The 33rd ASEAN Summit and related Summits, to be held at Suntec Singapore International Convention and Exhibition Centre (Suntec) from 13 to 15 Nov 2018 have been declared as an 'Enhanced Security Special Event' under the Public Order Act.
The area around Suntec has correspondingly been designated as a 'Enhanced Security Special Event Area' from 13 to 15 Nov 2018. To ensure the security of the Summit, the Police will be conducting road blocks and stringent security checks within this area.
Unmanned aerial vehicles (UAVs) (commonly referred to as drones) are prohibited within the Enhanced Security Special Event Area (refer to Annex A). It is an offence to bring or fly any UAVs into the area. It is also an offence to fly a UAV outside of the Enhanced Security Special Event Area in a manner that disrupts, interferes with, delays or obstructs the conduct of the Enhanced Security Special Event. Offenders may be arrested and, upon conviction, will be liable to a fine not exceeding $20,000, to imprisonment for a term not exceeding 12 months, or both. The UAV will also be seized.Apart from UAVs, the items listed in Annex B are prohibited within the Enhanced Security Special Event Area. It is an offence to take any prohibited item into the area. The Police will conduct checks on persons for such items within the Special Event Area. Anyone found in possession of such items may be arrested and, upon conviction, will be liable to a fine not exceeding $20,000, to imprisonment for a term not exceeding 12 months, or to both. The items will also be seized
Temporary Restricted Area
The Civil Aviation Authority of Singapore (CAAS) will be establishing a temporary Restricted Area over central areas of Singapore, from 12 Nov 2018 (0000hrs) to 16 Nov 2018 (2359hrs), under the Air Navigation Order (ANO). The temporary Restricted Area (as shown in Annex C) will extend from ground level to 600 feet above mean sea level.
During the stated dates and timings, the flying of UAVs and conduct of other aerial activities (such as kite-flying and hoisting of captive balloons) are prohibited within and into the temporary Restricted Area, unless authorised by the CAAS. Unauthorised conduct of aerial activities within and into the temporary Restricted Area is an offence under the ANO. The Police will be deployed to conduct enforcement activities within the temporary Restricted Area. If convicted, a person can be fined up to S$20,000 in the first instance and fined up to S$40,000 and/or imprisoned for up to 15 months in subsequent instances.
Road Closures and Traffic Arrangements
Traffic delays are expected on roads surrounding the Enhanced Security Special Event Area, i.e. around Suntec � Nicoll Highway, Raffles Boulevard, Temasek Boulevard, Republic Boulevard, Temasek Avenue and Raffles Avenue from 11 to 16 Nov 2018. Motorists are advised to plan their journey early as traffic is expected to be slow moving.
Please refer to Annex D for the full list of roads and lanes that will be closed to facilitate security arrangements for the event. Road signages will be put up along the roads affected ahead of the Summit to keep motorists informed. Information on road closures will also be communicated through traffic advisory signs and traffic news on the radio at regular intervals.
Due to the two-lane closure along Raffles Ave, the bus lane between Temasek Ave and Esplanade Drive will be available to all vehicles from 13 to 16 Nov (both days inclusive).
The Police seek the understanding and cooperation of the public and motorists during this period to comply with all orders issued by Police officers.
