China-Constructed Urban Railway In Vietnam Launches Commercial Operation

HANOI– Authorities of the Vietnamese capital Hanoi, inaugurated the China-built Cat Linh-Ha Dong metro line project yesterday, making it the first metro line in the country to start commercial operation.

The project was handed over to Hanoi by its investor, the Vietnamese Ministry of Transport, on the same day. All passengers on the metro line can enjoy free rides during the first 15 days of the commercial run.

After taking a free two-way trip yesterday morning, Hoang Thi Huong, a 30-year-old passenger from Hanoi’s Thanh Xuan district, said, the metro line is as modern as those she had seen overseas.

“Taking these trains, I will no longer have to worry about congestion every morning, while going to work,” Huong said, hoping that more urban railway projects will be constructed to ease transportation in the city.

The elevated line is more than 13 km with 12 stations. Each train, with a designed speed of 80 km per hour, has four carriages capable of carrying up to 1,000 passengers.

The Cat Linh-Ha Dong elevated railway project, officially started construction in Oct, 2011. Its trial run was completed in Dec, 2020, with more than 70,000 km of tests on thousands of trips, enabling the system to operate commercially, according to its investors.

Ph welcomes lifting of restrictions on EPS workers

Labor Secretary Silvestre Bello III has directed the Philippine Overseas Employment Administration to commence processing the deployment of workers to South Korea following the announced lifting of restrictions on the entry of foreign workers there.

Saying the Philippines welcomed Korea’s decision, Bello added, “This is a very good news not only to our EPS workers and their families, but also to the Korean employers who have been waiting for our workers to return.”

On Friday, Korea’s Ministry of Employment and Labor (MOEL) announced that it will allow the entry of workers under its entry permit system (EPS) from all sending countries, including the Philippines before the end of this month.

Bello said that the lifting of restriction for EPS workers is a much-awaited development for thousands of EPS workers who have been waiting for their deployment since last year.

According to MOEL, the entry of EPS workers will be subject to pre-entry measures such as full vaccination and negative PCR test results, and post-entry measures such as mandatory quarantine and PCR testing.

The Korean Embassy in the Philippines said that it is awaiting guidelines from the South Korean government on the issuance of E9 visas to Filipino EPS workers following the announcement from MOEL.

Bello directed the POEA to immediately meet with the HRDK EPS Center in the Philippines to flesh out the requirements and procedures for the safe and orderly entry and re-entry of EPS workers to Korea, in coordination with the Philippine Overseas Labor Office (POLO) in the Philippine Embassy in Seoul.

Since 2004, the Philippines has been sending Filipino workers to Korea under a government-to-government cooperation agreement on EPS. The deployment of workers, however, was temporarily halted due to ROK’s entry restrictions since June 2020 as part of COVID measures.

EMEAP Central Banks to Promote Green Bond Investment through Asian Bond Fund

The Executives’ Meeting of East Asia-Pacific Central Banks (EMEAP)1 is pleased to announce that the recent project to promote investment in green bonds through the Asian Bond Fund (ABF)2 has been finalized.

As announced in the previous press statement3 dated 12 July 2021, the EMEAP ABF Oversight Committee had requested IHS Markit, the index administrator of the iBoxx ABF Index to review the rules of the Index to promote the inclusion of green bonds. The review has been completed and IHS Markit has decided to make the following adjustments to the index.4

  1. Setting the definition of green bonds

(1)          Bonds that are labelled green by Climate Bonds Initiative (CBI); or

(2)          Bonds that are self-labelled and externally-reviewed as green in alignment with the Green Bond Principles of the International Capital Market Association (ICMA).

  1. Setting a lower minimum outstanding notional threshold for sub-sovereign green bonds issued in different markets.
  2. Changing the sub-sovereign issuer limit to 10% per issuer in each single market index, from the current limit of 5 bonds per issuer.

The new rules will take effect from the index rebalance date of 31 March 2022, on which date all new bonds will be added and the new thresholds for sub-sovereign green bonds become effective. The sub-sovereign bonds that become eligible for index inclusion on 31 March 2022 will be included through monthly rebalancing over six months, each with equal weight5, in order to facilitate a smooth transition.

The EMEAP believes this initiative will help catalyze further deepening of local currency-denominated bond markets, in particular green bond markets in the region. The EMEAP will continue to explore ways to further contribute to the development of the local currency denominated bond market.
