PH CONSULATE GENERAL IN JEDDAH CELEBRATES NATIONAL HERITAGE MONTH WITH “DIFFERENT VOICES OF LOVE”

JEDDAH– The Philippine Consulate General in Jeddah (Jeddah PCG) featured intangible Filipino heritage in the form of Filipino songs during its 2022 National Heritage Month celebration held on 4 June at the Toshi Restaurant Jeddah. With the theme “Binhi ng Pamana: Iba’t Ibang Tinig ng Pag-Ibig sa Kulturang Pilipino,” the activity showcased different Filipino expressions of love through songs, such as love for self, love for family, romantic love, love for fellowmen, and love for country, among others.

Dance and song numbers were performed by students and staff of the Universal Skills Development Institute (USDI), singers of Toshi Restaurant, Jeddah PCG artists, and other Filipino artists based in Jeddah.

In his message, Consul General Edgar Tomas Q. Auxilian said that the National Heritage Month celebration is a celebration of the Filipino culture and identity all around the world that should strengthen among Filipinos love for country. “Ang pagdiriwang natin ng National Heritage Month ay pagbibigay halaga sa pamanang kultural ng lahing Filipino, nasa Pilipinas man o sa ibang panig ng mundo. Sa pamamagitan ng pagpapahalaga sa ating mga pamanang kultural ay mas mapapalawak at mapapalalim natin ang ating pagkakakilanlan (identity) at mas mapapaigting natin ang ating pagmamahal sa ating lahi at sa ating bayan,” he said.

This year’s Heritage Month celebration is in cooperation with the USDI, under the leadership of Engr. Ernesto “Jhun” Jayme, OFW Cooperative Council, and the OFW Council of Leaders.

Recover Learning and Rebuild Education in the ASEAN Region Roundtable – Policy Brief

London, 7 June 2022 – Today, the Association of Southeast Asian Nations (ASEAN) Secretariat and Cambridge Partnership for Education (Cambridge) reveal nine recommendations to tackle the biggest problems in education in Southeast Asia. The Cambridge-ASEAN policy brief is being launched at an event hosted by British Expertise International in partnership with the Ministry of Education and Training Viet Nam, represented by the Viet Nam Embassy in London.

In 2021, ASEAN reported that Covid-related school closures affected the quality of education for more than 152 million children across its member states. Separately, public opinion poll specialists Gallup estimated education satisfaction in Southeast Asia fell from 85% to 63% in the first year of the pandemic – the largest drop of a region worldwide. Southeast Asia had been on top for education satisfaction.

Cambridge-ASEAN’s policy brief responds to the latest discussions with Ministers of Education to suggest tangible action to reverse disruption to quality education.

Not all countries experienced the same education challenges or experienced them to the same degree in the wake of Covid-19. However, the ‘Recover Learning and Rebuild Education’ roundtable with ASEAN Ministers of Education on 16 March found significant common ground – including the varying definitions of learning loss and possibilities for ‘smarter’ curriculum compression.

The roundtable discussion is summarised in the Cambridge-ASEAN policy brief. It provides the bases for recommendations which focus on learning loss, access, and resilience. They include:

Nations must build on recent digital transformation to increase access to education. Though Southeast Asia made strong progress in increasing internet and device access and developing education technology over the past two years, there is still a long way to go.

National learning loss solutions need to consider mental health and wellbeing of people in schools to ensure effective learning. Through the disruption to school life created by the pandemic, people have lost more than knowledge and skills.

Governments and organisations should prioritise addressing learning loss for younger students, vulnerable students, and people on vocational pathways. School closures have had a more significant impact on these groups. Cambridge and ASEAN suggest governments need targeted approaches to offset this.

Jane Mann, Managing Director of Cambridge Partnership for Education, said that:

there is a strong appetite among ASEAN leaders to transform education – to reverse the challenges of the pandemic, and build the foundations of a more sustainable and resilient future. International dialogue and strong partnerships are key to support governments in achieving their goals.

On his part, Dato Lim Jock Hoi, Secretary-General of ASEAN, added that

we must acknowledge the digital divide that exists in many countries in the region. In ensuring inclusiveness, we need to provide more equitable access to technologies and services for citizens and geographical locations that market often overlooks such as remote, rural and underserved areas.

SIX MEMBERS OF THE PUBLIC PRESENTED WITH PUBLIC SPIRITEDNESS AWARD, THREE ORGANISATIONS AND A STAFF PRESENTED WITH COMMUNITY PARTNERSHIP AWARD

In a ceremony held at Clementi Police Division on 7 June 2022, six members of the public were commended for their public spiritedness, three organisations and a staff were also commended for their strong community partnership with the Police.

Cases Commended for Public Spiritedness Award

In the first case, on 2 February 2022, Mr Vinodh S/O Rajendran and Ms Ramizah Banu Binte Abdul Rahman had assisted the Police in a case of outrage of modesty. They immediately chased after a man who had touched a woman on her breast and groin area, and attempted to kiss her on the lips along Ulu Pandan park connector. They managed to detain the man until Police’s arrival.

In the second case, on 3 October 2021, Mr Ng Sheng Chao Benedict had assisted the Police by intervening a case where a man hurled vulgarities at and threw a face mask at a Safe Distancing Ambassador, when he was turned away twice for trying to enter a hawker centre at Block 353 Clementi Avenue 2. The man was observed to have not worn face mask and he did not have a TraceTogether token or app for SafeEntry check-in. Mr Ng also assisted by detaining the man and calling the Police for assistance. The man was subsequently arrested under the Liquor Control Act and for using abusive language against a public servant.

In the third case, on 31 October 2021, Mr Alagar Ravi had assisted the Police in a case of theft. Mr Ravi was able to recognise a man who was behaving suspiciously at Block 72 Commonwealth Drive, when shown the images from Police cameras, and directed the Police to where he last saw the man. With the useful information provided by Mr Ravi, the Police managed to locate and arrest the man for the offence.

In the fourth case, on 23 December 2021, Mr Mohamed Subhan had assisted the Police in a case of shop theft. He witnessed a man allegedly taking an unpaid item from a shelf and placing it into his bag in a shop at VivoCity shopping mall. The man subsequently exited the shop with the unpaid item. Mr Subhan immediately informed a shop assistant who then called the Police for assistance. The man was subsequently arrested for shop theft.

In the last case, on 18 December 2021, Mr Lim Wei Hao had assisted the Police in a case of theft. He heard some noises and noticed a man behaving suspiciously outside his residential unit at Block 240A Jurong East Avenue 1. He observed the man allegedly touching some undergarments which were left to dry. Mr Lim then followed the man and detained him before calling the Police for assistance. Investigations revealed that the man had committed theft of undergarments from residential units in the vicinity. With the useful information provided by Mr Lim, the man was arrested for theft.

Organisations Commended for Community Partnership Award

Three organisations were commended for their close collaboration with Clementi Police Division in developing and implementing crime prevention initiatives. In recognition of their significant contributions, the following entities were presented with the Community Partnership Award:

FairPrice Xtra @ VivoCity;

Shopee Singapore; and

Resorts World Sentosa.

FairPrice Xtra @ VivoCity has adopted an approach of preventing over reporting shop theft in 2021. To incentivise and recognise the NTUC FairPrice’s Loss Prevention Officers who have successfully prevented shop theft cases, a “Letter of Appreciation” would be issued to them by the Police. They were also the first outlet to collaborate with the Police on this approach. The branch manager of the store, and his staff have worked closely alongside the Police, which resulted in the reduction of shop theft cases reported at the outlet.

Since June 2021, Clementi Police Division has partnered with Shopee Singapore to raise awareness of scams among online shoppers to prevent them from falling prey to scams such as job scams and e-commerce scams. This collaboration rode on major e-commerce sales periods such as Great Singapore Sale. With the strong support from Shopee Singapore, a total of 200,000 scam prevention education pamphlets were distributed island-wide over a nine month period. The Police would like to advise members of the public to adopt the following precautionary measures.

In 2021, Resorts World Sentosa had supported Clementi Police Division in event security planning, crime deterrence operations and review of the security of the COVID-19 facilities premises.

Staff Commended for Community Partnership Award

Mr Anthony Chang Din Hwee, Security Manager at NTUC FairPrice, played a key role in fostering the partnership between Clementi Police Division and NTUC FairPrice to drive and implement an approach of preventing over reporting shop theft at numerous FairPrice outlets. Following the successful trial of the “Letter of Appreciation” initiative at FairPrice Xtra @ Vivocity in 2021, Clementi Police Division is working closely with FairPrice to scale up the initiative and implement it at other FairPrice outlets.

Assistant Commissioner of Police (AC) Marc E, Commander of Clementi Police Division, expressed his appreciation to the award recipients for their public spiritedness in making our community a safer and more secure place to live in. He said, “Crime is more likely solved, and criminals are more likely deterred, if public-spiritedness is strong and widespread. I commend these individuals and organisations for their public-spiritedness and partnership with the Police. Their actions are exemplary to the rest of our community.”

FILIPINO PIANIST, CELLIST STUN FILIPINO, FOREIGN AUDIENCE AT PH INDEPENDENCE DAY PIANO RECITAL IN THE HAGUE

THE HAGUE– The Philippine Embassy in The Hague held a special Independence Day Piano Recital on 02 June 2022, as part of its series of activities in commemoration of the 124th Anniversary of the Proclamation of Philippine Independence.

The event was well-attended by the members of the diplomatic corps, key officials from the Dutch Government and other international organizations based in The Hague, as well as Filipino-Dutch community leaders, entrepreneurs and artists, among others.

In his welcome remarks, Philippine Ambassador to The Netherlands J. Eduardo Malaya said that “The Filipinos are renowned as a musically inclined people. Through this event, we are pleased to introduce to our Dutch and other friends Filipino music, which also reflects the various traditions that have enriched our Southeast Asian culture, notably Muslim, Spanish, and American.”

The piano recital featured Dr. Victor Santiago Asunción, a renowned Filipino-American pianist based in Chicago, who has performed in concert halls in Canada, France, Italy, Germany, Japan, Mexico, Spain, Turkey, US, Brussels, and the Philippines.

Dr. Asuncion played well-loved Filipino and Dutch compositions as well as a number of popular pieces from both classical and contemporary repertoires.

In his playing of the Filipino compositions, Dr. Asuncion was joined in by Mr. Mikko Pablo, a very gifted young Filipino cellist based in Belgium.

Sponsors of the event were the Knights of Rizal-The Hague Chapter, the United Filipino-Dutch Association, and the Andre Kerstens, distributor of the Philippines’ Don Papa Rum and Santa Ana Gin.

Attended by a hundred guests, the event is the inaugural cultural performance at the Chancery after its first comprehensive renovation work since the property was acquired by the Philippine Government in 1968. The event was also streamed live on the Embassy’s facebook page, facebook.com/PHinTheNetherlands.

The theme of this year’s Philippine Independence Day celebration is “Kalayaan 2022: Pagsuong sa Hamon ng Panibagong Bukas” (Rise Towards the Challenge of a New Beginning).

THREE MEN ARRESTED FOR ROBBERY WITH HURT

The Police have arrested three men, aged between 19 and 22, for their suspected involvement in a case of robbery with hurt.

On 6 June 2022 at 3.00am, the Police were alerted to a fight along Magazine Road. Upon the police officers’ arrival, the three men had purportedly fled from the scene. Preliminary investigations revealed that three men had allegedly assaulted a 16-year-old male and robbed him of his gold necklace and ring purportedly worth $6,300 in total. The 16-year-old male sustained minor injuries and was conveyed to the hospital.

Through ground enquiries and with the aid of images from CCTV and Police cameras, officers from Central Police Division established the identities of the three men and arrested them within 24 hours of the report. The gold necklace was subsequently recovered.

The trio will be charged in court on 8 June 2022 with the offence of robbery with hurt under Section 394 of the Penal Code 1871. The offence carries an imprisonment term of not less than five years and not more than 20 years, and caning of not less than 12 strokes.
