POLICE ADVISORY FOR YEAR-END FESTIVE PERIOD

The Police will be enhancing patrols and enforcement checks at popular areas such as Orchard Road, Clarke Quay and Marina Bay during this festive period. The public is advised to be vigilant against molesters, pickpockets, and thieves.

The public is reminded to be considerate and avoid engaging in activities and/or use of party novelty items, including aerosol foam sprays, that may annoy or compromise the safety of others.

The Police will not hesitate to take action against anyone who causes public nuisance or breaks the law.

Everyone has a critical role to play in ensuring the safety and security of Singapore. The Police would like to remind the public to remain vigilant and adopt the following crime prevention measures:

Look after your belongings at all times;

Be cautious when approached by strangers who try to get very close to you;

Avoid carrying large amounts of cash or wearing excessive jewellery to crowded places;

Ensure your bag is closed at all times and sling it in front of you;

Avoid placing your wallet in your back pocket;

Avoid contact or confrontations with unruly crowds and;

Approach any police officer or dial ‘999’ for urgent assistance.

FORMER CHIEF EXECUTIVE OFFICER OF ORIENTAL GROUP LTD AND TEN OTHER INDIVIDUALS CHARGED WITH OFFENCES UNDER THE PENAL CODE AND THE SECURITIES AND FUTURES ACT

The former Chief Executive Officer (“CEO”) of Oriental Group Limited (“Oriental Group”) and ten other individuals have been charged with offences under the Securities and Futures Act (“SFA”) and Penal Code (“PC”). Oriental Group was previously listed on the Catalist board of the Singapore Exchange.

The former CEO was charged on 4 December 2021 with an offence under Section 408 PC for allegedly misappropriating a sum of $500,000 entrusted to him in his capacity as CEO of Oriental Group between November 2014 and August 2015. The former CEO left Singapore prior to the commencement of investigations and was arrested in Malaysia on 1 December 2021 with assistance from the Royal Malaysia Police. Investigations against the former CEO are ongoing.

The other ten individuals who were charged include the former Group Financial Controller, former Finance Manager and a former substantial shareholder of Oriental Group. These three individuals were charged on 10 December 2021 for allegedly conspiring with various persons to engage in a course of conduct for the purpose of creating a false appearance of Oriental Group’s share price between April 2015 and January 2016. The alleged impugned trades were placed through at least 52 trading accounts. Separately, the former Group Financial Controller was also charged for allegedly instigating a former employee of Oriental Group to forge a document for the purpose of cheating. Details of the charges faced by the three individuals are as follows:

Against the former Group Financial Controller

One count of Section 197(1)(b) SFA read with Section 109 PC;

Four counts of Section 201(b) SFA read with Section 109 PC; and

One count of Section 468 read with Section 109 PC.

Against the former Finance Manager

One count of Section 197(1)(b) SFA read with Section 109 PC; and

23 counts of Section 201(b) SFA read with Section 109 PC.

Against the former substantial shareholder

One count of Section 197(1)(b) SFA read with Section 109 PC; and

Two counts of Section 201(b) SFA read with Section 109 PC.

The remaining seven individuals, consisting of a woman and six men, aged between 41 and 74, were charged on 23 December 2021 with one to eight counts of Section 201(b) SFA read with Section 109 PC each. They are alleged to have placed orders in Oriental Group’s shares in their accounts under the instructions of the former CEO, without the authorisation of the respective brokerage firms, thereby engaging in practices which were likely to operate as deceptions on these brokerage firms.

If convicted, the accused persons face:

Imprisonment of up to 15 years, and shall also be liable to fine, on each Section 408 PC charge.

Imprisonment of up to 10 years, and shall also be liable to fine, on each Section 468 PC charge; and

Imprisonment of up to seven years, a fine not exceeding $250,000, or both, on each SFA charge.

FIVE MAN ARRESTED FOR RIOTING WITH A DEADLY WEAPON

The Police have arrested five men, aged between 21 and 27, for their suspected involvement in a case of rioting with a deadly weapon. A 27-year-old woman is also assisting in the investigations.

On 22 December 2021 at about 5.30am, the Police received a report that a 24-year-old man was assaulted by another 24-year-old man along Buangkok Crescent. The 24-year-old male victim suffered multiple wounds on his arms and face and had sought treatment in a hospital. Preliminary investigations revealed that the victim was known to the alleged assailant, who had purportedly assaulted the victim with a knife in a scuffle, after they had a dispute.

Through ground enquiries and with the aid of images from the police cameras, officers from Ang Mo Kio Police Division established the identity of the six persons involved and arrested five of them within the same day of the receipt of the police report. A knife was recovered from the alleged assailant and seized as a case exhibit.

One 24-year-old man will be charged in court on 24 December 2021 with rioting armed with a deadly weapon. The offence carries an imprisonment term of up to 10 years and caning.

APPEAL FOR INFORMATION – MR JAMALUDIN BIN MOHAMED ARIFEEN

The Police are appealing for information on the whereabouts of a 56-year-old Mr Jamaludin Bin Mohamed Arifeen who was last seen in the vicinity of Blk 318 Ang Mo Kio Avenue 1 on 12 October 2021 at about 10pm.

ONLINE POST ACCUSING POLICE OFFICERS OF MANHANDLING A WOMAN IS UNTRUE

The Police are aware of a post circulating online alleging that Police officers had manhandled a woman when responding to an incident at Ang Mo Kio Hub on 22 December 2021 at 9.19am.

These allegations are categorically untrue.

The Police had responded to an incident where a 55-year-old woman had repeatedly refused to put on a mask in a public place. Upon arrival, the officers were informed that the woman had allegedly refused to wear a mask when she was in the supermarket. Despite repeated reminders by the supermarket staff, the woman continued to refuse to wear a mask and was purportedly shouting in the supermarket.

The officers subsequently spotted the woman at the Ang Mo Kio bus interchange and advised her to wear a mask. Despite the officers’ continued and repeated advice for her to wear a mask, the woman refused to comply, and spoke to officers in a hostile manner. Officers offered the woman a mask as well, but she refused to accept it. The woman then started shouting loudly, and attempted to walk away.

The officers had engaged the woman for more than 15 minutes before arresting her as her conduct posed a risk to herself and to public health. During the arrest, the officers supported the woman to the ground as she was resisting arrest and appeared to want to sit down. The woman was later referred to the Institute of Mental Health for assessment.

Strict compliance with Safe Management Measures (SMMs), including wearing a mask in public places, is key to safeguarding the health and safety of our population. Mask-wearing in public places is important to mitigate the spread of infection to others, especially with the Omicron variant spreading rapidly all around the world. We urge members of the public to continue to abide by the prevailing SMMs, to do our part to curb the spread of COVID-19.

The Police would also like to urge members of the public to be responsible when posting or sharing any information online, and not spread unverified information or misrepresentations on any incident.

The Police take a serious view of such malicious and false allegations, and the authorities are looking into the circulation of the falsehood.
