Weather, climate disasters surge fivefold in 50 years: UN

GENEVA— The United Nations warned that weather-related disasters have skyrocketed over the past half-century, causing far more damage even as better warning systems have meant fewer deaths.

 

A report from the UN’s World Meteorological Organization (WMO) examined mortality and economic losses from weather, climate and water extremes between 1970 and 2019.

 

It found that such disasters have increased fivefold during that period, driven largely by a warming planet, and warned the upward trend would continue.

 

“The number of weather, climate and water extremes are increasing and will become more frequent and severe in many parts of the world as a result of climate change,” WMO Secretary-General Petteri Taalas said in a statement.

 

In total, there were more than 11,000 of disasters attributed to these hazards globally since 1970, causing more than two million deaths and some US$3.64 trillion in losses.

 

WMO stressed though that much remains to be done, with only half of the agency’s 193 member states currently housing the life-saving multi-hazard early warning systems.

 

It also cautioned that severe gaps remained in weather and hydrological observing networks in Africa and parts of Latin America and in Pacific and Caribbean island states.

 

Mami Mizutori, who heads the UN office for disaster risk reduction, also hailed the life-saving impact of the improved early warning systems.

 

But she warned in the statement that “the number of people exposed to disaster risk is increasing due to population growth in hazard-exposed areas and the growing intensity and frequency of weather events.”

 

And while early warning systems save lives, they have done little to shield disaster-prone areas from swelling economic damage.

 

In fact, the reported losses from 2010 to 2019 stood at US$383 million per day – seven times more than the some US$49 million in average daily losses in the 1970s.

 

Seven of the costliest 10 disasters in the past 50 years have happened since 2005, with three of them in 2017 alone: Hurricane Harvey, which caused nearly US$97 billion in damages, followed by Maria at close to US$70 billion and Irma at almost US$60 billion.

 

On average, a disaster linked to weather, climate and water extremes has thus occurred every single day over the past 50 years, killing 115 people and causing US$202 million in daily losses, WMO found.

 

More than 91 percent of the deaths occurred in developing countries, it said.

 

Droughts were responsible for the largest losses of human life during the period, alone accounting for some 650,000 deaths, while storms have left over 577,000 people dead.

 

Floods have meanwhile killed nearly 59,000 over the past 50 years and extreme temperatures have killed close to 56,000, the report found.

 

On a positive note, the report found that even as the number of weather and climate-related disasters ballooned over the past half-century, the number of associated deaths declined nearly threefold.

 

The toll fell from over 50,000 deaths each year in the 1970s to fewer than 20,000 in the 2010s, WMO said.

 

And while the 1970s and 1980 reported an average of 170 related deaths per day, the daily average in the 1990s fell to 90, and then to 40 in the 2010s.

 

Taalas said dramatic improvements in early warning systems were largely to thank for the drop in deaths.

 

“Quite simply, we are better than ever before at saving lives,” he said.

Covid-19: Vietnam’s prime minister warns of long fight as pandemic deepens

HANOI— Vietnam could be facing a lengthy battle against the coronavirus and cannot rely on lockdown and quarantine measures indefinitely, its prime minister said, as the country struggles to contain its deadliest outbreak so far.

 

Vietnam has deployed soldiers and forced residents of its biggest city to stay in their homes in recent weeks, in its most drastic measures yet to fight an outbreak that has shattered what was one of the world’s best containment records.

 

“We cannot resort to quarantine and lockdown measures forever, as it will cause difficulty for the people and the economy,” Prime Minister Pham Minh Chinh said.

 

Aggressive contact tracing and quarantine procedures in the country of 98 million people had succeeded in keeping the virus under control for more than a year, but the highly contagious Delta variant has hit Vietnam hard.

 

Total cases jumped from a few thousand in late April to 480,000 at present, with more than 12,000 deaths and Ho Chi Minh City by far the worst hit. Authorities reported 13,197 infections and 271 fatalities on Thursday.

 

Restrictions were causing “material and mental hardship”, the prime minister said while meeting experts to hear ideas on fighting the virus.

 

The measures have also forced companies in labour-intensive businesses, including suppliers for brands like Nike and Adidas, to suspend operations.

 

Vietnam’s industrial output in August fell 7.4 per cent from a year earlier, while its exports dropped 5.4 per cent. Retail sales of goods and services plunged 33.7 per cent, according to official figures.

 

The prime minister said preventing deaths was top priority and vaccinations were a key strategic measure.

 

Just 2.9 per cent of Vietnam’s population have been inoculated, while its fatality rate of 2.5 per cent is higher than the global rate of 2.1 per cent, according to the health ministry.

 

“The COVID-19 pandemic is evolving in a complicated and unpredictable manner and may last for a long time,” Chinh said.

Thailand: Thousands join protest in Bangkok demanding prime minister’s resignation

BANGKOK— Thousands of people protested in central Bangkok calling for the resignation of Prime Minister Prayut Chan-o-cha and said they would return every day until he leaves office.

 

The demonstration at the Asoke intersection in central Bangkok was one of the biggest such gatherings this year despite a warning from the police earlier in the day that protests are banned due to COVID-19 restrictions.

 

Protests against Prayut have gained momentum since late June as groups who sought his removal last year return with broader support from people angered by a worsening coronavirus situation.

 

Thailand has recorded more than 1.2 million infections and 12,103 deaths since the pandemic started last year, with most of the cases and deaths occurring since April this year.

 

The demonstration is also taking place while Prayut is facing a grilling in parliament in a censure debate that started earlier this week. The political opposition accuse the prime minister and five other Cabinet ministers of corruption, economic mismanagement and of bungling the coronavirus response.

 

Prayut and his ministers have rejected the opposition accusations and defended their performance to parliament.

 

They are expected to survive the no-confidence vote scheduled for Saturday, due to the ruling coalition’s clear parliamentary majority, but the protesters say they will keep up pressure on Prayut.

 

“The members of parliament have to chose between the people and Prayut who has failed, causing losses and deaths of more than 10,000 people,” said Nattawut Saikua, one of the main organisers of the protest.

 

“If Prayut passes the no-confidence vote and remains prime minister we will continue to drive him out,” he said.

 

While the demonstration at Asoke was peaceful, a smaller group of anti-government protesters set off fire crackers and burnt car tires on Thursday near the prime minister’s residence in another part of the city.
