Ladies and Gentlemen

A warm welcome to those who have travelled to join us in Singapore. It is my pleasure to witness the signing ceremony of the Charter of the Rotary Intercountry Committee ASEAN (RICCA) today. I congratulate the RICCA organising committee, including Mr Jimmy Ooi, Dr Philbert Chin, Ambassador K Kesavapany, and Mr Rajamohan Munisamy, on the success of today’s event. It is fitting that this event is held in Singapore, given RICCA’s commitment to sustainability, creativity, and cultural diversity. With the easing of travel restrictions, it is my hope that we will see the resumption of more regional and international events in Singapore.

The RICCA will unite 42,000 Rotarians, who are members of the 1,600 Rotary Clubs from 10 ASEAN countries. The formalisation of this platform is indeed a significant milestone, and will provide opportunities for Rotarians from ASEAN Member States to connect, exchange ideas, and innovate as you advance your social mission. RICCA will implement Rotary International’s seven focus areas in social service, from promoting peace to protecting the environment.

The past two years have highlighted the important work of organisations like Rotary International. The pandemic has disproportionately impacted communities in need. It was heartening that the Rotary Clubs in ASEAN Member States remained steadfast in providing support to these communities. For example, the Rotary Club of Singapore set up the COVID-19 Unemployment Fund for individuals who lost their jobs due to the pandemic, and donated face shields, surgical masks, and medical gowns to frontline workers. I urge you to grow and expand these efforts through the RICCA.

At the same time, RICCA will support ASEAN in fulfilling its Socio-Cultural Community commitments. These commitments strive to build a socially responsible, inclusive, and sustainable ASEAN Community, in line with ASEAN’s motto for ‘One Vision, One Identity, One Community’. Community-building cannot rely solely on top-down policies and must be complemented by ground-up efforts that engage people at the personal, individual level. I look forward to RICCA’s initiatives in this endeavour.

In closing, let me commend Rotary International for spearheading this new regional effort. I would also like to acknowledge the Rotary Club of Singapore, the oldest and largest Rotary Club in the region, for coming forward to host this assembly. This exemplifies the Rotarian spirit of ‘Service Above Self’ and fulfils its present theme of ‘Serve to Change Lives’. I am confident that RICCA will leave a lasting impact on the lives of communities in need in the region. Thank you.

Deputy Prime Minister and Minister of Foreign Affairs of Thailand had a bilateral meeting with U.S. Special Presidential Envoy for Climate John Kerry to enhance Thai – U.S. partnership on climate action.

On 13 May 2022, H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs of Thailand had a bilateral meeting with The Honorable John Kerry, U.S. Special Presidential Envoy for Climate during the visit to attend the ASEAN – U.S. Special Summit between 12-13 May 2022 in Washington, D.C.

Both sides discussed ways to promote cooperation on sustainable and eco-friendly development and climate change response, in line with Thailand’s Bio-Circular-Green (BCG) Economy Model and the U.S. climate policy, which are shared priorities of both sides during Thailand’s APEC Host Year in 2022 and will advance collaboration with a seamless transition to the U.S. APEC Host Year in 2023.

Deputy Prime Minister and Minister of Foreign Affairs of Thailand met with U.S. Secretary of State, reaffirming the long-lasting Thailand – U.S. alliance and strengthening the comprehensive partnership between the two countries.

On 12 May 2022, H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs, had a bilateral meeting with The Honorable Antony Blinken, Secretary of State of the U.S., during the visit to attend the ASEAN-United States Special Summit during 12 – 13 May 2022 in Washington D.C.

Both sides discussed ways to enhance Thailand – U.S. strategic partnership in all dimensions, both at the bilateral and regional levels, ranging from cooperation on public health, COVID-19 response and recovery, anti-human trafficking efforts, to promoting economic partnership, particularly cooperation on economic revitalization, strong and resilient supply chain and digital economy. The U.S. also commended Thailand’s efforts and commitment to promoting the Electronic Vehicles industry and clean energy, which are in line with the U.S. climate agenda. In this connection, both sides agreed to work closely to ensure a seamless transition between Thailand’s and the U.S.’ APEC Host Years in 2022 and 2023 respectively.

On this occasion, both sides exchanged views on important regional developments, including the significant roles of ASEAN, promoting cooperation in the Mekong Sub-region, as well as the situation in Myanmar and humanitarian assistance for the people of Myanmar.

Malaysia Reports 3,029 New Covid-19 Infections, Five New Deaths

KUALA LUMPUR, Malaysia reported 3,029 new COVID-19 infections as of midnight, bringing the national total to 4,473,500, according to the health ministry.

There are no imported cases, with all 3,029 new infections being local transmissions, data released on the ministry’s website showed.

Five more deaths have been reported, bringing the death toll to 35,607.

The ministry reported 1,116 new recoveries, bringing the total number of cured and discharged to 4,409,159.

Of the 28,734 active cases, 42 are being held in intensive care and 33 of those are in need of assisted breathing.

The country reported 50,875 vaccine doses administered yesterday, and 85.4 percent of the population have received at least one dose. Among them, 82.4 percent are fully vaccinated and 49.2 percent have received boosters.

NCR and Western Visayas wage boards grant minimum wage increase

The Regional Tripartite Wages and Productivity Board – NCR issued Wage Order No. NCR-23 on 13 May 2022 that granted a wage increase of PhP33 bringing the new minimum wage rate to PhP570 and PhP533 for workers in the non-agriculture and agriculture sectors, respectively.

It is expected to protect around one million minimum wage earners in private establishments in the region from undue low pay. The increase considered the restoration of the purchasing power of minimum wage earners because of the escalating prices of basic goods, commodities, and petroleum products.

The last Wage Order for workers in private establishments in NCR took effect on 22 November 2018.

The Regional Tripartite Wages and Productivity Board – VI issued Wage Order No. RBVI-26 providing a wage increase for workers in the non-agriculture, industrial and commercial establishments of PhP55 and PhP110 bringing the daily minimum wage in the region to PhP450 and PhP420 for those employing more than 10 workers and those employing 10 or less workers, respectively. In addition, the Board granted a PhP95 increase for workers in the agriculture sector bringing the daily minimum wage to PhP410.

It is expected to protect around 214,836 minimum wage earners in private establishments in the region from undue low pay. The increase considered the restoration of the purchasing power of minimum wage earners because of the escalating prices of basic goods, commodities, and petroleum products as well as to bring the minimum wage rate above the 2021 first semester poverty threshold.

Additionally, the Board issued Wage Order No. RBVI-DW-04 providing a wage increase of PhP500 bringing the new monthly minimum wage rate for domestic workers to PhP4,500. It is expected to benefit 160,795 domestic workers (49,413 live-in and 111,382 live-out).

The last Wage Order for workers in private establishments and for domestic workers in Western Visayas took effect on 26 November 2019 and 08 May 2019, respectively.

The new Wage Orders will be submitted to the Commission for review and shall take effect fifteen (15) days after publication in a newspaper of general circulation.
