Malaysia Condemns The Execution Of Four Activists By Myanmar’s Junta

KUALA LUMPUR— Malaysian Foreign Minister Saifuddin Abdullah said Malaysia condemns the execution of four activists by Myanmar’s junta and sees the action as a crime against humanity.

 

Saifuddin said this on Tuesday during a press conference after meeting with the Special Envoy of the United Nations Secretary-General on Myanmar, Noeleen Heyzer, who echoed the Secretary-General’s strong condemnation of the executions as a blatant violation to the right to life, liberty and security of person.

 

Saifuddin and Noeleen during the meeting viewed the executions as a setback on ASEAN’s efforts, including the Five-Point Consensus (5PCs) in finding a solution for Myanmar.

 

He said the executions took place less than two weeks after the Special Envoy of the ASEAN Chair to Myanmar, Cambodian Foreign Minister Prak Sokhonn, visited Myanmar and just about a week before the ASEAN foreign ministers meeting in Phnom Penh on 3rd of August.

 

“We look at it as if the junta is making a mockery of the ASEAN’s 5PCs and I think we really have to look at this very seriously.

 

“I believe when ASEAN foreign ministers meet in Phnom Penh on 3rd of August will look into this, regardless of the timing,” he said at the press conference held at the Parliament building.

 

The execution of the four men – Phyo Zeya Thaw, former lawmaker for the National League for Democracy (NLD); the prominent activist Kyaw Min Yu, widely known as ‘Ko Jimmy’; Aung Thura Zaw; and Hla Myo Aung – who were all charged under anti-terrorism laws, were the first known judicial executions in Myanmar since 1988, according to Amnesty International, which hitherto has considered the country as “Abolitionist in Practice”.

 

The executions last weekend which shocked the world were widely reported and drew international condemnation.

 

Since the coup on Feb 1, 2021, at least 2114 people have been killed in Myanmar by the self-styled State Administration Council (SAC), led by General Min Aung Hlaing, in its campaign to suppress the widespread opposition to military rule.

 

Both Saifuddin and Noeleen also regretted that there was no real progress on the implementation of the 5PCs thus far, and because of that Malaysia is very supportive of the ideas expressed by Noeleen that there should be a proper framework on the implementation.

 

Malaysia will present some ideas on the framework during the ASEAN foreign ministers meeting in Phnom Penh with the key element of the framework is that there must be an endgame of the ASEAN’s 5PCs.

 

He said the implementation on the 5PCs must go on and there is a need to strengthen it with a framework to ensure that there is an endgame to it.

 

Moving forward, the urgency for inclusive engagement of all stakeholders in Myanmar was stressed by Saifuddin and Noeleen.

 

Meanwhile, Saifuddin said Malaysia has decided that Myanmar should not be allowed to send political representation to any international ministerial level meeting.

 

“Prior to this, Malaysia’s stand was that Myanmar should not be invited to send political representation to all of the ASEAN summit because we do not see a clear progress of the 5PCs,” he said.

 

He said the decision was made during the Cabinet meeting last Friday on grounds that the Malaysian government is serious on the issue of political representation by Myanmar.

 

During her two-day mission to Kuala Lumpur at the invitation of Saifuddin, Noeleen also had very productive discussions with Prime Minister Ismail Sabri Yaakob on the situation in Myanmar.

BSP Governor Medalla Welcomes DOF Chief Diokno to Monetary Board

Bangko Sentral ng Pilipinas (BSP) Governor Felipe M. Medalla (left) administers the oath of office to Department of Finance Secretary Benjamin E. Diokno as President Ferdinand R. Marcos, Jr.’s designated Cabinet member representative to the Monetary Board (MB). Secretary Diokno, who was previously the MB Chairman and Governor of the BSP, is the sixth member of the central bank’s policy-making body chaired by BSP Governor Medalla.

BSP Accelerates Digitalization Via QR PH P2M

​The QR Ph Person-to-Merchant (P2M) payment facility, now fully implemented, is expected to further enhance financial consumers’ access to safe, efficient, and reliable digital payments, according to the Bangko Sentral ng Pilipinas (BSP).

Launched in October 2021, QR Ph P2M enables interoperable digital payments between customers and merchants even if they maintain accounts with different financial service providers. It may also be used for bills payment in the future.

QR Ph was initially rolled out in 2019 for person-to-person (P2P) payments, which primarily caters to payments and remittances in the informal sector.

“The use of QR Ph P2M is convenient and cost-effective since it does not require expensive point of sale or data capture terminals to facilitate digital payments for individuals and businesses,” said BSP Deputy Governor Mamerto E. Tangonan

Latest data show that as of April 2022, QR Ph P2M may be used in 473,000 merchant locations nationwide. This is almost double the 243,000 merchant locations in the previous month. As of end June 2022, there are 17 financial institutions participating in QR Ph P2M.

The implementation of QR Ph P2M is aligned with the BSP’s Digital Payments Transformation Roadmap 2020-2023 (DPTR), which aims to digitalize at least 50 percent of total retail payments in the country and onboard at least 70 percent of Filipino adults into the financial system by 2023.

“The BSP shall continue to engage the payments industry and relevant stakeholders to ensure the quality and responsiveness of digital payment services in the new normal. We ultimately want Filipinos to reap the benefits of a stronger and more inclusive Philippine economy,” added Deputy Governor Tangonan.​

I am Muhammad Ehsan Khan, The Secretary of ADB.

 

In May, our Board of Governors met virtually for the first stage of our 55th Annual Meeting. They approved the Bank’s financial statements and net income allocation. This September, we will be hosting the second stage of the Annual Meeting.

 

We are excited as this will be the first time we will use a hybrid format. Governors and their delegations will be coming to our headquarters for the official meetings and events. At the same time, anyone from anywhere will be able to attend most of the events as they will be livestreamed and will have options for virtual participation.

 

This year’s Annual Meeting is being held at a time when our region, still in a nascent recovery from the COVID-19 pandemic, is under threat from sharp increases in oil and food prices and heightened instability in global financial markets resulting from the Russian invasion of Ukraine. While developing Asia is forecast to grow at more than 5% this year, the geopolitical uncertainty and new COVID outbreaks could derail this momentum. We therefore need fresh and innovative ideas and the Annual Meeting is the place where we can discuss and explore the way forward – TOGETHER.

 

Planned events will tackle a range of burning issues. The Governors’ Seminar will discuss pathways for sustainable green growth in the time of COVID-19. The CNBC Debate will be on managing Asia’s energy transition. We will also have sessions on re-imagining tourism, ensuring gender equality in the green transition, an innovative finance facility for climate in Asia and the Pacific, climate change and the sustainable development goals, and the role of private sector in the region’s recovery.

 

We are looking forward to lively and engaging discussions at these events, with panels comprising a range of policy makers, thought leaders, civil society and private sector representatives, and ADB management.

ADB and De Heus Sign Deal to Support Agricultural Supply Chains in Cambodia

PHNOM PENH, CAMBODIA— The Asian Development Bank (ADB) and De Heus TMH Company Limited (DH-TMH) signed a $15 million loan to boost Cambodia’s agricultural feed sector by expanding DH-TMH’s storage and processing capacity for animal feed production in Kampong Speu province.

The additional storage and procurement of processing machinery will promote efficient feed production. This will allow the company to buy more local raw materials like maize, rice, and cassava from smallholder farmers within its supply chain, enabling a supply of affordable, high-quality feed for livestock and fish farmers. With investments in storage, maize can be stored for more extended periods, making the supply chain less dependent on climate-related vulnerability.

“By supporting DH-TMH, we are helping to strengthen the feed value chain, improve livelihoods of feed crop, livestock, and fish farmers, and support sustainable and resilient agricultural practices,” said ADB Country Director for Cambodia Jyotsana Varma. “Developing locally sourced, high-quality, and affordable animal feed supply is integral in safeguarding Cambodia’s food security and reducing reliance on imported feed inputs.”

“De Heus TMH is committed to empower the independent farmers in Cambodia. The strategic cooperation agreement with ADB, in combination with our focus on training and knowledge sharing, with the motto ‘global knowledge­­—local impact’, will support and accelerate the sustainable development of the Cambodian animal protein supply chain,” said De Heus Asia Chief Executive Officer Gabor Fluit.

A technical assistance grant will support training for 2,000 maize and 2,000 poultry farmers, many of them women, in climate-resilient farm practices and financial literacy. Supporting women farmers will help strengthen their positions within farms and boost their access to finance to expand their businesses.

The transaction will be supported by the Asian Development Fund 13 Private Sector Window (PSW) through a partial guarantee solution. The PSW supports private sector development in frontier markets by offering grant resources to fund financial products that address and reduce common financing constraints that hinder many private sector transactions.

DH-TMH is a leading animal feed producer in Cambodia, with the capacity to produce 180,000 metric tons of high-quality livestock feed. DH-TMH is a joint venture between De Heus Animal Nutrition from the Netherlands, a family-owned global animal feed supplier established in 1911, and TMH Company Limited from Cambodia.
