ADB, EDC Sign Mandate for 2 GW Solar and Battery Storage Power Program in Cambodia

MANILA, PHILIPPINES (2 November 2022) — The Asian Development Bank (ADB) signed a transaction advisory services mandate with Cambodia’s national utility company Électricité du Cambodge (EDC) to support the development of 2 gigawatts (GW) of solar power in Cambodia. The mandate will help the country achieve its goal of carbon neutrality by 2050.

Under this mandate, ADB will help EDC conduct a nationwide study on opportunities for additional solar power capacity in combination with a Battery Energy Storage System (BESS), to be implemented from this year through 2030. ADB will also assist EDC in bidding out a 100-megawatt pilot project identified under the study to the private sector, which will build, finance, and operate the project. The pilot project is expected to mobilize up to $100 million of investments and serve as a model to replicate fast and efficient procurement of affordable renewable power in Cambodia.

This development of 2 GW of solar power is in line with the strategy of the Cambodian government to meet its growing energy demand by maximizing the adoption of renewable energy and energy efficiency. Key to this strategy will be harnessing Cambodia’s abundant solar resources, whose share in the installed capacity increased from practically nothing in 2016 to around 12% at the end of 2021.

Cleo Kawawaki. “It will lower electricity costs and improve energy security by taking advantage of domestic resources. We hope to contribute to this effort by supporting a well-planned pipeline for transparent bids that attract active competition to optimize the efficiency, innovation, and capital of the private sector to benefit the people of Cambodia.”

Cambodia’s new Power Development Masterplan recognizes the potential to further expand the capacity of solar PV, which is expected to exceed 3 GW in 2040. As the share of solar increases, there is a need to improve grid stability through the adoption of BESS.

Four people, including a pregnant woman, injured by shelling in Kayah State

A pregnant woman and her husband were among four people injured by heavy artillery shells when the junta bombarded two villages in Myanmar’s eastern Kayah State.

A spokesman for the Progressive Karenni People’s Force (PKPF) told RFA the shelling started at around 10 a.m. on Tuesday, targeting Wan Pan and Lin Hpon villages.

Locals said more than 10 shells exploded near Lin Hpon and two landed inside the village. The second one exploded near the home of the pregnant woman and her husband.

A PKPF official said the woman received abdominal injuries and her husband was in critical condition after being hit in the leg.

Two men from Wan Pan both received leg injuries when shells went off near their village. They are being treated by aid workers, according to a resident.

Five houses in the two villages were damaged by the shelling, he said. Local media reported that the shells were 120 millimeter and 60 millimeter types.

A spokesman for the anti-junta Karenni People’s Defense Force said infantry battalion 350 (the Kha La Ya) fired the heavy artillery but RFA could not confirm this independently.

RFA’s calls to the junta spokesman for Kayah State, Social Affairs Minister Aung Win Oo, went unanswered on Wednesday.

According to data compiled by RFA based on the statements of civil society groups in Kayah State, 13 civilians, including four children were killed and 33 injured by heavy artillery in Moebye and Pekon townships in neighboring Shan state and in Kayah State’s Loikaw and Demoso townships.

CINCINNATI, Nov. 01, 2022 (GLOBE NEWSWIRE) — University of Cincinnati (UC) Online is pleased to announce a new nature-based early learning concentration in the Associate and Bachelor’s in Early Childhood Education (Birth-Age 5) programs.

UC is the first university in the United States to offer nature-based, online early childhood education degrees.

“Nature-based learning in the early childhood education (ECE) profession is growing,” says UC’s Program Coordinator Kathleen Bryan. “The laboratory child development center at UC, the Arlitt Center for Education, Research, and Sustainability, is one of the oldest in the United States and is at the forefront for demonstrating practice in this field.”

Bryan says research affirms children’s need to be immersed in nature to learn about the world around them and develop a sustainability ethic for the Earth. “This degree will equip our students with environmental knowledge, eco-pedagogies, and resources to teach and administer formal and informal learning settings where nature is embraced — from programs with green playgrounds to forest schools,” Bryan says.

Bryan believes the nature-based emphasis of UC Online’s degrees will benefit educators by equipping them with needed skills. The curriculum builds on the essential developmentally appropriate practices core of the UC Online programs:
