ADB Approves $250 Million for Industrial Corridor Development in India

MANILA, PHILIPPINES (29 October 2021) — The Asian Development Bank (ADB) has approved a $250 million loan to support the Government of India’s National Industrial Corridor Development Program (NICDP). This is the first subprogram of the programmatic $500 million loan to develop 11 industrial corridors spanning 17 states.

India’s NICDP aims to develop world-class industrial nodes that are supported by efficient urban agglomerations and multimodal connectivity, including international gateways like ports and airports and inclusive, climate-resilient, and sustainable infrastructure. The national program also seeks strong institutional and regulatory frameworks.

“ADB’s assistance complements the government’s ambitious reform agenda to strengthen industrial infrastructure and support the country to boost the competitiveness of its manufacturing sector, increase the share of manufacturing in the gross domestic product, and generate a high level of formal employment,” said ADB Senior Financial Specialist for South Asia Manohari Gunawardhena. “Development of industrial corridors will strengthen national supply chains and boost linkages with global value chains.”

The first subprogram loan will help government initiatives strengthen institutional framework and capacity development for industrial corridor planning, improve project readiness, facilitate ease of doing business, and thereby create opportunities for domestic and foreign investors.

India has initiated significant reforms to increase the manufacturing sector’s productivity and competitiveness like streamlined business processes to facilitate private investment, reduced corporate taxes, consolidated labor codes, increased public investment in infrastructure, and approved creation of a new development financial institution. In addition, the government has launched the “Skill India” and “Digital India” programs to attract the youth and create high-value jobs in the manufacturing industry.

India recently upgraded its Industrial Park Rating System (IPRS) to boost industrial infrastructure competitiveness and support policies to enable industrialization across the country.

As part of NICDP, it is also developing guidelines for green corridor frameworks and climate-resilient infrastructure as well as focusing on enhancing skills for the participation of female labor.

Banknotes Supply is Adequate for the Holiday Season

​The Bangko Sentral ng Pilipinas (BSP) assures the public that there will be adequate supply of fresh banknotes and coins in anticipation of the higher currency demand during Christmas season.

The peak of currency demand starts from October and continues to increase until December of each year. Historically, there is greater demand for denominations of 1000-, 100-, and 20-Piso banknotes; and 20-, 5-, and 1-Piso coins during the holiday season.

“There will be no shortage of new banknotes in the Yule season. As in previous years and to support seasonal demand, 40 percent and 50 percent of the total volume of banknotes and coins, respectively, will be serviced in the 4th quarter of the year,” BSP Governor Benjamin E. Diokno explains.

The public is advised to exchange their unfit banknotes and coins for new ones with their banks.

The BSP likewise urges the public to practice proper handling of banknotes and coins under its Clean Note and Coin Policy.1 The Policy is aimed at extending the life span of banknotes and coins, thereby reducing the cost of currency production.

Finally, the BSP encourages Filipinos to use digital money in line with the BSP’s digital payment transformation and financial inclusion goals. According to Governor Diokno, “Digital wallets offer a safe, efficient, and convenient way to transfer funds to family and friends during the season of giving.” The use of digital money is highly recommended to reduce virus transmission amid the ongoing health crisis.

Working Visit by Minister in the Prime Minister’s Office, Second Minister for Foreign Affairs and Second Minister for Education Dr Mohamad Maliki Osman to the State of Qatar, 27 to 29 October 2021

Minister in the Prime Minister’s Office, Second Minister for Foreign Affairs and Second Minister for Education Dr Mohamad Maliki Osman made a working visit to Doha, Qatar, from 27 to 29 October 2021.

 

Minister Maliki met Deputy Prime Minister and Minister of State for Defence Affairs His Excellency Dr Khalid Bin Mohamed Al Attiyah. Minister Maliki reaffirmed the excellent relations between Qatar and Singapore. He expressed appreciation for Qatar’s strong support for the deployment of the Republic of Singapore Air Force’s A330 Multi-Role Tanker Transport aircraft which had airlifted Afghan evacuees from the Al Udeid Air Base to the Ramstein Air Base in Germany. They also had a wide-ranging discussion on regional developments.

 

Minister Maliki had separate meetings with Minister of Finance His Excellency Ali Bin Ahmed Al Kuwari, Minister of Education and Higher Education Her Excellency Buthaina Bint Ali Al Jabr Al Nuaimi, and Minister of Commerce and Industry His Excellency Sheikh Mohammed Bin Hamad Bin Qassim Al Abdullah Al Thani. They reaffirmed the excellent trade and investment linkages between Singapore and Qatar, and agreed to look into expanding cooperation in areas of mutual interest.

 

Minister Maliki also met the National Security Advisor to the Emir His Excellency Mohammed Bin Ahmed Al Misnad. They had a candid exchange of views on developments in the Middle East.

 

In addition, Minister Maliki met members of the Singapore Business Council in Qatar, where they discussed the potential for greater commercial exchanges between Singapore and Qatar.

 

Minister Maliki will arrive in Singapore later today.

Thailand advocated cooperation on science, technology and partnership to accelerate COVID-19 recovery at the 4th ASEAN-Russia Summit

Prime Minister Prayut supported enhancing ASEAN-Russia relations and advocating cooperation on science, technology, R &D on vaccines, BCG Model, connectivity and also congratulated the 30th Anniversary of ASEAN-Russia Relations at the 4th ASEAN-Russia Summit.

On 28 October 2021, General Prayut Chan-o-cha, Prime Minister of Thailand attended the 4th ASEAN-Russia Summit to Commemorate the 25th Anniversary of ASEAN-Russia Dialogue Partnership and the 30th Anniversary of ASEAN-Russia Relations as part of the 38th and 39th ASEAN Summits and Related Summits. The Meeting was co-chaired by His Majesty Sultan Haji Hassanal Bolkiah of Brunei Darussalam and His Excellency Mr. Vladimir Putin, President of the Russian Federation.

The Meeting reviewed ASEAN-Russia cooperation, especially following the 3rd ASEAN-Russia Summit in 2018, and discussed the future direction of ASEAN-Russia Strategic Partnership. The Meeting also expressed appreciation for Russia’s support of ASEAN centrality and its constructive role in the ASEAN-centred regional architecture, particularly the East Asia Summit (EAS), the ASEAN Regional Forum (ARF) and the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus).

The Prime Minister encouraged Russia to pursue practical cooperation in the areas identified under the ASEAN Outlook on the Indo-Pacific (AOIP) and welcomed Russia’s proposal to designate the year 2022 as the ASEAN-Russia Year of Science and Technology Cooperation, to build upon cooperation in the fields of Russia’s expertise, especially on vaccine research and development as well as cooperation on the Bio-Circular-Green Economy or BCG Model. The Prime Minister also supported promoting connectivity between the two regions, in line with Russia’s Greater Eurasian Partnership Initiative and ASEAN’s Master Plan on ASEAN Connectivity (MPAC) 2025 under the Connecting the Connectivities initiative, towards post-COVID-19 recovery.

Prime Minister highlighted APT as Main Cooperation Framework in Enhancing Regional Resilience, Utilising Digital Economy, and Support Potential Development of MSMEs and Startups, at the 24th ASEAN Plus Three Summit

The Prime Minister participated in the ASEAN Plus Three Summit and highlighted APT as the main cooperation framework in enhancing regional resilience, utilising digital economy and technology, as well as the potential development of MSMEs and start-ups. He also appreciated China, Japan, and Republic of Korea for their contributions to ASEAN COVID-19 Response Fund.

On 27 October 2021, H.E. General Prayut Chan-o-cha, Prime Minister of Thailand, participated in the 24 th ASEAN Plus Three (APT) Summit via videoconference. The Prime Minister underlined the strength of the APT and its role as the main cooperation framework in enhancing regional resilience, and proposed ways forward for the APT to strengthen a people-centred East Asia community in a number of key areas, including public health security, sustainable economic security, seamless connectivity, as well as promoting lasting peace on the Korean Peninsula.

On public health security, the Prime Minister appreciated the Plus Three countries’ prompt cooperation and response with their contributions to the ASEAN COVID-19 Response Fund and provision of necessary medical supplies and medical equipment to ASEAN. The Prime Minister also stressed the importance of enhancing cooperation on regional preparedness for future public health emergencies in a comprehensive manner, particularly on vaccines and R&D, as well as the need to provide mental health care to all groups of peoples, especially adolescents and young children. In this regard, the Meeting adopted the APT Leaders’ Statement on Cooperation on Mental Health Amongst Adolescents and Young Children and Thailand stands ready to implement the Statement towards concrete outcomes.

On sustainable economic security, the Prime Minister emphasised the need for rapid and sustainable recovery by building a solid foundation for long-term growth. The Prime Minister proposed for the APT to develop and more effectively utilise the existing mechanisms such as the Chiang Mai Initiative Multilateralism (CMIM) to maintain financial and monetary stability in the region, the ASEAN Plus Three Emergency Rice Reserve (APTERR) to enhance food security. APT has also been encouraged to explore region-wide cooperation on promoting synergies between the Bio-Circular-Green (BCG) Economy Model and the respective green policies and strategies of the Plus Three partners

In addition, the Prime Minister also underlined the importance of strengthening economic integration and supply chain connectivity, as well as building on the Connecting the Connectivities initiative with a view to enhancing seamless regional connectivity, and utilising digital economy and digital technology, by focusing on developing potential of MSMEs, start-ups and local entrepreneurs as the engines of grassroot economy.

On regional and international issues, the Prime Minister reiterated Thailand’s strong commitment to supporting processes of peaceful resolution and hopes to see progress in dialogue towards promoting lasting peace on the Korean Peninsula.

THREE MEN ARRESTED IN RELATION TO A CASE OF VOLUNTARILY CAUSING HURT TO DETER A PUBLIC SERVANT FROM DISCHARGE OF HIS DUTY ALONG GEYLANG EAST AVENUE 1

The Police have arrested three men for their suspected involvement in relation to a case of voluntarily causing hurt to deter a Traffic Police (TP) officer from discharge of his duty.

Background of incident

On 28 October 2021 at about 9.50am, a Traffic Police (TP) officer was patrolling in the vicinity of Upper Paya Lebar Road when he spotted a suspicious car, and signalled for the driver to stop, in order to conduct a check. However, the driver sped off and the officer gave chase.

During the pursuit, the driver was believed to also have collided into the rear of an unknown vehicle along Macpherson Road, before continuing to flee in the car. By this time, another TP officer had joined the pursuit. When the car turned into Geylang East Avenue 1, it came to a stop. The first pursuing TP officer then moved ahead of the car to attempt to intercept it.

However, the car suddenly reversed against the flow of traffic and purportedly collided into the oncoming second TP officer who was pursuing behind the said car. The said officer managed to jump off his motorcycle in the nick of time and avoided serious injuries. After the collision, the car purportedly continued to reverse without stopping and made an illegal u-turn before speeding off.

Three men arrested for various offences

The car was later found abandoned along Geylang East Central. Upon the arrival of TP officers, the driver had already fled the scene, while the male passenger was seen standing outside the car. When TP officers engaged the 34-year-old male passenger, he was uncooperative. The man purportedly started to raise his voice, hurled derogatory terms at, and pushed the officers at scene. Necessary force was used to restrain the man. The 34-year-old passenger was subsequently arrested for using criminal force to deter a public servant from discharge of his duty under Section 353 of the Penal Code, and suspected drug-related offences. The offence of using criminal force to deter a public servant from discharge of his duty carries an imprisonment term of up to four years, a fine, or both. The passenger will also be investigated for disorderly behaviour, under Section 20 of the Miscellaneous Offences (Public Order and Nuisance) Act. For first-time offenders, the offence carries a fine of up to $2,000, imprisonment for up to six months or both; for subsequent offences, the offence carries a fine not exceeding $5,000, imprisonment of up to 12 months, or both.

A manhunt operation involving officers from TP, Police Operations Command Centre (POCC) and Police Intelligence Department (PID), was immediately mounted to trace the whereabouts of the driver. With the assistance of Police cameras (PolCams) and the use of Video Analytics (VA), officers were able to locate the 37-year-old male driver and arrest him along Yishun Street 51 within four hours from the time of incident.

The driver is being investigated for multiple offences, including:

  1. voluntarily causing hurt to deter public servant from the discharge of his duty under Section 332 of the Penal Code;
  2. failing to stop when ordered by a police officer in uniform under Section 127(5) of the Road Traffic Act;
  • dangerous driving under Section 64(1) of the Road Traffic Act;
  1. driving without a valid licence under Section 35(1) of the Road Traffic Act;
  2. failing to stop after an accident under Section 84(1) of the Road Traffic Act;
  3. using a vehicle without insurance under Section 3(1) of the Motor Vehicles (Third Party Risks and Compensation) Act; and
  • suspected consumption of controlled drugs.

In addition, the driver was also wanted by the Police for cheating under Section 420 of the Penal Code.

Investigations revealed that the car used in the alleged commission of voluntarily causing hurt against the TP officer was a rental vehicle, which was rented by a 22-year-old man. The 22-year-old hirer has also been arrested for an offence of permitting one to drive without valid licence under Section 35(2) of the Road Traffic Act. For first-time offenders, the offence carries a fine of up to $10,000, to an imprisonment term of up to three years, or both. For repeat offenders, the offence carries a fine of up to $20,000, imprisonment of up to six years, or both.

Investigations are ongoing for the alleged offences committed by three men.

Offences and penalties

The 37-year-old man will be charged in court on 30 October 2021 with voluntarily causing hurt to deter a public servant from the discharge of his duty under Section 332 of the Penal Code, Chapter 224. The offence carries an imprisonment term of up to seven years, and a fine or caning.

Persons who commit traffic offences may face the following penalties:

  1. Under Section 35(1) of the Road Traffic Act, motorists caught driving without a valid licence shall be liable, upon conviction, to a fine not exceeding $10,000, to imprisonment for a term not exceeding three years, or both.
  2. Under Section 84(1) of the Road Traffic Act, motorists who fail to stop after an accident, shall be liable to a fine not exceeding $3,000, to imprisonment for a term not exceeding 12 months, or both.
  • Under Section 3(1) of the Motor Vehicles (Third Party Risks and Compensation) Act, motorists caught using a vehicle without insurance shall be liable to a fine not exceeding $1,000, to imprisonment for a term not exceeding three months, or both. Motorists may also face disqualification from driving all classes of vehicles upon conviction.

Firm action will be taken against those who endanger public safety

Commander of Bedok Police Division, Deputy Assistant Commissioner of Police (DAC) Heng Chih Yang said: “The job of a police officer is highly unpredictable in a dynamic environment. Police officers face risks in their daily work. Despite this, our officers remain steadfast in their duties to keep Singapore safe and secure. It was fortunate that our TP officer did not suffer more serious injuries. His training, experience and instinct to get out of harm’s way, saved his life. The Police take a serious view of any abuse or acts of violence towards police officers who are carrying out their duties. We will continue to take firm action against those who blatantly disregard the law and endanger the safety of public servants or road users.”

The Police have zero tolerance towards such brazen acts of violence towards Police officers or public servants carrying out their duties. The Police will not hesitate to take firm action against those who blatantly disregard the law.

All motorists are urged to drive safely and to abide with traffic rules and regulations. TP will not hesitate to take firm action against motorists who choose to endanger the safety of other road users as well.
