Effects of Low-Pressure Areas, Northeast Monsoon, and Shear Line in the Philippines – Flash update #1

? OVERVIEW: According to the Philippines’ National Disaster Risk Reduction and Management Council (NDRRMC), the combined effects of low pressure areas, the Northeast Monsoon, and Shear Line has impacted multiple regions in the Philippines starting from 2 January to 15 January 2023.

? RELATED INCIDENTS: a total of 1,023 related incidents have been reported (292 flooded-535 subsided116 receding flooded areas, 58 landslides, 9 tornadoes/strong winds, 1 flashflood, and 12 others) in Region 2, 3, CALABARZON, MIMAROPA, 5, 6, 7, 8, 9, 10, 11, 12, CARAGA, BARMM.

? AFFECTED POPULATION:

o 28 dead (13 of which still for validation), 11 injured (9 of which still for validation), and 3 missing (2 of which still for validation)

o 347,105 families (1,397,296 persons) affected from 1,930 barangays in 282 cities/municipalities from 47 provinces and 14 regions

o 211,940 internally displaced persons (155,854 of which are served under 489 evacuation centres)

? DAMAGES: o 1,307 damaged houses (935 partially and 372 totally)

o 231 road sections and 55 bridge sections

o 58 cities/municipalities with power interruption, 16 cities/municipalities with water supply interruption, and 14 cities/municipalities with communication line interruption

o 3.2M USD worth of damage to infrastructure

o 6.7M USD worth of damage to agriculture and livestock, poultry, fisheries

o 89.7K USD worth of damage to other assets

? RESPONSE: 1.38M USD worth of assistance has been provided to victims in Region 2, 3, CALABARZON, MIMAROPA, 5, 6, 8, 9, 10, 11, CARAGA; 2 Provinces have been declared under a State of Calamity; the Philippines NDRRMC Alert Status remains on BLUE Alert; NDRRMC has disseminated 150 emergency alert and warning messages since 1 January 2023

? ANTICIPATED RISK: a low pressure area detected East of Maasin City, Southern Leyte (Eastern Visayas) remains LESS LIKELY to develop into a significant tropical cyclone (tropical depression) in the next 24 hours. The LPA will remain likely to bring light to heavy rains in MIMAROPA, CALABARZON, and Region 5. Under these conditions, flooding and rain-induced landslides are likely especially in areas identified to be very highly susceptible to these hazards.
