four J-20 stealth fighter jets streaked by in close formation.

Commercial Aircraft Corporation of China (COMAC) reported orders from leasing firms for 300 C919s and 30 ARJ21 regional jets.

As with previous announcements, it was not immediately clear how many were firm orders or expressions of interest. COMAC plans the first C919 delivery to China Eastern in December.

Turning point

Analysts say it will be some time before the C919 cracks open an entrenched Airbus-Boeing market duopoly outside China, but Tuesday’s display marked a turning point 10 years after the first orders were unveiled at the air show.

By contrast, the sun was setting in China on one of Europe’s most visible global symbols, the double-decker A380.

Tracking website FlightRadar24 said China Southern Airlines operated its last A380 flight from Los Angeles on Tuesday. The airline did not answer a request for comment.

Production of the world’s largest jetliner ended last year after weak sales including a near-failure to conquer China’s market. An auction of A380 parts was held in France last month.

Analysts say Airbus does however enjoy brisk demand for the best-selling A320neo, buoyed by U.S. tensions that have delayed renewed Boeing MAX deliveries following a safety crisis.

Airbus received an order Tuesday for 40 A320neo-family jets from all-Boeing operator Xiamen Airlines.

China watchers said the airline’s decision to loosen its dependence on Boeing was viewed as particularly symbolic after Chinese President Xi Jinping visited the cockpit of a larger Xiamen 787 on a visit to Boeing’s Seattle-area factory in 2015.

Europe also made new inroads into the Chinese market with its ATR 42-600 turboprop after a long wait.

The show unfolded against the backdrop of rising tensions between China and Taiwan after U.S. House Speaker Nancy Pelosi visited Taipei in August, sparking huge Chinese military exercises at a time when the world is also on edge over the Ukraine conflict.

State-owned Global Times reported that a new anti-drone defense system built around the HQ-17AE short-range air defense missile complex would make its Zhuhai debut as a countermeasure for the low, slow and small drones that are difficult to identify and attack with traditional anti-air systems.

China is also showing off a FH-97A “Loyal Wingman” drone model designed to coordinate with crewed aircraft, the newspaper reported. The aircraft is different from the FH-97 concept first displayed last year.

The FH-97 is nearly identical to the U.S.-developed Kratos Defense and Security Solutions Valkyrie, which first flew in 2019, while the FH-97A looks more like Boeing’s Australian-developed MQ-28 Ghost Bat, photographs indicate.

“Early images from the show suggest it will again be a major bazaar of Chinese UAV technology, including what appear to be mockups of unmanned combat aircraft that could one day accompany Chinese J-20 fighters into combat,” Waldron said.

“Still, it can be very hard to understand if the various UAV models at the show represent real programs with investment from the Chinese military,” he added.

348 HAULED UP IN ENFORCEMENT OPERATION AGAINST SCAMS AND UNLICENSED MONEYLENDING ACTIVITIES

Following a nine-day enforcement operation conducted between 31 October and 8 November 2022, officers from Bedok Police Division are investigating 228 men and 120 women, aged between 15 and 70, for their suspected involvement in scams, money-laundering and unlicensed moneylending activities.

 

During the operation, eight subjects were arrested for their suspected involvement in money laundering activities involving transactions exceeding $500,000. 56 subjects were arrested for loan scams and loansharking activities involving transactions exceeding $200,000. Cash amounting to more than $430,000 were seized as case exhibits.

 

217 subjects are being investigated for their suspected involvement in various scams, comprising mainly e-commerce scams, investment scams, job scams, tech support scams and phishing scams and money laundering offences, involving transactions exceeding $6 million. Another 67 subjects are being investigated for their suspected involvement in loan scams and loansharking activities involving transactions exceeding S$250,000.

 

Police investigations are ongoing.

 

Commander of Bedok Police Division, Assistant Commissioner of Police Justin Wong, said, “This operation reflects Bedok Police Division’s commitment to the fight against scams and commercial crimes. The dozens of investigators worked tirelessly to bring the offenders to justice and prevent more victims from falling prey to scams”.

 

The offence of cheating under Section 420 of the Penal Code 1871 carries an imprisonment term of up to ten years and a fine. The offence of money-laundering under the Corruption, Drug-Trafficking and Other Serious Crimes (Confiscation of Benefits) Act 1992 carries a jail term of up to ten years and a fine up to $500,000.

 

Under the Moneylenders Act 2008, first time offenders found guilty of assisting in carrying on the business of unlicensed moneylending shall be liable to a fine not less than $30,000 and not more than $300,000 with mandatory jail term of up to four years and mandatory caning of up to six strokes. In the case of a second or subsequent conviction, offenders shall be liable to a fine of not less than $30,000 and not more than $300,000 with mandatory jail term of up to seven years and mandatory caning of up to 12 strokes.

 

The Police take a serious view against those involved in unlawful acts such as scams and unlicensed moneylending activities. This would include taking action against those who open or give away their bank account/s or mobile lines to aid unlicensed moneylenders. Officials: Biden to Meet With Leaders of Egypt, Cambodia, Indonesia

U.S. President Joe Biden will meet with the leaders of Egypt, Cambodia and Indonesia during a wide-ranging trip that includes an international climate summit and meetings of ASEAN and the Group of 20 industrialized nations, senior administration officials said on Tuesday.

The officials were not able to say whether Biden would have a separate meeting with Chinese leader Xi Jinping, who is expected to attend the summit, and what their agenda might include. The two governments have been working toward arranging what would be the first face-to-face meeting between the two leaders since Biden took office in January 2021.

Biden will begin his trip by traveling to Egypt to participate in the COP27 United Nations Climate Change Conference on Friday, where he will talk about America’s efforts to reduce emissions and also hold a bilateral meeting with Egyptian President Abdel-Fattah el-Sissi, the officials said.

He will then travel to Cambodia from Saturday to Sunday to participate in the annual summit between the U.S. and Association of Southeast Asian Nations, or ASEAN. He will also participate in the East Asia Summit, where he will focus on the Indo-Pacific region and talk about U.S. commitment to a rules-based international order in the South China Sea, they said.

From Sunday to November 16, Biden will visit Indonesia to participate in a summit of leaders from the Group of 20 major economies. He will be “unapologetic” in defending Ukraine and calling out Russia during the meeting, one of the officials said.

Malaysia Reported 2,521 New COVID-19 Infections, Eight New Deaths

KUALA LUMPUR– Malaysia reported 2,521 new COVID-19 infections as of midnight, bringing the national total to 4,929,972, according to the Health Ministry.

 

There are two new imported cases, with 2,519 cases being local transmissions, data released on the ministry’s website showed.

 

Eight new deaths have been reported, pushing the death toll to 36,495.

 

The ministry reported 4,695 new recoveries, bringing the total number of cured and discharged to 4,858,943.

 

There are 34,534 active cases, with 73 in intensive care units, and 47 of those in need of assisted breathing.

 

The country reported 2,588 vaccine doses administered yesterday, and 86.1 percent of the population have received at least one dose, 84.3 percent are fully vaccinated, and 49.8 percent have received the first booster, while 1.6 percent have received the second booster.

CANADIAN PARLIAMENTARY LEADER VISITS MANILA

OTTAWA 08 November 2022 – Federal Member of Parliament for Winnipeg North, Mr.Kevin Lamoureux, is in Manila this week. He is accompanied by Manitoba provincial legislator Cindy Lamoureux.

In his meeting with Ms. Bernadette Therese Fernandez, Chief Coordinator to the Secretary of Foreign Affairs of the Philippines on 07 November 2022, Lamoureux explored cooperative projects to advance the interest of the Filipino diaspora in Canada. Fernandez expressed appreciation for Lamoureux’s consistent advocacy to recognize the contribution of the Filipino diaspora to Canada and welcomed the recent appointment to the federal Senate of Filipino-Canadian Dr. Flordeliz “Gigi” Osler from Manitoba.

Lamoureux currently heads the Canada-Philippines Inter-Parliamentary Friendship Group and serves as the Parliamentary Secretary to the Leader of Government in the federal House of Commons.

The 2021 national census of Canada counted the number of Canadians of Filipino heritage at 957,355, representing 2.59% of Canada’s population. It is the largest concentration of overseas Filipinos after those in the United States of America.

PH POSTS IN CANADA DISCUSS TEMPORARY FOREIGN WORKERS PROGRAM WITH EMPLOYMENT AND SOCIAL DEVELOPMENT CANADA

OTTAWA, 08 November 2022 – The Philippine Embassy in Ottawa, led by Chargé d’Affaires, a.i. Francisco Noel R. Fernandez III, organized a virtual discussion about  Canada’s Temporary Foreign Workers (TFW) Program between Philippine Posts in Canada (PPC) and Employment and Social Development Canada (ESDC) last 3 November 2022 .

ESDC’s Executive Director for Worker Protection and Horizontal Management, Ms. Agata Frankowicz, provided an overview of the TFW Program and informed that there were 10,657 Filipinos who worked in Canada in 2021 under this Program, representing an increase of 43% from 2020 figures. Most of them worked in the Home Child Care sector (25%) and the Food Service industry (12%), many of whom were in the province of Ontario (28%). Frankowicz was joined in the meeting by Compliance Director General Caroline Harès, Integrity Manager Véronique Demers, Sector Policy Director Steven West, Program Policy Director Christ Chevrier, and Policy Analyst Malik.

Labor Representative Jainal Rasul, Jr. from the Philippine Overseas Labor Office (POLO) in Vancouver briefed the ESDC participants on the overseas employment procedures of the Philippines.

The discussion among the participants is expected to benefit both the Philippine and Canadian governments in promoting the welfare of Filipino TFWs in Canada and in protecting their rights.

Consul General Maria Andrelita Austria led officials from the Philippine Consulate General in Vancouver in the meeting, while Consul General Zaldy Patron and Labor Representative Rachel Zozobrado-Nagayo led officials from the Philippine Consulate General in Calgary and POLO in Toronto, respectively.

PPC is composed of the Philippine Embassy in Ottawa and the Philippine Consulates General in Vancouver, Calgary, and Toronto.
