Vietnam criticizes Facebook for not removing “malicious news”

Vietnam’s government has hit out at Facebook, accusing owners Meta Platforms of ignoring calls for it to block posts containing content considered “malicious” in the country.

The government considers any comments that criticize the ruling communist party or the government as “malicious” along with content that incites violence.

There are around 70 million Facebook users in Vietnam. The platform was singled out by Luu Dinh Phuc, Director of the Department of Radio, Television and Electronic Information at the Ministry of Information and Communications. Speaking at a workshop last week on activities in the field of electronic information in the first six months of the year Phuc said “Some foreign enterprises providing cross-border services to Vietnam still find ways to avoid preventing malicious information in Vietnam, typically its Facebook.”

Social media companies bow to government calls to remove posts

VietNamNet’s ictnews website said on March 29 that foreign social networking platforms including Facebook, YouTube, and TikTok removed thousands of posts with allegedly malicious content that slandered the Vietnamese Party and State in the first three months of this year. The figures, supplied by Vietnamese authorities, showed that the social media companies took down all but 10% of the posts objected to by the government.

The figures also showed that Alphabet’s Google removed 2,679 videos identified as breaking the law on its YouTube platform with a removal/blocking rate of 93%. ByteDance’s short form video site TikTok removed or blocked 71 videos, or 87% of the total. Facebook removed 5% fewer posts than in the same period last year and Google’s removal rate dropped by 3%.

Nguyen Ngoc Truong, the former president of the Center for Strategic Studies and International Relations Development (CSSD), told RFA he didn’t believe government censors were being too heavy handed.

“I find social media in Vietnam very good, compared with China and Russia. Here there is freedom and comfortable access. There are no restrictions with the exception of a few sensitive areas,” he said.

When RFA asked Nguyen for his views on the blocking of some foreign news sites in Vietnam he said it made sense to censor sensitive material but in general “there are things that are not worth interfering with,” adding that sometimes authorities can be too sensitive when dealing with foreign news sources.

Hanoi-based teacher Tran Thi Thao, who often criticizes the regime and government officials on Facebook, told RFA that in May one of her articles was restricted by the platform due to what it called a “legal requirement.” She said on another occasion her post was moved to a lower position on the news feed for nearly a month. Thao said she believed that Facebook was still complying with requests to block news considered critical of the communist party and the government.

Figures from the World Population Review website show that Vietnam had the seventh highest number of Facebook users in the world in 2020 and 2021, which may explain why Facebook responds favorably to government censorship requests.

Last October the Washington Post reported that Facebook co-founder and Meta Platforms CEO Mark Zuckerberg personally signed a commitment with the Vietnamese Government to limit posts on the social network that are considered “anti-state,” because he didn’t want to be shut out of one of the most important social media markets in Asia.

Not all Vietnamese Facebook users are critical of the site’s policies. Hanoi-based civil activist Do The Dang, who writes and share articles related to many issues in Vietnam, said he had been using Facebook for more than 10 years and had never been suspended.

RFA emailed Meta’s California headquarters to ask for its response to the Vietnamese government’s criticism but did not receive a reply.

The company’s Transparency Center page says “Meta responds to government requests for data in accordance with applicable law and our terms of service. Each and every request we receive is carefully reviewed for legal sufficiency and we may reject or require greater specificity on requests that appear overly broad or vague.”

In its section on Vietnam the Transparency Center said it had received six requests from the Vietnamese government to delete Facebook posts in the second half of last year and removed two of them. In the first half of the year it received three requests and removed one post.

Tibetans skirt tight Chinese surveillance to mark the Dalai Lama’s 87th birthday

Tibetans bucked tight Chinese security and online surveillance to honor the 87th birthday Wednesday of exiled spiritual leader the Dalai Lama with incense and picnics, sources in the region said.

Previous years have seen arrests in the weeks around the July 6 birthday and Lhasa and other population centers across Tibet and Tibetan regions of Chinese provinces faced beefed up security this year.

“Despite Chinese authorities’ clampdown on celebrations of His Holiness the Dalai Lama’s 87th birthday, Tibetans inside Tibet are finding ways to observe the anniversary, either covertly or openly” said a Tibetan in the region who spoke on condition of anonymity for security reasons.

“On July 6th Many Tibetans are making Sangso incense smoke offerings on the top of hills in their respective areas, and Tibetans are also commemorating the day by holding picnics at other places,” said the source.

Despite the intensifying security this year, “there are Tibetans inside Tibet, who write essays and articles in praise of His Holiness the Dalai Lama on the occasion,” the source said. The articles “are widely read and shared on social media,” he added.

Chinese authorities in the Himalayan region made everyone attend meetings to warn Tibetans not to share any kinds of photos and telling them that their cellphones will be checked for banned content, another source said.

“In many places, new checkpoints are erected that check all travelers and police units are established to spy on the activities of the family,” the second source said.

“This year around in recent days, the visitors and pilgrimage to Potala Palace and Tsulangkhang Temple in Lhasa are heavily restricted and limited.  Only a certain number of visitors are allowed each day to avoid large public gatherings,” said a source in Lhas, the regional capital.

Last year RFA reported the arrests of 20-30 Tibetans around the time of the Dalai Lama’s 86th birthday. But there has been no word of detentions or arrests this year.

In Nepal, which borders Tibet, the government permitted a two-hour celebration of the Dalai Lama’s 87th birthday at the Jawalakhel Tibetan Settlement, a 60-year-old facility near the capital Kathmandu that is home to more than 1,000 Tibetans.

“It took more than two hours to complete the celebrations with the presence of many Western embassy dignitaries,” said a local Tibetan who attended the celebration.

Local media reported that diplomats from the embassies of France, the EU, Japan, and the United States were among the foreign guests at the settlement center.

“This year the Nepali government granted permission and a large number of Tibetans showed up to celebrate the occasion,” the local source said.

“Nepali police were deployed at the venues, but they are just keeping watch and does not interrupt the celebrations, which included processions of carrying the Dalai Lama’s portrait, official speeches of the Central Tibetan Administration, cultural performances and so on,” added the Nepal source.

Nepal had in previous years banned any such open display of devotion to the Dalai Lama, a stance seen as deferring to its powerful neighbor China, which reviles the popular leader as a separatist.

The Dalai Lama fled Tibet into exile in India in the midst of a failed 1959 Tibetan national uprising against rule by China, which marched into the formerly independent Himalayan country in 1950.

Displays by Tibetans of the Dalai Lama’s photo, public celebrations of his birthday, and the sharing of his teachings on mobile phones or other social media are often harshly punished.

Chinese authorities maintain a tight grip on Tibet and on Tibetan-populated regions of western China, restricting Tibetans’ political activities and peaceful expression of cultural and religious identity, and subjecting Tibetans to imprisonment, torture, and extrajudicial killings.

In a statement honoring the Dalai Lama’s birthday, U.S. Secretary of State Antony Blinken praised his “ongoing commitment to non-violence to resolve the grievances of the Tibetan community” and his “dedication and service to humanity.”

Blinken said “the United States will continue to support His Holiness’s and the Tibetan community’s efforts to preserve Tibet’s distinct linguistic, religious, and cultural traditions, including the ability to freely choose their religious leaders.”

Ladies and gentlemen

I am pleased to join you this morning for the official opening of the MiRXES Laboratories and the MOU signing ceremony for Project CADENCE, which stands for CAncer Detected Early caN be CurEd.

2. Before I talk about the project, let me say something about MiRXES and its CEO and founder, Dr Zhou Lihan.

3. Lihan moved to Singapore from China in 1998, when he was 15 years old, to study in our secondary school under a scholarship. So he grew up under Singapore’s education system, , graduated from NUS Yong Loo Lin School of Medicine and then became a Singapore citizen.

4. He went on to do a Ph.D. at NUS, which was when he did research work that laid the foundation of MiRXES. During his Ph.D. training, Lihan and his co-worker, Ruiyang, were constantly challenged by their supervising professor, Professor Too Heng-Phon, a senior faculty member of NUS, to conduct research that has real-world impact.

5. That was when the pair worked on the microRNA or miRNA technology, a highly sensitive technology that detects the smallest genetic material found in living organisms.

6. That technology found application in clinics, for the early detection of cancers. It works on the basis that diseased cells release different profiles of miRNA compared to normal cells. So, by detecting these diseased miRNA profiles, we can pinpoint diseases even before symptoms start to show.

7. But it is challenging to capture and measure miRNAs which are in our blood, as they are very tiny. MiRXES has resolved this by developing a “high-resolution camera” that can amplify the miRNAs and determine its exact quantity even within a small blood sample. This in turn, helps physicians and patients identify early-stage diseases like cancer. With this breakthrough, the technology then found application in clinics for early detection of cancers.

8. And in 2014, MiRXES was spun off from A*STAR into a commercial start up, with three founders, operating out of a rental lab in Biopolis.

9. Today, MiRXES has grown into a 350-strong global team, with state-of-the-art laboratories and manufacturing facilities around the world – in Singapore, USA, China and Japan. They have since developed a test kit for the early detection of gastric cancer, and are working on detection of other forms of cancers. During the COVID-19 pandemic, we are very grateful that MiRXES co-developed the Fortitude, an RT-PCR test to help in the global fight against COVID-19.

10. A success story like MiRXES is the result of the combination of a few ingredients. First, a national strategy to invest and develop talent, mostly of our own people and then complement this by bringing bright students from a very young age to Singapore and nurture them withinour education system. Many, like Lihan, become citizens and contribute to our nation and society.

11. Second, an empowering research, innovation and enterprise ecosystem, comprising A*STAR, the National Research Foundation, our medical schools and hospitals, experienced mentors, clinicians, corporate research labs and researchers, a vibrant start up scene backed up venture capitalists and investors, etc, that enable start-ups like MiRXES to sprout and thrive.

12. Third, the curiosity, enterprise and never-say-die attitude of the founding team of MiRXES, who leverage the support of our education and research ecosystem to fulfill their dreams and potential, and now giving back to society.

13. MiRXES is now partnering Singapore’s public healthcare institutions and embarking on Project CADENCE. It is an important research collaboration championed by Singapore clinician-scientists to achieve early detection of nine cancers of high incidence and high mortality. These include breast cancer, colorectal cancer, or prostate cancer in one single blood test.

14. Cancer is the leading cause of death worldwide, accounting for nearly 10 million deaths in 2020. Each year, approximately 400,000 children develop cancer.

15. In Singapore, the age standardised incidence rate of cancer has increased over the past half a century from around 190 to 235 per 100,000 population.

16. We have reduced some types of cancers, for example lung cancer as smoking incidence falls. But other types of cancer continue to creep upwards in tandem with changes in lifestyle and are expected to rise further with Singapore’s ageing population.

17. Despite this, the Singapore population is under-screening ourselves for cancer. Based on the National Population Health Survey, from 2019 to 2020, screening rates for breast, cervical and colorectal cancer were relatively stagnant with only about 50% of Singaporeans attending screening.

18. We will try to correct this with Project CADENCE. Early detection makes a huge difference to the health of all patients. The technology enables our healthcare system to shift decisively from curative care to preventive care in hospitals and the community.

19. Hence Project CADENCE is well-aligned with Healthier SG. We can potentially deploy such early detection methods in our communities. MiRXES’s research laboratory (MiRXES Lab) will provide the R&D capabilities to support this project, while MiRXES’ new state-of-the-art clinical diagnostic laboratory (M Diagnostics) will provide the translational capabilities to roll out novel testing solutions to the population.

20. When we embarked on Healthier SG, we positioned it as shifting from acute care to preventive care. This is really able to happen in a big way because of technological advancements. It is not just a slogan that we are moving from hospitals to the community, or from curative to preventive care. We are creating an entire new system and receptacle for technological advancements for our population. You can imagine in the future, genome sequencing will allow us to identify segments of society who may be slightly more susceptible to certain diseases, and very early interventions can take place. Simple interventions – exercise, diet – can be done because we can identify early who is more susceptible to certain chronic illnesses.

21. We are required today to draw blood to measure our lipids and blood sugar. Hopefully not too long in the future, we can measure these through wearables. When your draw blood, it is to detect serious diseases like cancer early. This changes the game entirely but it would not have maximum potential unless we change the way healthcare is delivered, through Healthier SG. So I put to you that Healthier SG is not just a slogan, or a small shift in policy. It is an entire shift in the system of healthcare in order to be a major receptacle for technological advancements.

22. Congratulations to MiRXES on the official opening of your laboratories and the development of Project CADENCE. I also thank the public health institutions and research institutions for your involvement and contribution and being part of this ecosystem that will no doubt nurture more talent like Lihan and companies like MiRXES.

23. MiRXES is almost a fairy tale story, of research and innovation from bench to bedside. But unlike fairy tales, there is no automatic happily ever after, there was a lot of blood, sweat and tears and the future is still full of challenges, promises and mission fulfilment.

24. Now, you will thrive not just because of the ecosystem, but also a policy fairy godmother in Healthier SG, which will make improving the health of our population through cost-effective early detection approaches, front and center of our collective healthcare mission.

Malaysian PM visits major Turkish defence, aerospace companies in Ankara

ANKARA— Malaysian Prime Minister Ismail Sabri Yaakob on Wednesday visited two of Turkiye’s major defence and aerospace companies here as Malaysia sought to enhance technology cooperation with the republic.

The premier, who is here on a four-day official visit, visited MKE Corporation and Turkish Aerospace Industries (TAI).

Upon arrival at MKE, Ismail Sabri was greeted by Minister of National Defence Hulusi Akar and MKE chief executive officer Yasin Akdere before being briefed on operations of the Turkish defence sector pioneer.

MKE, a state-owned company serving the Turkish Armed Forces as its main supplier, has 10 modern factories and over 400 ranges of products divided into four categories – ammunition, weapons, rockets, explosives and pyrotechnics.

Also present were Malaysian Science, Technology, and Innovation Minister Dr Adham Baba, Foreign Minister Saifuddin Abdullah, Air Force Chief General Mohd Asghar Khan Goriman Khan and Army Chief General Zamrose Mohd Zain.

At TAI, Ismail Sabri was briefed on operations by its president and chief executive officer Prof Temel Kotil.

At the end of the visit, an air show demonstration was held for the Malaysian delegation showcasing the locally-developed T129 ATAK helicopter, Anka unmanned aerial vehicle, Hurkus training aircraft and Gokbey helicopter.

Located in the capital, the TAI production plant covers an area of five million square meters with an industrial facility of 150,000 square meters under its roof.

Malaysian ringgit slips further against US dollar at opening

KUALA LUMPUR— Malaysian ringgit continues its slide against the US dollar today as the greenback strengthened further, standing out as a safe-haven currency as traders digested the Federal Reserve’s (Fed) latest meeting’s minutes on Wednesday.

The greenback surged against both developed and emerging market currencies overnight, with the demand spiked by fears of global recession, analysts said.

At 9 am, the local currency slipped to 4.4240/4265 against the US dollar compared with 4.4225/4260 at the close on Wednesday.

ActivTrades trader Dyogenes Rodrigues Diniz said the US dollar continues to strengthen against the ringgit today, testing the highest level since March 2020.

As the Fed continues to tighten in order to contain inflation, the US dollar is likely to appreciate further against other currencies.

“The US dollar is currently in an important resistance region against the ringgit, the continuation of the bullish move will require a strong breakout to go above 4.4500 while an alternative downside scenario would see the price close below 4.4150.

“This would make room for a bearish move that could bring the greenback to the 4.3650 price level and then 4.3400. However, the bearish scenario seems less likely to materialise at the moment, given US macroeconomic data and increasing uncertainty caused by Russia’s war with Ukraine,” he told Bernama.

Meanwhile, the ringgit was traded higher against a basket of major currencies.

The local currency had gained against the British pound at 5.2752/2782 against Wednesday’s close of 5.2800/2842 and rose vis-a-vis the euro to 4.5063/5088 from 4.5220/5256 on Wednesday.

It improved against the Singapore dollar to 3.1501/1521 from 3.1504/1531 and strengthened versus the Japanese yen to 3.2585/2605 from 3.2682/2710 on Wednesday.
